212. Afghanistan's Transition Meltdown

- Plagued by factionalism and corruption, Afghanistan is far from ready to assume responsibility for security when U.S. and NATO forces withdraw in 2014. That makes the political challenge of organising a credible presidential election and transfer of power from President Karzai to a successor that year all the more daunting. A repeat of previous elections' chaos and chicanery would trigger a constitutional crisis, lessening chances the present political dispensation can survive the transition. In the current environment, prospects for clean elections and a smooth transition are slim. The electoral process is mired in bureaucratic confusion, institutional duplication and political machinations. Electoral officials indicate that security and financial concerns will force the 2013 provincial council polls to 2014. There are alarming signs Karzai hopes to stack the deck for a favoured proxy. Demonstrating at least will to ensure clean elections could forge a degree of national consensus and boost popular confidence, but steps toward a stable transition must begin now to prevent a precipitous slide toward state collapse. Time is running out.

213. The electoral trap: Why the EU should think beyond Belarus's parliamentary election

- One should not expect the 23 September election to comply with democratic standards. The current legislation in Belarus does not guarantee a free and fair process. The institutional setting prevents a transparent vote count and the election of opposition candidates. Yet, in sending a full-fledged observation mission to Belarus, the OSCE again appears to be giving official Minsk the benefit of the doubt. Breaking the vicious circle of external regime legitimation would require consistency and restraint in giving this periodic electoral farce any credence whatsoever. Imitating procedural democracy brings regime consolidation for Lukashenka: enticing the opposition forces – and their Western supporters for that matter – into the electoral trap is a preemptive scheme to disqualify them. Decapitated, divided, distrusted, the opposition is incapable of carrying out regime change. The regime's repressive build-up also dissuades Belarusians from mobilising to contest the predictable fraud – for now. They are nonetheless expressing increasing demands for independent election monitoring. In view of the 2015 presidential elections, the EU should invest more in the capacity-building and training of civil society actors, notably domestic election observers. Turning voters into reliable rule of law watchdogs could raise awareness in, and demand for democracy in Belarus.

- En dépit du fonctionnement régulier des institutions et du discours officiel vantant les progrès en matière de déve- loppement et de sécurité, le Burundi est en train de perdre les acquis de l'accord d'Arusha. En raison de l'impasse électorale de 2010, le système de partage du pouvoir conçu à Arusha a fait place à un monopartisme de fait qui se traduit par la fin du dialogu e entre l'opposition et le gouvernement, une dérive autorita ire et le retour de la vio- lence politique. Le respect de la minorité politique et de la règle de droit, essentiel à la démocratie, semble ignoré depuis 2010. Afin de pérenniser les acquis du processus de paix et la stabilité du pays, la classe politique burundaise doit renouer avec le dialogue, ga rantir le pluralisme poli- tique en vue des échéances électorales de 2015 et veiller à un processus de justice trans itionnelle consensuel. En rai- son de leur implication dans le processus de paix, l'importance de leur aide au Burundi et l'absence de bailleurs alternatifs, les partenaires internationaux actuels doivent mettre ces trois questions au centre de leur dialogue avec le gouvernement.

215. Governance Reforms in Pakistan's Tribal Areas: The Long Road to Nowhere?

- Pakistan's Federally Administered Tribal Areas (FATA) remain mired in an archaic century-old system of indirect governance that provides space in which militant movements have thrived. President Asif Ali Zardari recently announced the FATA Local Governance Regulation 2012, establishing a system of local councils in the troubled tribal region. Although the regulation is disappointingly vague, and retains the sweeping prerogatives of the central government, it appears to have been driven in part by the army's interest in building civilian governance capacity in conflict-torn areas. The governments of Pakistan and the United States, along with local and international stakeholders, should advocate for continuity of implementation, insist on party-based local council elections, encourage experimentation within the bounds of the regulation, link the new councils to existing development structures, press the government to articulate a longer-term political vision for the FATA, and be realistic about the necessity of the army's active involvement in shaping governance policy in the tribal areas.

