Abstract:
After a preliminary sketch of the overall aims of the project and the objective of the weekend's deliberations, the fourth meeting of the STWG was formally declared open. The first session was chaired by Dr Gylnaze Syla, who had also chaired an earlier plenary meeting of the Group and convened the Steering Committees on Health. The first session sought to re-examine questions pertaining to civil registration in Kosovo/a and, specifically, to address issue areas that had been highlighted by the Group in its constitutive session in March (identity documentation; registration of births, deaths and marriages; and vehicle registration).

Abstract:
IN LATE 1999, tens of thousands of people filled the streets of Seattle in one of the most visible manifestations of civil society in recent decades. They had gathered to show their opposition to the World Trade Organization (WTO) and the broader forces of economic integration that it represents. The WTO, which was meeting to set an agenda for a proposed new round of global trade negotiations, found it- self under scrutiny as never before. For several days, television news shows around the world displayed protesters being gassed and arrested by the hundreds. Although media reports portrayed the protesters as a combination of American labor unionists who wanted to protect their jobs at the expense of Third World workers and hippies left over from the 1960s, in fact the protesters represented a broad and to some degree transnational coalition of concerns. They objected not only to the WTO's ability to override domestic environmental legislation but also to the very nature of the processes by which governments and corporations are fostering economic integration.

Abstract:
In urban areas in developing countries, the current experience indicates that well organized and well-informed citizens have become the best motors for positive change within cities and it is the state that has fallen out of touch, in spite of constant declarations about the importance of citizens' participation. María Elena Ducci explains how in Latin America, the urban social movements that focused on the fight for land and housing from the sixties to the eighties today have become citizens' groups seeking to maintain and improve quality of life. Once again, territory has become the focus for city inhabitants who are discovering new ways of being social and becoming the political protagonists of their own lives in the city. According to Ducci, the dynamic of urban politics is changing as these new players—the citizens' groups that are defending their urban environment—come to the fore with enormous strength and energy. They oppose and block public and private urban projects of enormous scope, which raises costs and lengthens time frames for the companies involved. This paper focuses on how these groups, which demand a better quality of life and more equality, are working in an increasingly globalized and polarized city.

Abstract:
This paper analyzes the impact of an indigenous counterpublic sphere in contemporary Bolivia. It argues that the elaboration of the indigenous counterpublic sphere as an arena of oppositional consciousness locates agency in indigenous peoples and challenges prevailing practices that would relegate them to the category of premodern Other. Examining specifically the work carried out by the Aymara nongovernmental organization known as the Taller de Historia Oral Andina [Andean Oral History Workshop], the essay underscores the significance of the indigenous counterpublic sphere in Bolivia not only as a discursive arena but also as an autonomous spatial or territorial arena where Andean cultural and political identities can be enacted and legitimated.

Abstract:
This comparative study attempts to analyze differences in populations' behavior during processes of transition from nondemocratic regimes to regimes democratic in intention. The central hypothesis is that the State—as reflected not only in its elites' preferences and strategies but also in its capacities—has to be considered if we are to understand mass behavior, whether transgressive or moderate, and even mass demobilization. The comparison includes two Southern European countries, Portugal and Spain during the mid-seventies, as points of reference and, as the main empirical cases, two Eastern European countries, Hungary and Romania, in which democratization began in 1989.

At the invitation of the Ministry of Civil Affairs (MCA), People's Republic of China, The Carter Center sent a delegation to observe villager committee (VC) elections in Hebei Province from January 4 to 13, 2000. The delegation was led by Ambassador Gordon L. Streeb, Associate Executive Director of the Center, and made up of nine Center staff members, election experts and China scholars from various universities in the United States and Denmark. This was the fourth time since 1997 that the Center has observed village elections in China and the first time that an international organization has been invited to observe a primary VC election.

967. Observing the 1999 Public Consultation Process in East Timor

Abstract:
The May 1998 departure of Indonesian President Suharto, following a 32-year dictatorship, raised hopes of independence for East Timor, where some 200,000 people had died since Indonesia's 1975 invasion of the Portuguese colony. In January 1999, Suharto's successor, Bucharuddin Jusuf (B.J.) Habibie, in an effort to appease the East Timorese and international community, suggested that a vote would be held on autonomy with or in- dependence from Indonesia. Details of this referendum were set forward in the May 5 Agreement, signed by Indonesia, Portugal, and the United Nations.

Abstract:
IN A 100-DAY PERIOD during 1994, more than 500,000 people in the central African nation of Rwanda were massacred. The killings were carried out not by a foreign power and not with weapons of mass destruction. Rather, 1 of every 15 Rwandans was murdered—by other Rwandans. The killers used bullets, machetes, and clubs.

The Second International Conference on Legislative Strengthening took place in Wintergreen, Virginia from June 5-8, 2000. Some 165 people participated in the conference. USAID democracy officers, implementing partners, and host-country legislators and staff each accounted for about a quarter of those attending, with the remaining quarter consisting of representatives from other international donors, academics, and other interested parties. The participants hailed from some 30 nations, including many from Africa. Approximately 65 speakers, panelists, and moderators participated in the conference sessions. The conference agenda is included as an appendix of this report.

Abstract:
This study provides an illuminating analysis of the role of women's organizations in rapidly developing non-profit sector in Serbia. It presents up-to-date information on the shifting political and socioeconomic context within they operate, the main areas of activity and representative sample of women's organizations and initiatives. The research is designed on feminist principle of subjectivity, where the researcher is also an activist with the purpose of making women's history socially visible and recognized. The aim is also to stress essential role of women advocacy in wider network of non-governmental organisations oriented towards the building of civil society.
