Abstract:
Civil society engagement is part of a culture of participation that enhances the democratic nature of decision-making about security. The expertise and independent interests of civil society provide a counter-balance to government policy by providing policymakers with a wider range of perspectives, information and alternative ideas. However, civil society activism is not always democratic or representative of the population’s needs or interests and does not automatically lead to effective oversight. This SSR Backgrounder explains how civil society can improve the accountability and effectiveness of the security sector. This SSR Backgrounder answers the following questions: What is civil society? How can civil society improve SSG? How can working with civil society help state security and justice institutions? When does civil society make insecurity worse? What challenges does civil society face?

Abstract:
Since the introduction of the Policy for Regulation of INGOs in Pakistan, 2015 and the draft Regulation of Foreign Contribution Act 2013-15 (RFCA),the state-civil society relationship in Pakistan has been once again in jeopardy. This paper examines the issue of regulating civil society organizations in Pakistan, considering the unique composition of Pakistani civil society, its role, and the existing legal framework while drawing on examples from the region. Based on the analysis, it is recommended that due to the importance of associational life in the development and democratization of Pakistan, civic organizations should be regulated in the light of the constitutional provisions, which consider rights to association as basic human rights.

In response to challenging problems there are moves being carried out to save the day, to make it seem like the issue is already solved. These moves end up postponing the real solutions. Abstract:
In this report, we enquire into the issue of gender equality by investigating different sectors at once to offer recommendations for improvement. In this project, which is supported by the Swedish Consulate General in İstanbul, we first examine, in light of data gathered and disseminated by European Institute for Gender Equality (EIGE), the percentage of women high-level decision makers in Turkey’s politics, public administration, local government, civil society organizations, social partners, business, media, judiciary and education/science/research. We compare these rates in their historical transformation and with the rates of European Union countries, thus inspecting them in their wider quantitative context. Next, we conduct in-depth interviews with women (if not present, men) high-level decision makers in these areas to carry out a qualitative assessment of women’s participation in Turkey.

Inequality and exclusion are among the most pressing political issues of our age. They are on the rise and the anger felt by citizens towards elites perceived to be out-of-touch constitutes a potent political force. Policy-makers and the public are clamoring for a set of policy options that can arrest and reverse this trend. The Pathfinders’ Grand Challenge on Inequality and Exclusion seeks to identify practical and politically viable solutions to meet the targets on equitable and inclusive societies in the Sustainable Development Goals. Our goal is for national governments, intergovernmental bodies, multilateral organizations, and civil society groups to increase commitments and adopt solutions for equality and inclusion.

56. Cuba's New Social Structure: Assessing the Re-Stratification of Cuban Society 60 Years after Revolution

Abstract:
Few political transformations have attacked social inequalities more thoroughly than the 1959 Cuban Revolution. However, as the survey data in this paper shows, 60 years on, structural inequalities which echo the pre-revolutionary socio-ethnic hierarchies are returning. While official Cuban statistics are mute about social differences along racial lines, the authors were able to conduct a unique, nationwide survey which shows the contrary. If the revolutionary, state-run economy and radical social policies were the main social elevators for the formerly underprivileged classes in socialist Cuba, the economic crisis and depressed wages of the past decades have seriously undercut these achievements. Moreover, previously racialised migration patterns have produced highly unequal levels of access to family remittances, and the gradual opening of the private business sector in Cuba has largely disfavoured Afro-Cubans, due to their lack of access to pre-revolutionary property and remittances in the form of start-up capital. While social and racial inequalities have not yet reached the levels of other Latin American countries, behind the face of socialist continuity a profound restructuring of Cuban society is taking place.

