- Living through historically unprecedented times has strengthened the Toynbee Prize Foundation's commitment to thinking globally about history and to representing that perspective in the public sphere. In this multimedia series on the covid-19 pandemic, we will be bringing global history to bear in thinking through the raging coronavirus and the range of social, intellectual, economic, political, and scientific crises triggered and aggravated by it. Toynbee Prize Awardee Dipesh Chakrabarty is the Lawrence A. Kimpton Distinguished Service Professor of History, South Asian Languages and Civilizations, and the College at University of Chicago. He is a founding member of the editorial collective of Subaltern Studies, a consulting editor of Critical Inquiry, a founding editor of Postcolonial Studies, and has served on the editorial boards of the American Historical Review and Public Culture, among others. His distinctions, publications, and awards are too numerous to mention; the landmark work for which he is perhaps best known, Provincializing Europe: Postcolonial Thought and Historical Difference (Princeton, 2000; second edition, 2008), has been translated into Italian, French, Polish, Spanish Turkish, and Korean and is being brought out in Chinese. Included among his vast range of research interests are the implications of climate change science for historical and political thought and, most relevant for our discussion today, the Anthropocene.

23. China’s Response to Climate Change: A Study in Contrasts and a Policy at a Crossroads

- China is the world’s leading emitter of heat-trapping gases, by far. In 2019, Chinese emissions were greater than emissions from the United States, the European Union, and Japan combined. There is no solution to climate change without China. China’s response to climate change is a study in contrasts. China leads the world in solar power, wind power, and electric vehicle deployment, but also in coal consumption. The Chinese government has adopted some of the world’s most ambitious energy efficiency and forest conservation policies, but is financing a significant expansion of coal-fired power plant capacity at home and abroad. China’s leaders are strongly committed to the Paris Agreement, but appear to attach less priority to climate change than in years past. This Asia Society Policy Institute issue paper, China’s Response to Climate Change: A Study in Contrasts and a Policy at a Crossroads, written by former senior policymaker and current Columbia University fellow David Sandalow, explores these contrasts. It does so at an important time in Chinese climate change policy. During the next 18 months, the Chinese government will spend heavily on economic stimulus measures, release its 14th Five-Year Plan (for 2021–2025), and develop short- and long-term climate action plans (known as its “updated nationally-determined contributions” and “mid-century strategy” in the terminology of the global U.N. climate process). Decisions by the Chinese government will reverberate globally, including in the United States. A potential Biden administration’s ambition in addressing climate change would be reinforced by ambition in China. This issue paper also provides an up-to-date snapshot of China’s climate policies, drawing on data from 2019 and the beginning of 2020 (during the height of the COVID-19 economic lockdown), as well as recent remarks by Chinese leaders. It starts by examining Chinese emissions of heat-trapping gases. It then discusses China’s principal climate policies, explaining the main tools the Chinese government uses to address climate change and related topics. The issue paper concludes with a discussion of processes that will shape Chinese climate change policy in the years ahead. This paper is the second in a series of policy products that the Asia Society Policy Institute will publish as part of a project exploring the possibilities around U.S.-China climate cooperation.

24. Climate Diplomacy under a New U.S. Administration

- The United States is the world’s second-largest greenhouse gas emitter. For that reason, the outcome of the U.S. presidential election in November will have an undeniable impact on the future of the global climate change regime. This is especially the case now that the United Nations’ COP26 Climate Change Conference has been postponed to 2021 as a result of the COVID-19 pandemic. Indeed, as Asia and the rest of the world consider whether and how to step up their levels of ambition as part of the five-year ratchet mechanism of the Paris Agreement, the United States has the potential to be either a catalytic force for that effort going into 2021 or an even stronger spoiler of the Agreement’s ongoing effectiveness at a crucial juncture. No country will be watching more closely than China. The 2014 U.S.-China Joint Announcement on Climate Change between President Barack Obama and President Xi Jinping proved to be the watershed moment in the lead-up to the Paris Agreement, as the two countries signaled for the first time that they would act in a coordinated manner to combat climate change. Whether the United States and China can recapture that spirit of shared ambition in the future will have ripple effects on the positions of other major emitters as well — especially India, Japan, and Australia, which may not enhance their own levels of ambition without a stronger indication of further action by the United States and China. While President Donald Trump has begun the process of withdrawing the United States from the Paris Agreement and rolled back domestic and international measures to combat climate change, it is clear that if a Democrat is elected president in 2020, they would make combating climate change a defining priority of their administration. Therefore, a clearer understanding of the specific approach that would underpin the climate diplomacy of a potential new Democratic president can provide greater reassurance to the international community as countries consider their own levels of ambition in the lead-up to COP26 and beyond. This paper, therefore, assesses the international climate policies of both Vice President Joe Biden and Senator Bernie Sanders across six areas, including their proposals to reduce greenhouse gas emissions; engage with other major emitters, including China; use trade policy as a lever for climate action; increase climate finance and remove fossil fuel subsidies; take action across other sectors, and embed climate action as a core national security priority. The authors also lay out three cross-cutting considerations for a potential new Democratic administration to maximize their efforts in the global fight against climate change, including how they can best structure their administration; engage other major emitters most strategically; and use all tools in the toolkit to reduce emissions. This includes a number of specific recommendations for how the candidates’ existing policies can best be elaborated, including with regard to China; plans to host a world leader summit on climate early in a new administration; and the tabling of a new 2030 emissions reduction target. The likely constraints and choices that will confront a new U.S. administration as they determine their approach to climate action are also highlighted in the paper. This paper is the first in a series of policy products that the Asia Society Policy Institute will publish as part of a new project exploring the possibilities around U.S.-China climate cooperation.