- Located in a strategically important neighborhood amid China, Russia, Afghanistan, and Iran, and sitting atop vast deposits of oil, gas, gold, and uranium, post-Soviet Central Asia is home to some 50 million people living in five countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan . For centuries, the region has drawn the attention of the world's superpowers as they seek leverage over their foes, access to natural resources, or a base from which to influence adjacent regions . For just as long, the societies of Central Asia have been beset by lackluster and often abusive rule, first by warring and insular feudal chiefs, then by colonial conquerors from Russia, and then by their Soviet successors .Since gaining independence from the Soviet Union 20 years ago, the five Central Asian republics have struggled to find viable governance models and to place their economies, long moored to Moscow, on stable footing.

217. Zimbabwe: An Opportunity for Closer U.S.-South Africa Relations

- As Zimbabwe moves closer to elections, the prospect for political violence, even civil war, grows. President Robert Mugabe's Zimbabwe African National Union-Patriotic Front (ZANU-PF) and Prime Minister Morgan Tsvangirai's Movement for Democratic Change (MDC) are wrangling over a new constitution and the timing of upcoming elections. The eighty-eight-year-old Mugabe is suffering from cancer and wants elections soon to ensure his "liberation" legacy. At the same time, Mugabe-allied military factions, flush with off-the-books cash from Marange diamonds mined in the eastern part of the country, are mobilizing to stay in power when Mugabe dies. Political murder is on the upswing and Zimbabwe is as tense and divided now as it was during the run-up to the violent 2008 elections.

218. Russia's pressure politics: The Kremlin's uncompromising approach to opponents threatens political stability

- If Russia is to follow an evolutionary path to democracy, then the regime must be ready to draw the so-called 'non-systemic' opposition into political processes. This gradualist formula for democratic change is also the formula for political stability. A number of liberalising reforms conducted by the regime in response to widespread protests following the December 2011 State Duma election gave grounds for optimism that this process is now underway. However, any hopes that these events would kick-start democratic reforms were short-lived. Rather than draw in opponents, the regime has sought to isolate them, using a combination of reform, non-reform, dividing tactics and repression. But the results have not been positive. The non-systemic opposition is under increasing pressure, having seen its options all but reduced to more protesting. It is also showing signs of radicalisation. At the same time, the Kremlin's uncompromising approach is undermining regime stability. The pressure is building in the Russian political system. The combination of repression and radicalisation could easily see political stagnation degenerate into instability and the EU should take this new dynamic into account in its future policy planning.

219. Gender in Transition: The Case of North Korea

- This paper uses a survey of 300 North Korean refugees to examine the experience of women in North Korea's fitful economic transition. Like other socialist states, North Korea has maintained a de jure commitment to women's rights. However, the authors find that women have been disproportionately shed from state-affiliated employment and thrust into a market environment characterized by weak institutions and corruption. As a result, the state and its affiliated institutions are increasingly populated by males, and the market, particularly in its retail aspects, is dominated by women. Among the most recent cohort of refugees to leave North Korea, more than one-third of male respondents indicate that criminality and corruption is the best way to make money, and 95 percent of female traders report paying bribes to avoid the penal system. In short, the increasingly male-dominated state preys on the increasingly female-dominated market. These results paint a picture of a vulnerable group that has been disadvantaged in North Korea's transition. Energies are directed toward survival, mass civil disobedience is reactive, and as a group, this population appears to lack the tools or social capital to act collectively to improve their status.

- Nigeria has experienced military coups, a civil war and very poor economic development, and its population is more impoverished today than at independence. Behind this lies the “oil curse”. The ruling elite has captured the rents generated from oil for personal enrichment and power purposes. Nigeria's elite formation has three distinct characteristics. It is based on a fusion of elites, with the military dominating. It is consolidated through power diversification (with the conversion of political power into economic power as the most important), and it is enriched through economic extraction (where the usurpation of the country's oil wealth is pivotal).
