Civil-military relations in Turkey are changing as the country prepares for EU membership, and they will continue to change as accession draws closer. The contributors to this book have all been involved in the international project on governance and the military in Turkey, which ran from June 2004 until the end of May 2006. In this introduction, we will bring together some of the principal points they will make in the following chapters and add some observations and comments of our own.

The Norwegian armed forces in the early 21st century is in a phase of rapid change and transition. International missions are about to become its main task, whereas traditional domestic territorial defence is becoming less and less relevant. Is this transition purely a technical adjustment to a new security environment, or does it also entail more fundamental changes in the relationship between the armed forces, the state and the population? Could the military risk to lose its popular legitimacy? To grasp the current changes, it is important to understand the foundations of the relationship between the military, the state and the people. As well as how these relations have evolved over time. This is certainly not the first time in history the armed forces are facing fundamental changes.

643. From Internationalization of Terrorism to the Internationalization of Anti-terrorism. The Role of the Summer Olympic Games

Abstract:
The academic literature on international relations and international sports studies has long ignored the linkages between sports and international relations. The present contribution seeks to remedy this shortcoming in the literature on international relations and international sports studies, focusing on the relationship between terrorism, anti-terrorism and the Summer Olympic Games, and examining the role of terrorism and anticipated terrorist actions in the organization of the Olympic Games. In this article we show that the anti-terrorism measures undertaken before, during and after the Olympic Games since 1972 have gone from failure to success. The development of anti-terrorism measures has resulted in Olympic Games that have been held without terrorist attacks aimed at political change. Failures in previous Games have been evaluated and have served to promote new developments in the fight against terrorism in later Games. The Munich disaster alerted everyone to the importance of Olympic security; since then, the Olympic Games have become the standard-setter for national organization and international cooperation on anti-terrorism in society in general.

Flows of migrant workers are increasing. Almost three million long-term migrants enter OECD countries legally every year, and the numbers will continue to rise as host countries grapple with falling birth rates and ageing populations. Immigration offers clear benefits to advanced countries, with some sectors already lacking the labour and skills they need to meet demand. For migrants, attractions include a higher standard of living and better prospects for their children.

Abstract:
Since SALW emerged as an issue in the international community in the late 1990s, there has been a wide range of articles, reports and research. For educators or children's rights staff, the picture is a very confusing one, as much of the language is very technical, and the literature relevant to children and youth has generally not been written within a coherent theoretical framework, such as child development, children's rights programming, child safety and protection and public health. There is also a vast literature in the USA on the gun issue, with advocates for and against gun control, and research in psychology and paediatrics on the effects of guns on children and young people. In addition, in the developed world, there is a large literature on youth and crime, some of which refers to the use of weapons.

This report is one of a series of publications on this issue.

Abstract:
One of the key issues in examining the impact of small arms on children is the role of the media. The SEESAC Education Consultant has developed a Literature Review of some materials that are relevant to considering the need for education programmes on media violence and small arms. Research has now confirmed the link between media violence and aggressive behaviour. If young people also have ready access to guns, then the likelihood of violent behaviour, against themselves and others, increases. Most of the resources are from the USA, with the exception of the UNESCO study; however, US media, films, TV, video and computer games are increasingly available to children all over the world, so the US research data is relevant.

Abstract:
On 27 November 2006 in the Moscow Kremlin Russian President Vladimir Putin celebrated the 75th anniversary of Russian television with eight hundred journalists and top television managers. A very important occasion indeed. The Russian president sent messages of congratulations to a huge amount of organizations, but welcomed in person to the Kremlin only selected representatives of the most important ones, these days mainly the various branches of military and security organs. Television would seem an anomaly here, but it is not, since Russian officials and political advisers like to conceptualize television – so often used as a tool of manipulation- as “the Kremlin's nuclear weapon.”
