201. Foreign policy, bipartisanship and the paradox of post-September 11 America

Abstract:
The attacks of September 11 and the resulting war on terrorism present a puzzle to conventional explanations of foreign policy bipartisanship. Public anxiety about the international environment increased sharply after the attacks in 2001, but this did not translate into greater foreign policy consensus despite the initial predictions of many analysts. In this article, we advance a theory of foreign policy bipartisanship that emphasizes its domestic underpinnings to explain the absence of consensus in Washington. We argue that bipartisanship over foreign policy depends as much on domestic economic and electoral conditions as on the international security environment. Using multivariate analysis of roll call voting in the House of Representatives from 1889 to 2008, we show that bipartisanship over foreign policy is most likely not only when the country faces a foreign threat but also when the national economy is strong and when party coalitions are regionally diverse. This was the case during the Cold War. Despite concern about terrorism in recent years, economic volatility and regional polarization have made bipartisan cooperation over foreign policy elusive.

Abstract:
Failing and collapsed states are a common marketplace for the private military industry, which has grown significantly in size and scope over the last decade. Today the private sector supplies a broad spectrum of military and security services to governments facing a lack of territorial control and law enforcement capacities. These services range from combat support to training for military and policing units, logistics and the protection of individuals and property. Yet a quantifiable picture of the extent to which these private security services are being used by failing or weak governments and the implications this use might have for the security environment has not been properly painted.

This article examines the emergence of counterinsurgency doctrine in Coalition interventions in Afghanistan and Iraq. While counterinsurgency is complimentary to the tenets forwarded by its classical military predecessors in several respects, the article shows that it is also more than a refashioning of conventional military practice. Counterinsurgency is intimately tied to institutional practices that shape global liberal governance. It can be traced to dominant trends in international humanitarian, development and peace interventionism since the end of the Cold War and it deepens the links between the social development of war-affected populations and the politics of international security. Rather than simply a shift in military practice, counterinsurgency is distinguished by its investment in civilian modes of warfare. Counterinsurgency retells the narrative of intervention as part of the evolution of political and economic liberalisation, marking a passage from interventionary force to post-interventionary governance. Modern counterinsurgency, it is concluded, exposes the widening indistinction between contemporary modes of peace and those of war in international relations.

206. Humanitarianism in Crisis

Abstract:
With the end of the Cold War, internal conflicts targeting civilian populations proliferated. As international political institutions struggled to figure out how to deal with these conflicts, humanitarian action often became a substitute for decisive political action or, more worryingly, was subsumed under a political and military agenda. The increasing militarization and politicization of humanitarian efforts have led to growing ineffectiveness of humanitarian action on the ground and greater dangers for humanitarian workers. Without a vigorous restatement of the principles of humanitarianism, humanitarian action will remain in a state of crisis and continue to be a selective tool for the powerful and hence fail in its global mission of protecting and restoring the dignity of human life. There are six main causes of the humanitarian crisis, which first began to manifest itself in the former Yugoslavia and Kosovo and later in Afghanistan and Iraq. These causes are principally structural and operational in nature. The new post–Cold War types of conflict have thrown humanitarian workers and organizations into the middle of conflicts, with a constant risk of being perceived as taking sides. Many humanitarian agencies and their donors too easily and uncritically accept the conditions for involvement set by the military in those increasingly frequent operations where security forces are part of the integrated response to a crisis. This problem is aggravated by the fact that key military forces often come from the countries that are also donors to the humanitarian organizations. As recent events in the Arab world demonstrate, there can be no stability if human security is not protected. The main protection responsibility is the legal protection of the displaced and refugees. Today, humanitarian staff is often obliged to provide physical protection and assistance in the midst of conflict zones. There are far too many humanitarian organizations present in new and major emergencies. For example, in the aftermath of the 2010 earthquake in Haiti, there were more than nine hundred international nongovernmental organizations (NGOs) on the ground. Although there has been considerable improvement in the coordination among humanitarian agencies, a continued lack of coherence among political, security, development, humanitarian, and human rights agencies continues to pose serious problems. In too many operations, the presence of a noticeable number of humanitarian NGOs from the North and the West give weight to the perception in many countries in the South that humanitarian operations are an integral part of a political strategy to maintain and increase the power and dominance of the North and West. The challenges confronting humanitarian action have no easy answers. To begin to address the crisis, the international community should pay more attention to conflict prevention to minimize human costs and to mitigate the need for humanitarian action. Militaries should be trained in how to respect humanitarian principles in their operations, and humanitarian organizations should be proactive in maintaining impartiality and independence of action.

Abstract:
Recent world politics displays two seemingly contradictory trends: on one hand, the incidence of international and even civil war shows a very great decline, but on the other hand the US, and to a lesser extent Britain and France, have been involved in many military adventures since the end of the Cold War. The causes are numerous, but among them are the unipolar structure of world politics, which presents the US with different kinds of threats and new opportunities. Central also is the existence of a Security Community among the leading states. A number of forces and events could undermine it, but they seem unlikely to occur. Even in this better world, however, recessed violence will still play a significant role, and force, like other forms of power, is most potent and useful when it remains far in the background.

Abstract:
The vigor which has characterized the Turkish approach to the Western Balkans since the end of the Cold War has transformed the country into an important regional actor from its previous position as a distant neighbor that showed little interest. Although Turkey and the Western Balkan countries have in the meanwhile achieved the most intensive relationship since the dissolution of the Ottoman Empire, Turkey has not yet displayed the economic capacity and political weight that could make it compete with the magnetism of the European Union for Western Balkan countries. Turkish cultural influence, although significantly widened in the last few years, particularly through investments in educational institutions, is mostly limited to the Muslim population in the region. While potential EU membership remains the most important driver for the political elites in the region, the stalled EU membership prospects of both Turkey and the countries of the region might change this in the future.

210. How Japan matters in the evolving East Asian security order

This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post-Cold War East Asian order transition centres on the disintegration of the post-Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three-pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long-term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, 'normal' Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.
