251. Pursuing Centralization amidst Decentralization: The Politics of Brazil's Innovative Response to HIV/AIDS

Abstract:
In recent years, Brazil has been highly revered for its response to HIV/AIDS. Despite the government's delayed response, why and how did the national AIDS program eventually become so successful? This is even further puzzling when one considers the challenges associated with Brazil's decentralized response to healthcare needs, lack of subnational resources and political will to effectively implement AIDS policy. This article maintains that Brazil's successful response eventually required the strategic centralization of national AIDS bureaucratic and policy authority, entailing policies designed to aid local governments while creating fiscal policies incentivizing sub-national compliance with the national bureaucracy and more effective policy implementation. Taking advantage of renewed political support, kindled by international pressures and the president's reputation building pursuits, the sources of AIDS officials' success, however, resided not in their technical and financial prowess, but in their ability to forge historically- based partnerships with civic AIDS NGOs and social movements sharing like-minded ideational beliefs in policy centralization. This article also discusses how these findings contribute new insights into theories addressing the reasons for centralization, as well as the ideational sources of gradual institutional change.

The purpose of this report is to explore the contemporary dynamics of peace mediation with a view to three specific objectives. First, it aims to identify the distinctive characteristics of global peace mediation and the roles played by different actors, particularly governments, NGOs and regional organisations, in mediation processes. It also describes the new forms of co-operation between these actors and analyse the challenges and opportunities of the new co-operation frameworks in global peace mediation.

Abstract:
There is a growing sense within Oxfam that traditional approaches to working with civil society are yielding insufficient results in conflict-affected and fragile states. This global study was under taken to help develop innovative approaches to strengthening civil society in such setting sand, in particular, to identify lessons for the development of three planned pilot programmes. It was based on a review of existing literature and interviews with representatives of INGOs, academic institutions, and donors, and was complemented by a scoping exercise undertaken in South Sudan in September 2011. The main findings of the global study are as follows.

Seismic events have convulsed global markets since 2008, when From Poverty to Power was first published. World news has been full of stories reflecting a profound sense of uncertainty about global futures. In response, this new edition of From Poverty to Power has been fully revised and now includes an in-depth analysis of the human impact of the global financial and food crises. From Poverty to Power, 2nd Edition argues that a radical redistribution of power, opportunities, and assets, rather than traditional models of charitable or government aid, is required to break the cycle of poverty and inequality. Active citizens and effective states are driving this transformation. Why active citizens? Because people living in poverty must have a voice in deciding their own destiny and holding the state and the private sector to account. Why effective states? Because history shows that no country has prospered without a state structure that can actively manage the development process. There is now an added urgency: climate change. We need to build a secure, fair, and sustainable world within the limits set by scarce resources and ecological realities. The book is accompanied by a list of blog resources. The From Poverty to Power blog played a key role in shaping the second edition of the book. On March 2, 2012, Eurasia Partnership Foundation (EPF) and Turkish Economic Social Studies Foundation (TESEV) organized an international conference titled “Turkey’s South Caucasus Agenda: Roles of State and Non-State Actors” in Tbilisi, Georgia. The event brought together analysts, diplomats and decision makers from Turkey, Europe and the South Caucasus to discuss Turkey’s role in stabilizing the region both on the level of government engagement and civil society. This publication is the reflection of the commentary that was made by participants during the conference.

Abstract:
During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.

Abstract:
This paper explains variations in patterns of civil society among third-wave democracies by comparing the cases of Portugal and Spain. In the former a civil society developed that had a tendency to be more oriented toward national issues and politics, whereas in the latter civil society tended to be more local, social, and disconnected from politics. Portugal, although having both a less developed economy and historically a weaker democratic tradition than Spain's, was a democracy that between the early 1970s and the mid-1990s offered more opportunities for the organized civic expression of popular interests.

NED established the Center for International Media Assistance (CIMA) in 2006 with encouragement from the U.S. Congress, which hoped that such an initiative would create a solid base of knowledge about the growing but not well understood field of media assistance. Two years later, CIMA published a volume entitled Empowering Independent Media, which provided a comprehensive look at both the key issues in the field as well as its latest findings and developments. Not surprisingly, the volume's recommendations became essential reading for policy makers, donors, and implementers on how to strengthen all aspects of media assistance.

In any robust understanding of democracy, citizenship is a crucial component of self-government. In turn, the free flow of information, the accuracy of that information, opportunities to participate in the affairs of government and a sense of civic engagement with others are crucial components of citizenship. In evaluating these components, participants in the 2011 Aspen Institute Forum on Communications and Society (FOCAS) explored how best to take citizenship digital. Participants gathered to take stock of innovative ways that citizens can use information and communication technologies (ICTs) to better practice the core—but often unrealized—ideals of citizen participation and empowerment.
