Abstract:
The war in Afghanistan—now America’s longest at nearly 18 years—quickly achieved its initial aims: (1) to destroy the Al-Qaeda terrorist organization and (2) to punish the Taliban government that gave it haven. However, Washington extended the mission to a long and futile effort of building up the Afghan state to defeat the subsequent Taliban insurgency.

Abstract:
On 8 July 2011, the Security Council established the United Nations Mission in South Sudan (UNMISS) to consolidate peace and security, and to help implement conditions for development. On 15 December 2013, violence broke out in the capital Juba and spread to several other locations, resulting in a countrywide armed conflict. The crisis had disastrous consequences for human rights in many parts of the country, especially in areas of greatest military confrontation. During the hostilities, UNMISS estimates that thousands of people were killed. Both parties to the conflict failed to comply with international humanitarian and human rights law directing attacks on civilians based on their ethnicity. As a result, a large number of Internally Displaced Persons (IDPs) sought refuge in UNMISS bases.

Abstract:
Over the years, the Taliban have overwhelmingly grown in influence and their stature is being well recognized; exerting more pressure on Washington’s future orientation in Afghanistan. Amidst the backdrop of transitions taking place in Afghanistan’s political landscape, the foreseeable future has, ostensibly, rekindled the prospects of peace. Although peace process is gradually moving further, yet both sides are reluctant to compromise on each others’ terms. Since the assumption of power, President Trump’s approach to Afghanistan has been oscillating in consulting varying options to bring the Taliban to their terms rather to indulge, in true spirits, in a widely acknowledged political framework for peace. These chosen policy actions posit more challenges and less opportunities for peace in war-ridden Afghanistan. The emergent scenario requires a comprehensive, well-crafted and compromising structure to be devised, featured with inclusiveness of all stakes and issues involved in this prolonged conflict. Evaluating and analyzing President Trump’s strategic policy toward Afghanistan, this paper aims to explore the manifesting failures and grey areas of Trump’s Afghan strategy and also attempts to provide strategic foresight while considering the framework of endgame in Afghanistan.

Abstract:
Economic development tends to bring stability in conflict ridden areas and mostly acts as a prescription for political stability and sustainability. In this context, Balochistan is one such study which implicates that deprivation and economic backwardness have been key players in intensifying conflict within and between the federal and provincial governments. Relative economic deprivation in Balochistan has become one of the root causes of conflict in the area. This study would focuses on developmental projects introduced by President General Pervez Musharraf in 2005 to pacify the intensity of insurgency in Balochistan.

Abstract:
Lack of trust in state institutions, often due to poor service provision, is a pervasive problem in many developing countries. It may also be one of the reasons citizens turn to non-state actors for services. This paper investigates whether information about improved public services can help build trust in state institutions and move people away from non-state actors. We focus on dispute resolution in rural Pakistan. We find that (truthful) information about reduced delays in state courts leads to citizens reporting higher likelihood of using them and to greater allocations to the state in two high-stakes lab-in-the-field games designed to measure belief in the effectiveness of state courts and willingness to contribute resources for others to access them. More interestingly, we find indirect negative effects on non-state actors in the same high-stakes settings. We show that the positive direct and negative indirect effects are both mediated by changes in beliefs about the effectiveness of these actors. Our preferred interpretation explains these behaviors as a response to improved beliefs about state actors which then motivate individuals to interact less with non-state actors and as a result downgrade their beliefs about them. We provide additional checks bolstering this interpretation and alleviating concerns about potential social experimenter effects or mechanical contrasts between the two actors. These results indicate that, despite distrust of the state in Pakistan, credible new information can change beliefs and behavior.

40. The Zombie Returns: Middle East Peace Plan Would Create Palestinian Bantustan

The Trump Administration Middle East Plan appears to call for a Palestinian “Bantustan” (maybe two with Gaza) and legally enforced separation of communities based on ethnic grounds. It is difficult to believe that this resurrection from the discredited past could be acceptable to anyone but its authors, who appear to be completely oblivious to the history of South Africa. That includes Netanyahu, who has obviously been fully engaged in the plan’s development. However the plan will be unacceptable to everyone else, including Saudi Arabia and other Arab governments who have been flirting with Israel and the US in an informal anti-Iranian alliance. The plan would certainly exacerbate – if that is possible – the relationship between Israel and the Palestinians. The Kushner Plan would be like throwing oil on a fire; it will end badly for everyone concerned.
