1. VIP Pass to Markets: When Customs Certification Helps Firms to Face NTMs

Abstract:
This paper aims to assess how trade facilitation measures reduce the costs induced by non-tariff measures (NTMs). It focuses on the Authorized Economic Operator (AEO) certification, a firm-level trade facilitation measure defined by the World Customs Organization. This status allows firms to benefit from customs simplifications at the border, reduced physical and document-based controls, and priority treatment. We use an original and exhaustive dataset of French firms certified as AEO by the European Customs, merged with firm level trade from the French Customs. Our empirical strategy is to compare the export structure of firms before and after their certification to see whether the impact of NTMs on trade can be reduced by trade facilitation measures. Our results show that the AEO status enhances trade, but only when facing NTMs in the destination market. This confirms that some of the trade costs generated by NTMs are administrative in nature and can be reduced by pre-certifying firms. Our conclusion is informative about the kind of trade cost reductions that could be achieved by trade agreements that go beyond tariff reductions, without hindering the level of actual regulation.

Abstract:
Imperial powers such as Rome, Persia, Japan and China have justified their conquests as a benefit to those that were conquered by virtue of bringing a superior civilisation to their world.[1] Among imperial powers, one of the most strident were the Second and Third French Republics.[2] The civilising mission – or what French historian Raoul Girardet refers to as “colonial humanism”[3] – came to define French colonial statecraft in the early 19th century crusade to improve the lives of people who France saw as backward in Asia, Africa and the Pacific. For intellectuals such as Leroy-Beaulieu, civilisation was to be spread through commerce, trade and exchanges between people, rather than through conquest.[4] By the early 1800s, the republican ideals that inspired the French Revolution were slowly abandoned for a more forceful assimilationist policy exemplified by colonial expansionist policies. According to Jules Brévié, governor-general of French West Africa from 1930 to 1936 and of French Indochina from 1936 to 1939, the most important task for the French was to bring about a cultural renaissance to the indigenous people.[5] Brévié called for a redefined mission with a focus on teaching colonised subjects to live according to “authentic African traditions”.[6] As with the British before them, French policy adapted to the local context and shifted towards a more “indirect mode of rule”,[7] casting foreign rule as the protectors of indigenous cultures. This article analyses the French imperial project in Africa, with a focus on the Federation of French West Africa (consisting of today’s Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mali, Mauritania, Niger and Senegal). It outlines differences and similarities between the French mode of direct rule and the British mode of indirect rule. To understand the methodology of rule, one must first understand the system of knowledge production that informed, shaped and guided the colonial project. A policy change occurred after the French experienced a crisis of empire, which ushered in fundamental transformations before World War I (1909 and 1912) and the interwar years between 1918 and 1939 (from “assimilation” to that of “association”). The new policy shifted the focus from antagonism towards Islam to collaboration with Islamic representatives, from civilisations to conservation, from a focus on progress to law and order, and a preoccupation with local customs while managing social and cultural differences (pluralism).[8] This article is offered as an important contribution to the political and intellectual history of the largest colonial state in Africa: the Federation of French West Africa.

Abstract:
As in other Muslim countries, traditions formed on the system of religious beliefs have an important place in the culture of Azerbaijani people. These traditions, which are an integral part of Muslim culture, were formed under the ideological influence of many denominations and doctrines. The purpose of this study is to examine some aspects of the traditions that existed among Shiite Muslims in Azerbaijan in the 19th century. Despite the need to study Islamic culture in post-Soviet Azerbaijan, there is still a lack of comprehensive research on the subject. In this context, the cultural traditions of the Azerbaijani people, mainly Shiite Muslims have been studied on the base of alams, kirkachar cams, prayer rugs and the other samples which belong to the 19th century and are being preserved in the National Museum of History of Azerbaijan. Although the research aims to examine the spiritual culture, the specificity of the materials in the article as an example of art, the meaning of the structure, the technique of preparation, the content of the patterns and calligraphy on it have been also studied. At the same time, in order to show the connection of the mentioned traditions with the historical past of the people, reference has been made to the previous periods and as a result, the ethnographic features belonging to the 19th century have been identified.

4. Accession to the Customs Union: Shaping the strategy for Azerbaijan

Abstract:
This paper analyses the implications of the potential accession of the Republic of Azerbaijan to the Customs Union of Belarus, Kazakhstan, and Russia, combining qualitative and quantitative approaches. The qualitative approach employs stakeholder and sectorial analysis, while quantitative methodologies include Hedonic Estimation and Linear Regression Models. The stakeholder analysis discusses the implications of accession for different interested parties, namely businesses, citizens and international partners of Azerbaijan. The sectorial analysis assesses the varied probable impact of accession on different economic sectors. The quantitative methods are designed to answer the question following question: How much would the Azerbaijani economy benefit if it had joined the Customs Union when it was established in 2010? Although CESD finds a number of quantitative benefits to accession (for example, an additional two to five percent growth in GDP), qualitative analysis reveals disadvantages that were not captured by quantitative methodologies and helps provide a more comprehensive picture that disfavors accession, namely the long-term disadvantage of ceding independence vis-à-vis Azerbaijan’s energy policy. Accordingly, the Center for Economic and Social Development strongly recommends against accession. However, considering economic, social and political pressures, Azerbaijan may be persuaded to accede. In this scenario, CESD would recommend learning from the experience of the UK while acceding to the European Union and attaining several key exemptions from the rules and regulations of the Customs Union.

