621. China's Social Unrest: The Story Behind the Stories

Abstract:
China is confronting widespread violent and even deadly social unrest, raising Communist Party alarms about national security. Some observers speculate that unrest could undermine China's national leadership, as it did in the Ukraine and the Philippines. Some U.S. policy makers might welcome unrest in China as a path to democracy and “freedom.” But rather than an opportunity to transform China's political order, China's social unrest should be understood as the unavoidable side effects—worsened by local corruption—of successful market reforms and expanded economic and social choice. Managing this unrest humanely requires accelerated reform of legal and social institutions with special attention to corruption. More violence would generate more suffering, potentially destabilizing East Asia and harming U.S. interests. The United States should encourage China to strengthen its social reconciliation capabilities, without making electoral political reform a prerequisite for intensifying engagement across the board.

Abstract:
The year 2007 will be crucial for the future of democracy in Pakistan. If the election schedule announced by Parliamentary Affairs Minister Sher Afghan Niazi is followed, presidential elections will be held in the fall and the general and provincial elections will be held on January 30, 2008. All these elections will be carefully scrutinized by many in the United States and elsewhere, not least because they will include, among other political forces, a coalition of religious political parties, the Muttahida Majlis-e-Amal (MMA). Many commentators in the West believe that the Pakistani regime will portray the elections as a contest between Islamists represented by the MMA and the enlightened moderation of President Pervez Musharraf and the Pakistan Army. However, the reality is that the Islamic forces will not be a defining factor. They are a dependent variable whose power is largely determined by the army. The only real questions are whether the army's tactics for manipulating the 2007–2008 elections will differ from those used in 2002 and what role the Islamic parties will play in the process.

Recent years have witnessed unprecedented political dynamism in Saudi Arabia. Since 2002, the government has pursued various reform policies. Its most relevant measures have included reforming the Shura Council, holding municipal elections, legalizing civil society actors, implementing educational reform plans, and institutionalizing national dialogue conferences. Although these measures appear less significant when compared with political developments in other Arab countries, such as Lebanon and Egypt, they constitute elements of a meaningful opening in Saudi authoritarian politics.</p

Most of you know me but in case you don't, I'm Vishakha Desai, and I have the honor of being the president of this wonderful organization. It's my great pleasure and honor to welcome all of you for a very special evening with Governor Tom Vilsack of Iowa, who is going to be talking to us about sustaining economic growth while combating social challenges in Asia. I must say, this topic of growth and social challenges was very much something that we discussed almost all day today because we had another highly successful business conference on India's financial markets. And one thing that kept coming up is how the idea of sustaining growth is going to actually balance out with the ideas of working with social as well as public health challenges and education challenges in places like India and China.

Savings policy in the United States is at a critical juncture. The U.S. personal saving rate has declined from 10.8 percent in 1984 to zero in 2005.The national saving rate, which includes government and business savings, is the lowest among the G-20 countries and has decreased significantly in recent decades. These low levels of saving generally suggest lower growth rates of income and standards of living in the future.

Fundamental changes are taking place in the advertising marketplace. Audiences are moving away from big media and adopting niche media, with indisputable trends toward fragmentation, disintermediation and greater consumer control affecting the media sector. Consumers have expressed preferences for more personalized, relevant forms of media that speak directly to their needs and interests. Advertisers are experimenting with new ways of communicating with customers and searching for new ways of reaggregating audiences. In this new environment, new media expert Jeff Jarvis has observed, “the economies of scale must compete with the economies of small.”

The Spanish mass media have transmitted during the past weeks various news concerning the presence of jihadist activities in the cities of Ceuta and Melilla (two enclaves of Spain in North Africa): including the detention of suspected jihadists implicated in the terrorist attack of Casablanca in May 2003; the expulsion from the Spanish Army of three members belonging to professional troops for their supposed sympathy with radical Islam; and the appearance of a declaration on a internet forum from a group called Nadim al-Magrebi, calling for jihad against Spain and demanding expressively for the 'liberation' of both cities through terrorist attacks.

The causes and trajectories of existing conflicts in Sri Lanka and Nepal demonstrate the failure of states to seriously address the underlying causes of social unrest. The idea that the state is prejudiced against a particular ethnic group, as in Sri Lanka, or against a particular class, as in Nepal, is used by non-state actors to justify the continuation of conflict in which children are inevitably targeted. The primary fault line in Bangladesh relates to the notion of Bangladeshi identity and the role of Islam, but although outbreaks of religious terrorism have taken place in Bangladesh, there has been no outbreak of full-scale conflict.

Abstract:
This paper presents two major arguments about electoral management bodies (EMBs). First, they are increasingly developing worldwide as commissions that are both permanent and independent of the executive. Second, electoral administration that relies on permanent and professional staff is more cost-effective than ad hoc electoral bodies that use wholly temporary personnel. Empirical evidence from 148 countries is gathered here to support both these ideas.

Cities are frequently seen as the cutting edge of human achievement, as cosmopolitan sites where new identities may develop and flourish. In this view, traditional barriers are eroded through proximity of living and working. But many modern cities are made up of communities that regard themselves or are regarded by others as distinct in terms of language, religious belief, skin color or culture. In this context, the question becomes "how have cities sought to mitigate their potential for dysfunctionality?" The rapidly growing British industrial cities of the nineteenth century, for instance, drew their populations mainly from nearby hinterlands, so that while the challenges of acculturation to urban living and the discipline of the factory may have been great, the challenge of acculturation to new neighbors was substantially reduced.