57. Mongolia's Missing Oil, Gas and Mining Contracts

Abstract:
Many of the most important contracts for publicly owned oil, gas and minerals in Mongolia remain secret, despite government promises to make contracts public. A review of publicly available contracts in Mongolia suggests that contracts are unlikely to contain the kinds of information about a project that are commercially sensitive. Likewise, evidence suggests that there is no reason to think that confidentiality clauses prevent disclosure of contracts. Contracting regimes in Mongolia are complex and therefore in many instances, it will be necessary to publish several contracts and associated documents for each project. There are five steps that the government can take to make contracts public: 1) explain the contracting landscape, 2) define the scope of disclosure, 3) establish a contract disclosure rule, 4) make contracts accessible, and 5) support contract use.

58. Big Sellers: Exploring the Scale and Risk of National Oil Company Sales

In many oil-producing countries, the national oil company (NOC) sells vast quantities of the state’s oil and gas. The sale of a state’s non-renewable natural resource endowment is often a revenue stream that can have a significant impact on a country’s national budget and the state’s ability to fulfil its national development priorities. It is important therefore that citizens are able to assess the performance of their NOCs, who they sell state assets to, under what terms they sell them and what they do with the resulting sales revenue. In this briefing the authors use data from NRGI’s new National Oil Company database to examine the governance and corruption risks posed by NOC’s oil sales activities. Using this newly compiled data including over $1.5 trillion in oil sales from 39 NOCs in 35 countries, they found that: The sale of oil is an economically significant activity for many countries. The oil, gas and product sales of 35 countries’ national oil companies (NOCs) to commodity traders and other buyers generated over $1.5 trillion in 2016, equaling 22 percent of these countries’ total government revenues. Most NOCs only pass on a small percentage of their oil sales revenue to government treasuries. NOCs from the 30 countries for which data are available transferred just 22 percent of their revenue to the country’s national treasury. This results in NOCs managing huge public revenues in environments that lack basic transparency, accountability and good governance practices. Seventy-nine percent of the identifiable oil sales, or $1.2 trillion, occurred in countries with “weak” or “poor” scores in the 2017 Resource Governance Index. While oil sales disclosure has improved in countries which are part of the Extractive Industries Transparency Initiative (EITI), non-EITI countries generated over 90 percent of the identifiable NOC oil sales revenue, or $1.4 trillion. This briefing also presents case studies from the Republic of Congo, Nigeria and Ecuador of ways oil sales data, where available, has been used to scrutinize NOCs’ commercial performance and to hold them accountable for the revenue generated when selling the state’s oil.

Abstract:
China has raised its stakes in human rights governance. It has systematically sought to remove human rights from the centre of the international order by launching alternative human rights concepts, blocking human rights financing at the UN, and hindering civil society involvement in human rights scrutiny. China’s approach to human rights is not only guided by past experiences of humiliation and the idea of developmentalism, but first and foremost by the desire to secure the existing political system and its leadership. The alternative design for human rights is built around consensual cooperation rather than hard legal obligations and international scrutiny. It promotes dialogue and capacity-building instead of practices such as naming and shaming. States supportive of human rights should respond to Chinese efforts in the Human Rights Council as well as within the UN more broadly. This can be done by raising awareness of the systematic attack on human rights, increasing knowledge about Chinese foreign policy objectives, and by creating practices that help to achieve common stances.

60. Glitches in the Kremlinʼs politics of Fear: The dynamics of repression in Russia between 2012 and 2019

Abstract:
Along with Vladimir Putinʼs third presidential term, intensified repression has manifested itself in line with the countryʼs increasing economic challenges. The starting point for this political trend was the so-called Bolotnaya Affair in May 2012. Since then, the regime has tightened the screws: non-governmental organizations receiving foreign funding must register as ‘foreign agents’; there are numerous restrictions on the use of the internet, as well as conditions for organizing demonstrations. The regimeʼs policies aim to send signals to the rest of society about the serious consequences that unwanted political and civic activities might cause. However, measures become inflated when the repressive deterrent targets too many. By 2019, along with the changed social mood, unparalleled solidarity against repressive policies, particularly around the regional elections in Moscow, has forced the authorities to retreat from some of their initial repressive goals. The Kremlin duly has to re-evaluate the usage of its repressive deterrent against the political opposition and civil society.
