- On the 11th and 12th of February 2018, the “2nd Turkey–Africa Ministerial Review Conference” transpired in Istanbul. The Conference was held under the tutelage of the Turkish Minister of Foreign Affairs, Mevlüt Çavuşoğlu. In participation was the Deputy Chairperson of the African Union (AU) Commission, H. E. Thomas Qwesi Quartey together with several foreign affairs ministers of African countries as well as AU representatives. Considering that a Turkey–Africa Summit is scheduled to be held in 2019 in Turkey, this TurkeyAfrica Ministerial Review Conference was held to evaluate the progress of Turkey’s Africa partnership so far in conjunction with steps that could be taken to even solidify this special relationship.

- In our new Track II initiative we will present, discuss, and disseminate Cooperative Ideas jointly developed at two International Expert Conferences in Frankfurt and Berlin (see issue No. 1 of this New Publication Series at academicpeaceorchestra.com). The aim is to help establish promising focal points around which especially the relevant regional actors in the disarmament & non-proliferation area can rally. They may ultimately lead to constructive and sustainable dialogue mechanisms which are so rare – and so needed – in the Middle East/Gulf. The Two Expert Panels in Vienna are our starting point with a Third Panel envisaged for the Second NPT PrepCom in Geneva as a follow-up event. They are presented in this POLICY FORUM No. 2.

- This New Publication Series POLICY FORUM is in addition to the Two Expert Panels conducted at the First NPT PrepCom in Vienna on May 8 and 10, 2017 our second Track II tool. Both aim at presenting, discussing, and disseminating the jointly developed Cooperative Ideas as potential rallying points for the most important actors in the entire Middle East/Gulf. The main goal is to help achieving what is most needed: relaunching New Communication & Conference Processes in the disarmament & non-proliferation area; this is seen as the core element of, ultimately all-inclusive, security arrangements for the region consisting of two centers of gravity relevant for our new, comprehensive approach for the entire Middle East/Gulf.

- This brief summarizes the findings of a national conference on PakistanAfghanistan relations with the purpose of exploring the way forward. The two countries suffer from trust deficit, making futile all attempts to rest the ties. Yet, the ties are of import and can be strengthened. Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS) is a major development; to effectively take it forward, a proper implementation plan should be charted. As prospects of reconciliation with Taliban are explored, one of the new channels that is being explored is engaging Islamic scholars from both sides. Prime Minister Imran Khan’s offer of granting citizenship to Afghan refugees can be explored by taking domestic considerations into account and finding a middle way out which treats with Afghans on humanitarian ground. The two countries can also cooperate on security issues against common threats such as ISIS.

- This publication offers the proceedings from Conference 5 on “The role of the ombuds Institutions in security sector governance”. The aim of the conference was to identify a range of priorities and recommendations for Ukraine. Key recommendations include: parliamentary oversight capacity building; improving communication and coordination between the Parliamentary Committees and the Commissioner; improving the implementation of oversight legislation; ensuring oversight is proactive; and oversight actors have the necessary expertise and specialisation in order to deal with the particular issues of the security sector.

- On 5th December, scientists from all over Poland came to Rzeszow to talk, present their results, discuss electoral politics in Poland, and more specifically to talk about citizens’ polling attitudes and behavior. The Institute of Political Science of the University of Rzeszow and the Electoral Research Section of the Polish Society of Political Science on 5th and 6th December 2017 organized a nationwide scientific conference entitled “Election Geography in Poland. Interpretations of Attitudes and Citizens’ Polling Behavior”. The purpose of the conference was to interpret the results of the elections after 1989, which would make it possible to understand the electoral behavior in the post-1989 elections, and perhaps to predict the distribution of the influence of the individual groups in the coming years. The organizers specifically wanted to focus (as they provided in the conference invitation), among others, on issues related to the electoral nature of voivodships in Poland, the conditions and variations in electoral preferences in voivodships, the influence of law regulations on the preferences, the impact of media on shaping the electoral preferences as well as the election results. The meeting took place at the University of Rzeszow, and was attended by academics representing national academic centers (e.g. Wroclaw University, Warsaw University, Marie Curie-Skłodowska University) and guests from the Czech Republic. Nearly forty reports were delivered during the session. The participants focused mainly on the election after 2000 until now. The issues of electoral and electoral behavior in the local and regional dimension were mainly discussed. The speakers often also focused on the use of the media during the election as well as their influence on electoral behavior.
