591. The philosophy of subject and the sociology of knowledge in the theories of Jürgen Habermas and Niklas Luhmann

Abstract:
In this article I show that, in spite of essential differences between Habermas and Luhmann with respect to the philosophy of the subject, they both depend on the modern idea of the individual self to pose their theories of meaning (Habermas 1989 and 1990, Luhmann 1998). Habermas and Luhmann belong to divergent theoretical schools (critical and functionalist respectively) and yet they both use essential lessons about language from the German “sciences of the spirit” (Geisteswissenschaften); the phenomenological perspective and the sociology of knowledge. Even though their positions on the value of the modern individual self are opposed, the latter is an essential element in the theoretical perspectives of both sociologists: Habermas describes the individual subject as a linguistically competent, rational, and critical entity; while Luhmann rejects this anthropocentric conception outright and contemplates society as a set of systems oriented towards their own functionality. Luhmann produces a very useful sociological perspective, but rhetorically rejects the substantive aspect of the philosophy of the subject without recognizing that his perspective depends on the consciousness of the subject that he rejects at the same time. In the light of this dilemma I argue that it is necessary to remember essential lessons from Max Weber's methodology of the social sciences.

Abstract:
The goal of this dissertation is to assess to what extent Mexican language policy towards indigenous minorities is congruent with the guidelines that multicultural, language policy and language planning theory prescribe. These theories were chosen because current legislation indicates that these are the ideals which Mexico, as a country, The aim of this research is to present a comparison of current Mexican multicultural language policies and how these diverge from multicultural theory, this in order to make inferences applicable to further developing multicultural language policies in Mexico.

Abstract:
In early January, in a surprising turn of events, the head of Bangladesh's caretaker government, Iajuddin Ahmed, stepped down under military pressure. As he did so, he declared a state of emergency, suspended civil liberties, and indefinitely postponed Bangladesh's elections, which had been scheduled for January 22, 2007. Fakhruddin Ahmed replaced him as head of the caretaker government. Most of these events have taken place with relatively little attention from the international community.

Abstract:
Nigeria has had a grim history of electoral violence since its return to democratic rule in 1999, and with its next elections eight weeks away, the United States Institute of Peace (USIP), in partnership with the West Africa Network for Peacebuilding - Nigeria (WANEP-Nigeria), held a workshop on the prevention of electoral violence. The workshop entitled, "Nigeria 2007: Building Blocks for a Peaceful Transition," took place in Abuja, Nigeria, from February 13 to February 15, 2007. Thirty-one participants from civil society organizations representing all six of Nigeria's geo-political zones attended the workshop.

Abstract:
In the State of the Union address this year, President Bush joined calls for a U.S. civilian reserve corps that could rapidly deploy to restore public order and begin reconstituting the institutions of governance so desperately needed in states emerging from conflict. The Office of the Coordinator for Reconstruction and Stabilization (S/CRS) at the U.S. Department of State was created in part for this purpose, but it has never received adequate resources. The current challenge of locating qualified and willing civilians to join Provincial Reconstruction Teams in Iraq and Afghanistan has given renewed impetus to initiatives aimed at overcoming this chronic shortcoming.

Nearly six years after the U.S.-led invasion of Afghanistan, efforts to develop civil society are showing tentative signs of progress. Advances are especially evident in the increasing capacity of Afghan non-governmental organizations (NGOs) in Kabul. But the effectiveness of civil society in influencing development in the provinces remains low, and rising insecurity in many regions threatens the future prospects of the nascent Afghan civil society.

597. Rural Childhoods in Egypt's Desert Lands

Abstract:
Based on fieldwork in Egypt's desert lands, this paper discusses rural childhoods in an area experiencing rapid social and cultural change. Since 1987, the Egyptian Government has made new villages in the desert as a means to increase agricultural production and solving problems of unemployment. Many settlers move to the Mubarak villages in order to give their children a good start in life. The desert villages are associated with a type of 'rural idyll'. The process of settling in the desert impacts upon the children's possible pathways to adulthood and their identities and social relationships. Not only do the children grow up in a different physical context, they are also exposed to new norms, values and behaviour that influences their everyday life and shape their identity. Especially the change from living in large, extended families to living in nuclear families as well as women's new roles impact upon the children's lives. The social contexts shaping the desert childhoods are in some ways more similar to contexts in 'developed' countries than in other parts of rural Egypt. The paper ends up by contrasting ideas of rural childhoods in Egypt with those found in 'developed' countries.

Abstract:
Trafficking in persons is currently viewed as a serious problem by a wide range of different agencies, organisations and lobby groups. And yet different groups identify trafficking as a problem for very different reasons and often have very different political agendas with regard to the issue. I examine three types of "stakeholders" with a view to identifying the key challenge for each in using the language of trafficking. These stakeholders are feminist "abolitionist" NGOs and their supporters; migrants'/ workers/human rights organisations; and states.

La notion de « religion civile » provient, on le sait, de Jean-Jacques Rousseau, et elle a été, ces dernières décennies, reprise et réinterprétée par des sociologues et des historiens. En France, il est assez courant d'opposer la « laïcité républicaine » (française) à la religion civile américaine. Cet article propose, au contraire, l'hypothèse que la question de la « religion civile » se situe au coeur de la spécificité de la laïcité française dans sa dimension historique comme dans son actualité. La Cour constitutionnelle italienne considère, depuis 1989, le principe de laïcité comme fondamental ; plusieurs pays (Portugal, Russie) ont inscrit la laïcité dans leur Constitution ; le Québec a explicitement laïcisé ses écoles en 2000, etc. Et, pourtant, la laïcité continue d'apparaître souvent comme une « exception française » Or cette exceptionnalité n'est nullement conforme à la pensée des pères fondateurs de la laïcité française : Ferdinand Buisson, le maître d'oeuvre (au côté de Jules Ferry et de ses successeurs) de la laïcisation de l'école, et Aristide Briand, l'auteur principal de la loi de séparation des Églises et de l'État de 1905, envisageaient la laïcité de façon universaliste et non substantialiste : il existe pour eux des pays plus ou moins laïques, et la France n'est pas le pays le plus laïque du globe.

Abstract:
Noted observers of trends in democratic transition reckon that the last quarter of the twentieth century may prove to be “the greatest period of democratic ferment in the history of modern civilization. ”The disintegration of the Soviet Union and dissipation of the East-West divide gave dramatic impetus to this trend, providing us with a wide perspective on the process of political transition and the many pitfalls faced when striving to replace entrenched autocracies with pluralistic liberal democracy. Eastern European states under the sway of Soviet communism represent an example of relatively stable and orderly transition in which political and economic development were supported by a wealth of underlying institutions and encouraged by the prospect of joining the European Union. On the other hand, former Soviet republics that became independent states have, with the exception of the Baltics, experienced more difficulty shedding the Soviet heritage of authoritarian government, centralized economic controls, the culture of corruption, and unfamiliarity with individual rights and responsibilities inherent in democracy to develop effective political and economic institutions. While they have all experienced political transition, it has not necessarily brought these new countries closer to liberal democratic governance.
