151. Fixing fragile states: a country-based framework

Abstract:
Although there is growing awareness in the development field of the need to better assess fragile states and customise policies to their particular needs, there has been limited progress in these areas. The new Country Fragility Assessment Framework, which systematically examines the societal and institutional sources of fragility, can help decision-makers make more precise diagnoses and better target interventions. It builds on the New Deal for Engagement in Fragile States, but offers a more comprehensive framework to assess the forces that can drive a society together or apart. It does this by analysing 12 societal and institutional sources of fragility. The combination of poor social cohesion and poor institutionalisation yields a vicious cycle as instability and underdevelopment feed each other. Social divisions hamper efforts to improve governance and foster economic opportunity, which in turn create discontent and a zero-sum struggle for power and resources. As such, change must target one of these two elements. Even though the framework does not directly provide solutions, it can be used to suggest policy options that are most likely to work, or at least rule out some that will surely fail.

Abstract:
Reflecting upon the ambiguous relationship between international civil servants and international law in both theory and practice, this review essay examines several recent books that address the life and legacy of Dag Hammarskjöld, the second Secretary-General of the United Nations. Drawing upon recent theoretical work regarding international organizations, the essay argues that the authority of international civil servants should be understood as operating through three distinct yet interconnected modalities of discourse and practice: legal, moral and expert. Moreover, a comprehensive account of the authority exercised by international civil servants must take account of how they respond to any tensions that arise between their bases of authority as well as of their shifting relations with other ‘global governors’. The essay considers the depiction of Hammarskjöld by each of the books under review, highlighting the sometimes overlooked interconnections between the different sources of authority upon which he drew and suggesting some starting points for an alternative, integrated account of his thought and practice.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Farouk El-Baz takes us to Egypt, where he proposes a grand economic plan to pull the country out of poverty and set it on a path toward longterm growth. From Egypt, we move west to the oft-neglected country of Algeria, where Kheireddine Bekkai argues for more inclusive education policies on national identity. Finally, Amira Maaty comments on the region’s desperate need for robust civil societies, while Sarah McKnight calls for improvements in Jordan’s water policies.

Abstract:
he Corruption Assessment Report for Turkey is the product of the research conducted by TESEV’s Good Governance program under the Southeast European Leadership for Development and Integrity (SELDI) initiative. This report documents the agenda of the first phase of the SELDI partnership that spans 2012 through 2014. Along with presenting evidence on the degree of corruption in Turkey, the report analyzes the current legal setting and the effects of corruption on the economy. It emphasizes the importance of a free judicial system, the role of civil society, and the benefits of international collaboration in fighting corruption. The report also offers possible solutions to fighting corruption, focusing on the elements that make corruption commonplace.

TESEV Foreign Policy Program and ORSAM (Center for Middle Eastern Strategic Studies) in order to understand the effects of Syrian asylum seekers to Turkey, visited Adana, Osmaniye, Hatay, Kilis, Gaziantep, Şanlıurfa, Mersin and Kahramanmaraş respectively during four different field study trips in three months. They held series of meetings with municipalities, professional organizations, chambers of trade and industry, civil society organizations, opinion leaders, locals and Syrians. This report has been prepared in the light of the observations and data gained from these field studies.

Abstract:
Civil society has exploded in Latin America as democratization has continued over the last 30 years. Civil society organizations (CSOs) are thought to improve governance and oversight and to increase social capital. Nonetheless, we have limited knowledge about what motivates CSOs’ politi- cal strategies, which include participating in formal political institutions, attending demonstrations, and providing services. We build knowledge here by evaluating data from a unique survey of nine hundred CSOs across seven Brazilian cities. Our findings showcase several parallel processes: poorer CSOs continue to rely on the state and actively participate in political pro- cesses despite protesting at greater rates than wealthier CSOs; therefore, we contend that institutional and political process arguments better explain poorer CSOs’ behavior. We also argue that relatively wealthy CSOs’ disen- gagement reflects greater resource mobilization, more professionalization, and an increase in social capital. Our results show that multilayered explana- tions improve our understanding of CSO behavior and state-society rela- tions in Brazil and Latin America.

The return of geopolitics to Europe from the East together with the publics‘ reaction to the spectre of immigration from the South has finally dawned on EU’s politicians. It is no longer possible to pretend that the „outside“ and the „inside“ can be kept apart. Europe‘s identity is being questioned with surprising intensity and in unexpected ways. Reactionary East- West political and cultural alliances are being forged, feeding and fed by nationalism, populist radicalism and antiliberal conservatism with Eurasian flavour. At the same time European citizens volunteer to take part in wars abroad, mirrored by and linked to acts of terrorism and violence in European countries. With state, institutions, parties and democratic politics in decline, what are the chances for peace and European democracy? We have to understand what is going on. Europeans inside the Union have to know how they are seen by our neighbours East, Southeast and South. What are their expectations? What do they want to achieve by joining the EU? What are they ready to sacrifice to reach that goal? On the other hand, we need to be clear what defines Europe’s own attitude towards others. Is it trade, economic interests, security or moral values? Can Europe still define its own ways or has it lost the initiative to others? Who can and should take action? The Ukraine crisis is forcing Europe to recognise that its post-Cold War order has reached its limits and needs to contend with harsh facts. Europe has to acknowledge the real world beyond its borders while focusing its energies on consolidating its own political space, which now also includes Ukraine.

159. Democratic Change and Forest Governance in the Asia Pacific: Implications for Myanmar

While signs of democratization in a country may raise hopes of better natural resource governance, especially of forests, evidence from the Asia Pacific region in countries such as Indonesia and Cambodia demonstrates no significant relationship between a country's transition toward democracy and better forestry governance. Myanmar's transition to democracy is unlikely to counter this trend. Deeply vested interests operate within democratizing countries that outweigh the support inside governments or civil society for improving forestry conservation. Incumbents also stand to benefit directly from initiatives that promote free trade and further investment in the forestry sector at the expense of the environment and the most vulnerable in society. International organizations returning to Myanmar must fine-tune their policies to accommodate the local political economy of deforestation and should engage with elements on the periphery, dissenting voices inside the government, and a broad range of local civil society organizations. Failure to do so may exacerbate current trends and lead to future conflicts in the already volatile cease-fire areas.
