Abstract:
The US government has announced that it is prepared to unilaterally relinquish its historical control of the key technical functions that make up the modern-day Internet. This control stems from the foundational role played by the United States in the creation of the Internet, and has been exercised through the law of contract over the organization that performs these functions, a not-for-profit corporation based in California, the Internet Corporation for Assigned Names and Numbers (ICANN). Under the existing contractual arrangement, ICANN has been accountable to the US government for the performance of these functions. However, if the US government is no longer party to this agreement, then to whom should ICANN be accountable?

Abstract:
Since the idea of a worldwide network was introduced in the early 1980s, the Internet has grown into a massive global system that connects over a third of the world's population, roughly 2.5 billion people. The Internet facilitates communication, commerce, trade, culture, research, and social and family connections and is now an integral part of modern life. Another 2.5 billion individuals are expected to get online by the end of this decade, mainly in the developing world, and further billions of devices and machines will be used. This enlargement to the rest of the globe could bring enormous economic, social, and political benefits to the United States and the world. New technologies could reshape approaches to disaster relief, diplomacy, conflict prevention, education, science, and cultural production.

73. The People Behind the Press: Building Social Capital in New Media Ecologies

Abstract:
The aim of this article is to introduce an original framework in which new media ecologies can be understood to develop. Specifically, it examines the unique, world-leading online ecology of South Korea, to suggest how new forms of democratic process and social organisation can be emulated elsewhere. The discussion identifies and analyses several policy and cultural factors to distil three encompassing variables that comprise a framework for understanding the Korean situation, and the application of new technologies: structure, ethos and activity. Ultimately, it is a framework that may be used to investigate social organisation mechanisms that may potentiate news media's role in democratic society. This concept of social organisation is constructed around the notion of social capital and theorised as an infrastructure for new news media models. In the outcome, it is argued that news media could themselves become civic socialization mechanisms that encourage a more active and engaged citizenry, reflecting social capital's strong relationship with political participation, and thus a continuing foundational role for journalism in democracy.

This paper seeks to categorize the various approaches,here referred to as schools of thought, to cyber security and identify the sources of their disagreements. Much of the academic and policy debate has revolved around the “revolutionist” and “traditionalist” schools of thought, with debates over cyberwar and the efficacy of strategic information warfare. However, none of the schools offer a systematic approach to understanding the strategic utility of cyberspace. This paper identifies a third, less known approach that is best described as “environmentalist.” The “environmentalist” school's approach to cyber power and analysis of cyberspace as a distinct environment or system offers the best way forward for the field.

This article provides some discovery exemplars, by CISAC researchers and others, which have only quite recently become possible through the use of such tools.