5. What do the COMESA Customs Union and COMESA-EAC-SADC Tripartite Free Trade Area mean for Zambia’s import trade and trade tax revenue?

Abstract:
Zambia has participated actively in the Common Market for Eastern and Southern Africa (COMESA) and Southern African Development Community (SADC) regional integration programmes. Within SADC it is now reportedly a full participant in the SADC Free Trade Area (FTA), granting duty-free and quota-free access to goods originating from the SADC region. It is also a founding participant in the COMESA FTA and is now looking ahead to participate in the establishment of the COMESA Customs Union. The country is also committed to participate in the recently announced Tripartite FTA, which will establish a free trade area and then eventually a customs union, consolidating the regional economic communities of COMESA, SADC, and the East African Community (EAC). Quite often the actual or potential short-term or transitional impacts of the tariff reforms associated with regional integration are not well known. This is the case with respect to Zambia’s commitments to further integration under the forthcoming COMESA Customs Union and Tripartite FTA. ZIPAR therefore undertook a study to assess the potential effects for Zambia of the forthcoming trade reforms implied in both the COMESA Customs Union and the Tripartite FTA. The study made two starting-point observations: on the one hand, the Tripartite FTA is expected to consolidate the internal markets of the three regional economic communities and facilitate duty- and quota-free trade within the common market, subject to rules of origin. This means the Tripartite FTA will define Zambia’s internal trade policy position with other member states. On the other hand, the COMESA Customs Union, with its Common Tariff Nomenclature, Common External Tariff structure and common Customs Management Regulations, will define Zambia and other COMESA Member States’ common external trade policy position. Given Zambia’s ratification of these trade arrangements, it is important for policy-makers to understand the significance of the trade policy reforms implied in both the COMESA Customs Union and the Tripartite FTA. This paper therefore seeks to determine the implications for Zambia of the trade reforms that the country will undertake. It applies the following methods of ex-ante analysis: (1) Import trade and tariff profiling using simple descriptive statistical analysis of trade for the period 2000-2010 and of tariff structures in 2010; (2) Analysis of required trade policy reforms; and (3) Analysis of revenue implications and economic effects using the World Bank’s Tariff Reform Impact Simulation Tool (TRIST). Trade and customs data as well as other data were obtained from authentic national and international sources including the Zambia Revenue Authority, COMESA Secretariat, Central Statistical Office, Ministry of Finance, World Trade Organisation and World Bank, among others. 6. SACU Revenue Sharing Formula: Towards a Developmental Agreement

Abstract:
The South African Customs Union (SACU) Revenue Sharing Formula (RSF) has been revised substantively twice; once in 1969 and in 1994-2002 since the creation of the customs union in 1910 and each time the changes in the treaty were a reflection of the historic changes occurring in Southern Africa. The apartheid regime created a RSF that served to increase the share of revenue of Botswana, Lesotho and Swaziland (BLS), leaving the South African share as a residual of revenues. As this made South Africa a residual claimant it was unsustainable and required reform in the post-apartheid era. The 2002 formula increased the share to the Botswana, Lesotho, Namibia and Swaziland (BNLS) and removed South Africa as a residual claimant but did not change the fundamental economic relationship between members. While the International Monetary Fund (IMF) supports orthodox fiscal adjustment imbalances this paper argues that the order of magnitude makes those adjustment implausible and a new political arrangement is needed between South Africa and Lesotho and Swaziland to create a viable way forward for Southern African Development Community (SADC). It is argued that even in the case of Botswana and Namibia a new developmental formula, based on investing SACU revenues for regional and national development projects is needed to relieve those countries that have suffered the effects of polarization.

Abstract:
This brief reviews the contribution that transportation makes to trade facilitation in Botswana. As a landlocked, export-driven economy, efficient transport and transit procedures are important to support competitiveness and export growth. Transport costs are particularly important to landlocked countries, where the additional distances to be covered can increase product prices, undermine the competitiveness of exports, and generally make it more difficult to compete in international markets. The policy brief draws from the findings of the 2005 BIDPA and World Bank study entitled "Diversifying Botswana's Exports: An Overview," as well as other relevant studies.
