401. Reshaping Civil Society in Morocco: Boundary Setting, Integration and Consolidation

Abstract:
This paper looks at the dynamics affecting the development of civil society in Morocco within the context of the European Neighbourhood Policy. It explores cooperation mechanisms in three domains of civil society endeavour – women's rights, human rights and socio-economic rights. In each area, the paper examines the kinds of mechanisms and opportunities emerging for the promotion of civil society, and which forms of action and stances taken by civil society have been encouraged (or otherwise). The paper contends that the development of civil society has triggered different responses by the state and international community. While civil and political rights have preoccupied domestic and international actors, socio-economic rights have long been absent from their agendas. Yet it is argued here that shifting responsibility for issues in the socio-economic domain to civil society is highly problematic under the current circumstances of state building, and poses risks of further ruptures in Moroccan society.

402. Making Government Anti-Corruption Hotlines Effective

Abstract:
Anti-corruption hotlines provide a key channel for governments to receive complaints from individuals who have come into contact with or been victims of corruption. Increasingly, hotlines are being valued as a channel for citizen redress and as a barometer of the success of government anti-corruption efforts. They provide for broad feedback to governments from civil society on how well policies and institutions are working, where breakdowns occur and where responses are needed. As a service, hotlines are similar to community audits and legal advice centres in offering a means to cross-check whether campaign pledges and government promises are producing results. Yet their success in combating corruption is dependent on a number of operational, administrative, institutional and political factors — each of which this paper will attempt to address by drawing on examples from Azerbaijan, Czech Republic, Kenya and Moldova.

Abstract:
Economic considerations, identity related considerations and cueing theory are used for explaining citizens' attitudes towards the European Union. Yet, all of this research has failed to show how elite cues on interests and identities actually reach the citizens. As a consequence, the author argues that domestic mass media as the most widely used source for citizens' information about the European Union has the potential to fill this missing link. Mass media actively construct reality by promoting ideas (agenda-setting and framing) and thereby shaping processes of socialization and persuasion. In this article the author discusses theoretical concepts of how mass media might affect citizens' attitudes, summarizes what we know about the role of domestic mass media in the course of EU integration, derives research desiderates and finally shows why knowledge on the link between mass media and citizens is paramount to understand the future of EU integration.

Abstract:
Spanish playwrights in the period between the French Revolution and the Spanish War of Independence became increasingly sensitized to militarization and conflict. Manuel José Quintana's ground-breaking Pelayo (1805) drew on tropes from Spain's historical past to discuss current and coming events. A new reading of Quintana's play suggests that he, among others, marked this rapidly changing cultural and political milieu with works that projected a growing nationalism and defense of Spain against the threats from north of the Pyrenees.

407. Crown, Empire and Nation (1807-1834)

Before 1807, in Portugal the new liberal ideals had mainly an indirect influence, reflected in the enlightened elite. The wave of a more profound political change came about only in the beginning of the nineteenth century, when the whole Iberian area was involved in the European wide struggle between old regime and the new liberal society and state, that was enhanced by the Napoleonic wars. Between 1807 and 1820, Portugal went through one of the most complex period of its whole History, when the British informal occupation of twelve years, followed the French invasion, short but very destructive. The Crown survived in the hands of the House of Bragança and kept Brazil and the rest of the its colonial territories for over a decade. This makes the Portuguese and Brazilian history of this period somewhat different from that of both Spain and its American colonies. It provides an interesting case for the study of the evolution of three main institutions and political concepts involved in the end of the Old Regime: the Crown, the Empire and the Nation, whose changes during this period are analysed in this paper..

408. Intra-Household Arrangements and Health Satisfaction: Evidence from Mexico

This paper uses a subjective wellbeing approach to study the role of household arrangements on the health satisfaction of an individual. It also studies the impact of household arrangements on health satisfaction across different income groups, by contrasting two main theories of the family: the altruistic/communitarian theory, which emphasizes altruism within the family, implies that the within-the-household allocation of relevant health satisfaction resources leads towards an egalitarian distribution of health satisfaction, and second, the cooperative bargaining theory according to which the family emerges as the cooperative equilibrium outcome from the unilateral interests of each household member. Thus, each household member takes advantage of their bargaining power to attain an equilibrium that favours their personal interests. According to the latter approach, the intra-household allocation of relevant health satisfaction resources leads to a distribution of health satisfaction that closely follows the distribution of bargaining power.

Abstract:
Crime, violence, and insecurity are among the most important social topics in contemporary Costa Rica. These three issues play a central role in the media, politics, and everyday life, and the impression has emerged that security has changed for the worse and that society is now threatened permanently. However, crime statistics do not support this perception. The paper thus asks why violence and crime generate such huge fear in society. The thesis is that the Costa Rican national identity—with Costa Rica constructed as a nonviolent nation—impedes a realistic discussion about the phenomena and their causes, and simultaneously provides a platform for sensationalism and the social construction of fear.

410. Transitional Justice – Does It Help Or Does It Harm?

Abstract:
Transitional justice refers to a range of approaches that may be used to address past massive human rights violations. Transitional justice mechanisms include international tribunals, reconciliation commissions and truth-seeking measures. In recent years their importance and visibility increased due to gross human rights violations associated with armed conflicts in different parts of the world. While the crimes committed in Srebranica and Rwanda shocked the public opinion and paved the way for establishment of international judicial bodies, the peaceful transition in South Africa drew attention to its Truth and Reconciliation Commission (TRC) as a possible model for seeking peace and justice through non-judicial means. So what is the added value of Transitional Justice for coming to terms with the past and building just and peaceful societies? The author reviews some past experiences and models of Transitional Justice and points to their weaknesses and strengths. As the main achievements she cites the international tribunals' contribution to the development of jurisprudence in some areas of international criminal law and the delivery of justice in a manner impossible for local courts in post - war countries; as their weaknesses, the perception of delivering the “winners` justice” and rather limited involvement of populations from the affected countries. She also provides sets of recommendations as to how to improve the effectiveness of reconciliation commissions established in post-conflict countries, in the context of the United Nations peace operations.
