1. Sudan’s Uprising: The Fall of a Dictator

Abstract:
This article traces the reign and downfall of Omar al-Bashir, Sudan’s longtime autocrat. Like other autocrats, al-Bashir attempted to prevent coups against his rule by crafting a personalistic regime that weakened important political actors and tied their fates to his own. But Sudan’s 2018–19 popular uprising, which resulted in al-Bashir’s ousting by his own security forces, suggests that, under pressure, personalistic regimes may quickly evolve in a way that strengthens alternative power centers. In Sudan, the renewed strength of the security forces continues to threaten the nascent democratization process ushered in by the popular uprising.

Abstract:
In 1957 Samuel Huntington published a highly influential book called the Soldier and the State. In the last paragraph he famously wrote “Highland Falls [represents] the American spirit at its most commonplace…today America can learn more from West Point than West Point from America.” This passage was controversial at the time and even cost Huntington tenure at Harvard. The book would go on to influence generations of civil-military relations scholars. While the sentiment may have been accurate in the 1950s, today’s Highland Falls represents everything America should be.

Abstract:
I teach civil-military relations at the U.S. Military Academy at West Point. While searching for readings for an elective course taught in the spring semester, I came across a 2010 article written in the L.A. Times, “An increasingly politicized military.” One passage stood out: “By all accounts, the curricula of the service academies and the war colleges give remarkably little attention to the central importance of civilian control. They do not systematically expose up-and-coming officers to intensive case studies and simulations designed to give them a sense of the principle’s real-world implications.” So where are we now? Nearly a decade later, those cadets have graduated and are now midcareer officers. Do civilians have less control over the military as a result of the claim that the military received poor instruction on proper civ-mil relations? Can curriculum “fix” broken civilmilitary relations?

7. What to Make of the Government’s Decision not to Extend its Mission in Mali

Abstract:
News stories about the Ogossagou massacre that killed more than 161 people, the death of Malian soldiers at the hands of jihadi terrorists, as well as the resignation of the Malian Prime Minister Soumeylou Boubèye Maïga hardly paint a picture of progress towards inter-communal peace in that country. In fact, an analysis of MINUSMA (the UN Multidimensional Integrated Stabilization Mission in Mali) attributed the continued instability to the low ranking of ‘protection of civilians’ on the list of priorities for that mission. In other words, it assessed that the situation was so dire that it required substantial changes to the framework of the operation for tangible improvement to materialize. Yet despite UN overtures and the “bad optics” of leaving before replacements have arrived, the Canadian government has been adamant about its objections to extending the mission in the West African country beyond July, citing its previously-set duration for the mission of one year. With less than three months remaining till the end of Operation PRESENCE, Canada’s contribution of peacekeeping efforts under MINUSMA, it is worth reflecting on the significance of this endeavour and attempting to understand the limitations that shaped it and have come to define it. The announcement of the mission came on the back of the Liberals’ success in the 2015 federal election which was preceded by a campaign that prominently featured the idea of returning Canada to its place as a country heavily involved in peacekeeping. Unfortunately, though, exclusive involvement in this peacekeeping mission falls massively short of campaign promises to commit up to 600 troops to such missions. Moreover, many experts have voiced their concerns about lack of progress in Mali and the need for a stronger commitment in terms of resources, but their pleas have fallen on deaf ears. Does that reflect a downgrading of peacekeeping as an international security priority for this government? There is evidence that suggests this is the case. A brief look at the Department of National Defence spending plans for 2019-2020 is sufficient to reveal the movement of funding to other operations. The most prominent of such operations are Operation LIMPID, REASSURANCE, and FOUNDATION. Operation LIMPID refers to CAF efforts to counter threats to the country sovereignty in a variety of realms including land, maritime, space and cyber domains; operation REASSURANCE deals with shoring up NATO’s presence in Eastern Europe to assure these countries of its support, while operation FOUNDATION deals with counter-terrorism efforts in the Middle East, North Africa, and South West Asia. So what accounts for this shift?

8. Belgian Special Forces in the Sahel: A Minimal Footprint with Maximal Output?

Abstract:
In a shifting geopolitical context, the Belgian Defence has intensified its presence in the Sahel region and developed a new strategic military collaboration with Niger through Operation New Nero. This policy brief critically examines the strategy and identifies three challenges for the future of the operation: Niger’s democratic development, the asymmetry between the Western Partner Nation’s capabilities, and diverging agendas within the Belgian Defence. To counter these challenges, it is suggested that the minimalist approach and the social networks which enable horizontal collaboration among partners are maintained, while new civil-military opportunities are explored. On a broader level, it is recommended that Belgium aligns its political and military agendas to achieve long- term strategies geopolitical regions of importance.

9. Downsizing Defense in Development: Unpacking DOD’s Development Assistance

Abstract:
The US Department of Defense (DOD) is not a development agency, but it does manage millions of dollars of development assistance. In the early 2000s, DOD took on a significantly expanded development role, prompting a number of concerns and creating a lingering perception of intensive US military involvement in development activities. In fact, lessons learned from this era drove a reconceptualization of the Pentagon’s role in development. Today, the military controls only a tiny portion of US development funds, most of which go toward health (mainly PEPFAR) and disaster relief activities. This paper provides a brief landscape analysis of DOD’s recent development aid-funded efforts, breaking down its engagement into six key thematic areas. It concludes with five considerations related to DOD’s role in development assistance: (1) DOD has comparative advantages that make it an important actor in US development policy; (2) civilian-military coordination is hard but critical for development policy coherence; (3) adequate resourcing of civilian agencies is critical for effective civilian-military division of labor; (4) increasing the flexibility of civilian agencies’ staffing, programming, and funding could complement the military’s rapid response capabilities; and (5) incomplete transparency and limited focus on results reduces accountability around DOD’s aid investments.

Abstract:
The seizure of power in Afghanistan by the Mujahiddin (“war- riors of faith”), in 1992, opened a new but certainly not peaceful chapter in the modern history of the country. The new bosses in Kabul, who were linked at one point only by the common interest of overthrowing the pro- communist regime, were now not only unable to consolidate power, but could not get around an almost open split in their leadership. The result- ing wobbly system of rotating leadership was bound to be unable to sat- isfy everyone’s wants. The inability of the Mujahiddin to achieve consensus led to the col- lapse of their hopes to unify even in the face of a direct challenge from the Taliban in the early 1990s. In 1996, in the wake of the popular disappointment with the rule of these “warriors of faith” (with whom the Taliban were connected not only by an ideological umbilical cord, but by some active participants), the Taliban seized Kabul and usurped power with direct support from Pakistan. They pushed supporters of President Burhanuddin Rabbani out to northern regions along the borders with the former Soviet Central Asian republics.
