Abstract:
Throughout history, the emotional power of music has concerned philosophers, scientists, educators, moralists, and musicians. Growing up in a small rural village in southern Lebanon, I observed such power first hand. When the mijwiz (a double-pipe reed instrument) was played, traditionally using the technique of circular breathing, I saw the local listeners succumb to the instrument's magic spell. Its irresistible Dionysian ethos seemed to compel them to sing and dance. Some villagers maintained that the mijwiz enabled the shepherds, who often played it, to entrance their goats and make them stand still and listen. As an ethnomusicologist who specializes in music of the Middle East, especially of the Arab world, I have come across other similarly compelling cases of musical transformation. When singers chanted their poetry at medieval Abbasid courts in Baghdad, the listeners, including the caliphs themselves, displayed a variety of strong reactions, including moving their feet, dancing, sobbing, weeping, and tearing their garments—or in some cases listening to the performers attentively and bestowing upon them lavish compliments. Meanwhile, medieval Arabic treatises, which in the ancient Greek tradition often treated music as a science, left us ample writings about music's extraordinary cosmological associations and therapeutic effects. And for the Sufi mystics, music and dance became an integral path to transcendence, or the attainment of spiritual ecstasy.

Abstract:
The Prime Ministry Public Officers Ethics Board, which is serving to develop ethics culture in public administration, to identify ethical behavior principles, and to conduct and research on the contrary actions to these principles, is tried to be investigated in this study. For that purpose, beginning with the 'ethics' concept, the development of 'ethics in administration' in the world and in Turkey are mentioned; later the activities, the applications and the amendment of the Law on the Public Officers Ethics Board are stressed and finally the criticism regarding the Board's structure and functioning are examined.

205. Seeing Beyond Dharma: Ethical Excellence in Vikram and Vetaal Stories

Besides canonical texts such as Bhagavad Gita and Dharmasutras, reflections upon dharma's complexity and dilemmas abound in popular narratives such as Pancatantra, Hitopadesa and Vikram and Vetaal stories. Popularised by Amar Chitra Katha and Chanda Mama as Vikram and Vetaal, this classic is second only to Pancatantra and has been part of the narrative repertoire of many Indians. It is about the encounters between King Vikramaditya and a superhuman daemon, Vetala dwelling in a corpse. In several stories, King Vikramaditya is presented with two or more instances of noble or generous or virtuous actions and asked to judge which is greater. This essay examines ethical reasoning and judgment as they are presented in five stories about superlative nobility, magnanimity and virtue. Focusing on Vikramaditya's verdicts, I argue that judging extraordinary nobility or generosity or virtue involves going beyond dharma whether we take it as customary duty (based on caste and class, stage of life or family usage) or even occupational duty (svadharma). It appears that ethical greatness is all about sovereign gestures through which one responds to the challenges posed by the sacrifices of others.

Abstract:
In his Poetics Aristotle underscores the interaction between poetry and history by assigning to poetry the task of dealing with the universal while history delves in the particular. The writers Thanassis Valtinos, Rea Galanaki and the poet C.P. Cavafy have created an imposing body of Modern Greek literary works built on the intimate relationship between history and literature. For each writer the choice of particular historical instances serves a very different purpose. Valtinos grapples with the condition of the common man/woman whereas Galanaki focuses mostly on the existential parameters of exceptional women’s lives. For C.P. Cavafy, poetry, the ultimate universal, validates his own self-exploration by means of particular historical narratives.

Abstract:
It is eerie to reread The Communist Manifesto while contemplating the profound and deeply unpredictable effects of the new information revolution. Karl Marx and Friedrich Engels saw dialectical materialism and the iron laws of history as driving change, not the Internet and the digitization of information, but their jeremiad, that “all that is solid melts into air,” looks startlingly prescient in regard to huge swaths of the information industry. Book publishing, TV network news, newspapers, and even traditional universities are, if not melting into air, then at least finding their revenue bases eroding, their customer bases migrating, and the positions of prestige they once occupied shrinking toward nothingness.

209. How European is European Identity? Extent and Structure of Continental Identification in Global Comparison Using SEM

Abstract:
European identification has been previously explained by the selective gains brought by the European integration process, by personal transnational experiences and by the influence of political programs aiming at increasing levels of identification. All these explanations imply that identification with one's continent would be specific in extent and distribution across the social structure in comparison to other continents. These implicit assumptions of the discussion are tested with a global comparison using International Social Service Programme (ISSP) data and a longitudinal analysis using Eurobarometer data. The results show that, firstly, the current extent of continental identification in Europe is not higher than in other continents. Secondly, they reveal that there has been no increase in European identification in recent decades and thirdly, group comparing structural equation modeling (SEM) shows, that distribution of continental identification is similar on all continents. Accordingly, explaining European identification with respect to policy output of the EU is questioned by the findings. European identification proves to be independent of European political integration. Conclusions for transnational identity research and the European integration process are discussed.

Abstract:
Alongside the rapid development of globalization, the post-Cold War era has witnessed the expansion of various forms of regional cooperation in many areas of the world. Regionalism, therefore—both in reference to the construction of a regional identity (“soft regionalism”) and the building of regional cooperative institutions (“hard regional- ism”) —has become a salient ongoing process worldwide, involving the participation of both states and non-state actors as a response to globalization. Different from the “old regionalism” that arose immediately after World War II, which underscored the economic and security dimensions of regional integration and the dominant role of external power or even hegemony in it, the “new regionalism” that is increasingly wide-spread nowadays emphasizes spontaneous regional cooperation in a variety of areas, including politics, economy, security, culture, etc.
