Abstract:
The Liechtenstein Institute on Self-Determination at Princeton University (LISD) convened the conference, “Toward a Sovereign Afghanistan,” October 20-22, 2011, in the Cecilienhof Castle of Potsdam near Berlin, Germany. More than 40 leading experts from Afghanistan and 14 other states participated in the private, off-the-record conference. The colloquium was opened by Ambassador Staffan de Mistura, Special Envoy for Afghanistan of the UN Secretary-General; Dr. Rangin Spanta, Afghanistan National Security Advisor; Ambassador Michael Steiner, Special Representative of the Germany for Afghanistan and Pakistan; and Ambassador Vygaudas Ušackas, Special Representative and Head of Mission of the EU's Mission for Afghanistan. Wolfgang Danspeckgruber, LISD Director, chaired the colloquium.

272. The Concept of the Common Good in the Iberian Renaissance

Abstract:
The Iberian legacy in political thought has been mischaracterized as a source of authoritarianism, with scant attention to the theme of legitimacy. For Golden Age writers, however, care for the common good constitutes the main reference for distinguishing legitimate from tyrannical rule, although nowhere in their writings can we find a coherent and sustained discussion of this central political concept. Its description constitutes the object of this paper. The common good takes into consideration both natural sociability and freedom as its major assumptions, finding its due place in a representation of society as a hierarchical association of equally free and unique persons who cannot live well without each other, since no one has all the abilities required to preserve his life and fulfill his own nature. What is at stake, thus, is not an authoritarian legacy but a tradition that—acknowledging asymmetries, differences, and inequalities among men and a beautiful order in the universe—tries to deduce from the latter a logic for preserving human society.

273. Executive Accountability in Southeast Asia: The Role of Legislatures in New Democracies and Under Electoral Authoritarianism

Abstract:
In an influential study, Steven Fish and Matthew Kroenig argue that “overarching institutional designs” (i.e., presidential, parliamentary, and dual systems) tell us less about the prospects of a new democracy than does the particular strength of the legislature. Specifically, executive abuses are best checked where legislatures are powerful, generating horizontal accountability. Indeed, Fish and Kroenig suggest that with judiciaries and watchdog agencies weak in most new democracies, the legislature is the only institution by which accountability can be imposed. What is more, ordinary citizens are better informed by the robust party systems that strong legislatures support, fostering vertical accountability. In comparing Freedom House scores with their Parliamentary Powers Index (PPI), Fish and Kroenig show clear correlations, leading them to conclude that democracies are made strong by legislatures that are empowered.

274. Public and Elite Views on Europe vs. China in Africa

Abstract:
Europe has been the privileged economic and political partner of Africa, but more recently China has increased its foothold in Africa through important financial investments and trade agreements. Against this backdrop, the empirical research conducted in 2007-08 in Kenya and South Africa as part of a pioneering international project investigates the perceptions of public opinion, political leaders, civil society activists and media operators. While confirming their continent's traditional proximity to Europe, African citizens are increasingly interested in China and its impact on Africa's development. Europe is criticised for not having been able to dismiss the traditionally 'patronising' attitude towards Africa. While African civil society leaders and media operators describe China as an opportunity for Africa to break free of its historical dependence on European markets, other opinion leaders warn against too much enthusiasm for the Asian giant. There is a suspicion that the Chinese strategy might, in the long run, turn into a new form of economic patronage.

Abstract:
This statement discusses the role of economic theory and global economic policies in articulating the Right to Development (RtD). RtD is unique in focusing attention to the extra-territorial aspects of rights; where state action impinges on the rights of people outside its national boundaries, and where people have claims on states other than their own. In particular, the statement argues for the importance of global economic policy, focusing on four main points: (i) the development economics basis for the RtD and for defining obligations under this right; (ii) economic policies and other public policies as the principal means for implementing the RtD ;(iii) a priority agenda for collective international responsibilities; and (iv) mobilizing civil society to move the RtD forward.

