911. Ties That Bind? The Parapublic Underpinnings of Franco-German Relations as Construction of International Value

Abstract:
Beneath the relations among states, and distinct from the exchanges of an autonomous regional or global civil society, there is another set of international practices which is neither public nor private but parapublic. The Franco-German parapublic underpinnings consist of publicly funded youth and educational exchanges, some two thousand city and regional partnerships, a host of institutes and associations concerned with Franco-German matters, and various other parapublic elements. This institutional reality provides resources, socializes the participants of its programs, and generates social meaning. Simultaneously, parapublic activity faces severe limits. In this paper I clarify the concept of “parapublic underpinnings” of international relations and flesh out their characteristics for the relationship between France and Germany. I then evaluate the effects and limits of this type of activity, and relate this paper's findings and arguments to recent research on transnationalism, Europeanization, and denationalization.

Abstract:
Citizens and their leaders around the world have long recognized the risk of corruption. Corruption diverts scarce resources from necessary public services, and instead puts it in the pockets of politicians, middlemen and illicit contractors, while ensuring that the poor do not receive the benefits of this "system". The consequences of corruption globally have been clear: unequal access to public services and justice, reduced investor confidence, continued poverty, and even violence and overthrow of governments. A high level of corruption is a singularly pernicious societal problem that also undermines the rule of law and citizen confidence in democratic institutions.

Abstract:
This text aims to examine a particularly difficult phenomenon to study—slaughter—although it is at the center of many wars today and yesterday. Slaughter is defined as a generally collective form of action that aims to destroy non-combatants, usually civilians. Slaughter is viewed as an extremely violent, both rational and irrational practice growing out of an imaginary construct pertaining to someone to be destroyed, whom the torturer perceives as a complete enemy. The aspiration of this text is to show the relevance of exploring slaughter from a comparative standpoint. It will go beyond the mere case study, or rather it will put the best of these studies (on ex-Yugoslavia, Rwanda, etc.) into perspective. To better understand the process by which the slaughter is put into action, two main directions guide the analysis: historic depth: it is in fact difficult to attempt to understand the slaughters that took place in 1990 without taking into account occurrences in the 20th century, including those termed "genocides." transdisciplinary overture: slaughter as a phenomenon is so complex in itself that it requires the eye of the sociologist, anthropologist and psychologist, as can be seen in the following pages.

914. Paramilitarism, Death Squads, and Government in Latin America

Abstract:
This paper, the first of a planned two-part analysis, examines the institutions of paramilitarism, death squads, and warlords in Latin America, with a focus on the case-studies of Mexico and Peru. It begins with an overview of the small comparative literature on paramilitary movements and death squads around the world, seeking to define and clarify the terminology. The literature on "warlordism" is then reviewed, and the similarities and distinctions between paramilitaries and warlords are considered. Lastly, I examine two case -studies that have not, as yet, received extended attention in the comparative literature: Mexico and Colombia. 915. The Combat of Drug Trafficking in Mexico under Salinas: The Limits of Tolerance

Abstract:
The combat of drug trafficking in Mexico under the Salinas Administration showed some signs of improvement in terms of the indicators required by the U.S. government to grant certification every year: a) budgetary resources dedicated to fighting drug trafficking; b) seizures of shipments and eradication; c) police and military casualties in the drugs war; d) arrests; e) legal and institutional reforms; f) signing international agreements; and g) acceptance of U.S. collaboration, as well as the presence of DEA agents in Mexican territory. Even when the improvement in these indicators was very evident during the Salinas administration, the degree of final commitment of the Mexican government to fight drugs remains unclear. However, the interest of President Salinas in getting NAFTA approved provoked a reduction in the limits of tolerance to drug trafficking. All this suggests that international interests constituted an important factor to propel governments into a more confrontational approach with the drug trafficking.

916. Mexico's War on Drugs: No Margin for Maneuver

Illegal drugs pose a threat to Mexico in many aspects: consumption, and violence and corruption provoked by the traffic of drugs in Mexican territory. However, even when consumption is a growing problem in Mexico, the main threat to Mexican stability comes from the corruption generated by the production and transportation of drugs in Mexico. Violence is also a problem, but it is difficult to assert that it constitutes right now a serious threat to Mexican governance. The Mexican government has been fighting this phenomenon for years in a context of institutional weakness and strong pressures from the United States. The fact that Mexico is a natural supplier of illegal drugs to the biggest market in the world, the United States, places the Mexican government in a very complex situation with no other alternative than to continue fighting drugs with very limited institutional and human resources. In this process, Mexico has no margin for maneuver to modify the parameters of the war on drugs.

The ideas of Carl von Clausewitz have been the subject of endless controversy since the posthumous publication of On War in 1832. Did Clausewitz produce a time bound analysis of the wars of his age, or a timeless classic? Was he an objective analyst of war's complexities, or an advocate of wars of annihilation? This paper explores Clausewitz's perspective on the moral issues that war inevitably raises. This exploration will address two main questions. First, what views does Clausewitz express on the role for ethical considerations in war? Second, did Clausewitz think that the statesman's actions in international politics could or should take into account moral considerations? This paper argues that Clausewitz prioritizes the interests of the state over moral considerations. However, his approach leaves open the possibility that state interests can vary over time in ways that expand statesmen's opportunities for moral action.

In October, Brazil will hold general elections. Voters will choose a new president, governors for Brazil's 27 states, all federal representatives, all state representatives, and two-thirds of the Senate. With the exception of mayors and city counselors, all the public offices of the Brazilian political system will be up for contention. Along with economic issues, such as unemployment, economic growth, and degree of market openness, as in other elections in the region, the issue of law and order will dominate the presidential election campaign in the coming months.

Abstract:
In its views in the Diergaardt et al. v. Namibia case of 25 July 2000, the United Nations Human Rights Committee addressed a complex set of complaints relating to the rights of a small community of people residing in the Rehoboth Gebiet (area) in the vicinity of the Namibian capital Windhoeck. The case as such concerns a situation, shaped by unique historic events, that is not necessarily comparable to minority issues in Europe, and which was decided at the universal, as opposed to the regional, level of human rights protection. Nevertheless, it raises a number of issues that are of relevance beyond the given context.