- In 2019, the Atlantic Council’s Global Energy Center and Adrienne Arsht Latin America Center began an effort in partnership with the United States Department of Energy to consider a fresh approach to energy in the Americas that is comprehensive in nature and targeted in its approach. Following a year-long period of engagements alongside six representative stakeholder countries participating, the resulting report: “A New US Energy Strategy for the Western Hemisphere,” was launched in March 2020 and will serve as the launch point for additional work by the Atlantic Council on energy and sustainability issues across the hemisphere.

- Governments across South Asia face many challenges as they seek to improve the lives of the more than 1.8 billion people that live in the region. Increasing geopolitical competition—especially between and among China, Russia, and the United States—is one factor that is affecting progress. This “great power competition,” including over the South China Sea, is intertwined with regional rivalries (e.g., India and Pakistan, India and China, and the United States and Iran) and has important economic, military, technological, and environmental consequences. Energy is a key strategic sector in this competition as China pursues its expansive Belt and Road Initiative (BRI) infrastructure and trade vision, Russia uses arms sales and nuclear energy to expand its regional presence, and the United States confronts Iran and gears up its free and open Indo-Pacific Strategy and Asia EDGE (Enhancing Development and Growth through Energy) initiative. This issue brief considers the transformation of the electricity sector in Bangladesh. It is the fourth country analysis in the Atlantic Council’s “Transforming the Power Sector in Developing Countries” series. This issue brief applies to Bangladesh the analytical framework developed in the first report in the series, which presents general challenges and strategic priorities for developing countries in the context of their implementation of electric power policies and reforms following the 2015 Paris Agreement on climate change.

28. Eyes wide open: Managing the Australia-China Antarctic relationship

- Given recent broader tensions in the China–Australia relationship, China’s global ambitions, lack of progress on key Antarctic policy initiatives and the potential for significant geopolitical consequences for the future of Antarctica and for Australia’s strategic interests, it’s important that Australian policymakers reconsider our long-term Antarctic policy settings. The report found no clear evidence that China is violating the Antarctic Treaty. But it argues we should apply a more sharply focused assessment of the costs and benefits of cooperation, given China’s more assertive international posture and increasing interests in Antarctica. The recommendations in the report are designed to maximise the value and mitigate the downside risks of China engagement for our Antarctic and broader national interests. Overall, we should adopt a more transactional approach in our Antarctic engagement with China, making it clear what we require from cooperation and what we expect from China. Given the track record Beijing has in moving rapidly on a broad front, as it’s done in the South China Sea, we need to be prepared to respond to a rapid increase in the speed and scale of China’s actions in Antarctica.

29. Failing Africa’s Farmers: An Impact Assessment of the Alliance for a Green Revolution in Africa

- The Alliance for a Green Revolution in Africa (AGRA) was founded in 2006 with the goal of bringing high-yield agricultural practices to 30 million smallholder farming households. With the adoption of commercial seeds and inorganic fertilizer, AGRA set out to double crop productivity and incomes while halving food insecurity by 2020. As AGRA reaches its self-declared deadline for these ambitious goals, how well has AGRA done in increasing productivity, incomes, and food security? The organization has received roughly $1 billion in funding, two-thirds of it from the Bill and Melinda Gates Foundation, and disbursed more than $500 million in grants, mainly in 13 priority African countries. The Green Revolution technology campaign has been supported during this time by international programs far larger than AGRA and notably by national governments in Africa, which have spent roughly $1 billion per year on programs that subsidize the purchase of commercial seeds and fertilizers. There is little publicly available documentation of impacts, from AGRA, the Gates Foundation, or donor governments that have supported the initiative. This paper attempts to fill some of that accountability gap. Because AGRA declined to provide data from its own monitoring and evaluation, we use national-level data to assess progress in productivity, poverty reduction, and food security in AGRA’s 13 countries. We find little evidence of widespread progress on any of AGRA’s goals, which is striking given the high levels of government subsidies for technology adoption. There is no evidence AGRA is reaching a significant number of smallholder farmers. Productivity has increased just 29% over 12 years for maize, the most subsidized and supported crop. This falls well short of doubling yields, which would be a 100% increase. Overall staple crop yields have grown only 18% over 12 years. Meanwhile, undernourishment (as measured by the FAO) has increased 30% in AGRA countries. These poor indicators of performance suggest that AGRA and its funders should change course. We review more promising approaches African governments and donors should consider.

30. Integrating Climate Change Adaptation and Development: Past trends and ways forward for Danish development cooperation

- Climate change has a severe impact on the livelihoods and economies of developing countries and will constrain achievement of the Sustainable Development Goals on virtually all fronts. While efforts to reduce emissions are obviously vital, it is equally critical that societies adapt to the already ongoing impact of climate change. Integrating climate change adaptation broadly into development cooperation is therefore a pressing issue and has never been more relevant. Discussion of the relationship between climate change adaptation and development and how to ‘mainstream’ adaptation into development support is not new. However, uncertainty persists regarding the ways and extent to which adaptation should be addressed as part of broader development efforts. This new DIIS Report seeks to address the integration of adaptation and development, with a particular focus on Denmark’s development cooperation. The report discusses the linkages between adaptation and development, examines the approaches of selected development actors, and discusses selected trends in Denmark’s funding to climate change adaptation. The report concludes that despite challenges there are currently good opportunities and a growing momentum among key actors towards finally integrating adaptation and development. Denmark should take a global leading role in this by making climate action a main aim in development cooperation, and by adopting approaches that address climate change and development in an integrated manner from the outset of policy development and -programming.
