1. The Rise and Decline of the Liberal World Order and the Multilateral Trade System: A Critical-Constructivist Synthesis to International Regime Analysis

Abstract:
This article devises an analytical framework that synthesizes neo-Gramscian and social constructivist perspectives to dissect international regimes amid global hegemonic shifts. It portrays regimes as intersubjective constructs with unique social purposes within the broader hegemonic fabric, shaped by dominant ideologies and power distributions. The study examines the transition of the trade regime from General Agreement on Tariffs and Trade (GATT) to World Trade Organization (WTO) through the Uruguay Round (1986-1994) and the Doha Round’s deadlock since 2001. The article posits that the Uruguay Round marked a pivotal hegemonic transformation, transitioning the regime from embedded liberalism to neoliberalism by transforming its social purpose, norms, and generative grammar. Yet, this shift, which precipitated a legitimacy crisis within the WTO and was exacerbated by the Doha Round’s failure to regenerate neoliberal hegemony with a fresh synthesis of free trade and sustainable development, arguably rendered the WTO directionless and contributed to the fragmentation of global trade governance amidst emerging regional pacts and varied ideological visions of economic liberalism.

2. Dynamics and Mechanisms of Reproduction of the Ideology of Consumerism by Transnational Data Firms

Abstract:
Through the literature review method, this research identifies a non-exhaustive series of dynamics and mechanisms used by data companies such as Google, Facebook, Amazon, and also by the group of companies known as ‘data brokers’, for the reproduction of the ideology of consumerism. A definition for such ideology is also presented. Five dynamics and 17 mechanisms are described within these two categories. The combination of subsets of elements in the second categorization gives rise to the first. The research question addressed here is: how do transnational data companies act in the international reproduction of the ideology of consumerism? It is argued that they take advantage of a deliberate lack of interest, mainly state interest, in regulating how they operate in the International Political Economy, to capture data through general dynamics that result from the articulation of specific data capture mechanisms. Thus, these companies manage to naturalise, ideologically, the act of consuming. The general dynamics identified by the paper were five: personalisation, web concentration, architecture of choice, infrastructural imperialism, and lock-in. The phenomenon is discussed in the light of the Critical Theory of International Relations

3. A Political Economy of Historical Change and Continuity in Turkish Foreign Policy

Abstract:
This study aims to analyse historical continuity and change in Turkish foreign policy (TFP) within the framework of Critical Theory as elucidated by Robert Cox. It suggests asking how TFP has been affected by the historical changes in relations of production and world orders. Within this framework, it aims to explain the changes in TFP within the relation between the production, the world order and the form of state. It analyses TFP in three historical periods such as the Interwar Years, Cold War and post-Cold War. It exposes that Turkish state (re)formation and foreign policy making has succumbed to the global capitalist relations of production and corresponding world orders. These two have been the major framework(s) of change and continuity in Türkiye’s 100 years-old foreign policy. Its main argument is that the continuity and change in TFP has shown an interplay of relations between production and world order. It concludes that TFP has been in line with the global relations of production so there has been a clear and substantial continuity; and that the arguable changes have been the repercussions of global relations of production and world orders.

Abstract:
This study is a theoretical effort to rethink International Relations from the perspective of Neo-Gramscian Critical Theory in which its empirical object is the US hegemony in the scope of Latin America. More specifically, this study refers to the fabrication of consensus directed by an American ruling class through its own vehicle for this – the Atlas Network – which finds legitimacy and support in its Latin American counterparts. Based on primary data, public documents, and specialised bibliography, this study aims to contribute to the rethinking of International Relations using this institute as an object of empirical relation to theoretical study. More than presenting domination strategies through private hegemony apparatus, this study encourages us to reflect on relatively forgotten (or marginalised) practices and concepts in International Relations, such as imperialism, hegemony, and the role of consensus building. Finally, from Critical Theory, it contributes to understand the role of ruling classes in the creation of consensus in subaltern countries and classes to maintain this same hegemonic structure.

6. Critical Approaches and the Problem of Social Construction: Reassessing the Legacy of the Agent/Structure Debate in IR

Abstract:
Conceptualizing the process of social change in IR has proved more elusive than initially thought. If the notion of agency that was proposed to capture this moment gained great saliency in the field, it has had surprisingly limited analytical effects on the discipline of IR. Hence, many can agree that social actors have agency, but very few have managed to set up an agenda that uses this notion in productive ways. Discussions about agency often remain meta-theoretical, and have had arguably little effect on the concrete studies in the field. This paper argues that debates over agency have failed to produce a satisfactory response to the question of how critical theories should approach social construction largely because they have missed what is ultimately at stake in thinking about social change and agency. Seeking in the latter an alternative form of causality that could be distinguished from structural reproduction, they created a dualism that was bound to be unproductive. Adopting a different perspective, this article revisits the structure agency debate with the aim of demonstrating that the notion of agency is fundamental to a critical perspective on social construction. It argues that introducing agency within our epistemological framework does not offer a solution for understanding social construction, but rather helps us frame the problematic of social construction itself in ways that pushes critical theory away from the reifying glance of positivism. More specifically, it uses agency as a means to problematise power as practice, arguing that, too often, critical theories take this aspect for granted. As a result they miss what exactly is being negotiated in struggles over power.