276. Extending Political Rights to Citizens Abroad: Implications for the Nation-state

Abstract:
This paper inquires into the implications of extending the voting franchise to citizens living outside their national territory. It argues that the recent increase in the extension of political rights began as a restorative exercise for citizens regarded as disenfranchised for various reasons, and that this is in keeping with the classic expansion of rights within the traditional model of the democratic nation-state. This reinforces, rather than challenges, the principles of the sovereign state system. However, the paper then argues that citizens abroad have distinctive characteristics that complicate core conceptions of the nation-state: defining the scope of membership, signifying belonging, and negotiating rights and obligations. Because of this, the extension of the franchise does potentially add a transformative dimension to discussions about political community, national identity, and citizenship. Fieldwork in these three areas could constitute the core of an emerging research program into the possible transformational effects on the nation-state resulting from extending political rights to citizens abroad.

Abstract:
The last two decades or so has seen an explosion of interest in the question of civil society and the role of media and information in democratic politics. Specifically for Africa, the development of strong civil societies is seen as vital for democratization and democratic stability and in thinking about the State. Much of the literature has a prescriptive tone, suggesting that the development of privately owned media enterprises is the key to the emergence of a fully functioning public sphere, in which government wrongdoing will be exposed and democratic debate can take place. In much of the writing, particularly by political scientists, dependence on the state is the main factor, along with resource constraints, lack of training, and inability to reach areas of the population that cripples media and its ability to nourish the free flow of ideas in civil society. However, this paper is less interested in how much we can expect from the kind of institutional reform implied by the scholarship mentioned above, but rather from the assumptions about the role of the state and the place of media in African politics. The paper will discuss these issues in the context of a very advanced and well-developed media system – that of democratic South Africa – to see how well it is fulfilling the expectation of this literature.

DR. RICHARD JOHNSTON: Welcome everyone to the welcome lecture from S. Y. Quraishi to the Comparing Elections and Electoral Systems in North America and India Conference. My name is Richard Johnston. By a vote of three to one, I was chosen as the person to do the introduction so I was not present at the time the vote was taken, but I am actually very pleased to be asked to do this. Just so you know, my current affiliation is the University of BC, but I am a former Penn person. It doesn't feel very former at the moment, I'll say, which is very pleasant. Anyway, my task is not to talk about me, but to introduce S. Y. Quraishi, the Chief Commissioner for Elections for India. I can't underscore how big a deal it is for us to have Dr. Quraishi here. The position is recognized in the Constitution of India. It is an enormously important role. This is the largest election task in the world. Not only does the Elections Commission take care of the Parliamentary elections, Lok Sabha elections, but also Presidential and Vice-Presidential elections, and elections in several states. So Dr. Quraishi is responsible for organization of elections, certainly to a Canadian, on an unimaginable scale. He is the seventeenth Chief Commissioner. He has been so since the third of July last year and served on the Commission for four years before that.

In early 2011, the Center for International Media Assistance (CIMA) and the International Freedom of Expression Exchange (IFEX) launched a research project to explore shifts in funding patterns for international freedom of expression activity. Twenty-one major donors responded to a survey, which was supplemented by eight in-depth interviews with donors and additional research on trends in Europe and the United States.

280. Minding the Money: Governance of climate change adaptation finance in Nepal

Abstract:
Climate change is an urgent concern in Nepal. In recent years, the country has faced more than its fair share of extreme weather patterns. Increases in temperature extremes, more intense rainfall, drier winters and delays in summer monsoons have become quite common and are expected to get worse. In fact, a recent Climate Change Vulnerability Index, calculating susceptibility to impacts of climate change over the next 30 years, places Nepal 4th out of 170 countries. This report examines the national situation of climate change adaptation policy and programming, highlighting key areas of progress, weakness and challenges. The report notes that current initiatives have yet to deliver benefit to the marginalized and vulnerable communities in the country - the very groups that need it most. Based on the findings, the report presents a set of recommendations for the Government, donor community and civil society.
