Abstract:
This book focuses on Civil-Military Relations (CMR) in Egypt, a country that witnessed uprisings calling for democratic change in January 2011, which led to the ousting of Hosni Mubarak from the Presidency, the suspension of the constitution, and the dissolution of the parliament as well as the ruling of the National Democratic Party (NDP). Ironically, revolutionary forces in Egypt were dependent on the Egyptian military in taking these steps, with the military ultimately taking power some 30 months later.

113. How To Navigate Egypt's Enduring Human Rights Crisis

On the fifth anniversary of the mass Tahrir Square protests that ousted former President Mubarak, Egyptians are suffering severe repression and political instability. As this crisis deepens, Washington continues to send troubling mixed messages about its commitment to trying to resolve it. The U.S. government should, at long last, use its considerable influence to support civil society and advance human rights in Egypt. Such an approach would both help Egyptians and serve U.S interests. This blueprint draws on dozens of interviews with Egyptian human rights defenders, civil society activists, journalists, academics, families of detainees, lawyers, government officials, and others, conducted during a research trip in January 2016. It examines conditions in Egypt, the strengths and shortcomings of the U.S. response, and potential opportunities for the U.S. government to support civil society and strengthen respect for human rights. This year will be a defining one as violent extremism, regional conflicts, and political and economic mismanagement threaten Egypt—and as President Obama shapes his legacy in the Middle East. In 2009, he delivered a message of hope in Cairo: “America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election. But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere.” Much has changed in the intervening years. In his speech to the U.N. General Assembly in September 2015, President Obama opted for analysis rather than exhortation, noting that: “repression cannot forge the social cohesion for nations to succeed. The history of the last two decades proves that in today’s world, dictatorships are unstable. The strongmen of today become the spark of revolution tomorrow.” He continued: “I believe a government that suppresses peaceful dissent is not showing strength; it is showing weakness and it is showing fear. History shows that regimes who fear their own people will eventually crumble, but strong institutions built on the consent of the governed endure long after any one individual is gone.” Yet the U.S. government’s handling of the enduring crisis in Egypt has too often failed to draw obvious conclusions from the Administration’s analysis of the detrimental impact of human rights violations on stability and progress. As a result, many Egyptians view the Obama Administration as supportive of the repressive leadership in Cairo. This support for the dictatorship will render Egypt less stable, undermine U.S. efforts to prevent violent extremism, and further damage Washington’s credibility in the region.

114. At the Gate of Europe: a Report on Refugees on the Western Balkan Route

Abstract:
In the period between September 2015 and March 2016 Croatia was faced with a refugee crisis during which over 700 000 people passed through its territory on their way to Western Europe. Croatia was just one of the transit countries on the so called Balkan route. This study, authored by Senada Šelo Šabić and Sonja Borić, presents an analysis of the situation in the four countries along the route: Macedonia, Serbia, Croatia and Slovenia, taking into account the wider European context. The analysis of each country includes an overview of procedural solutions, relevant legislative framework, political discourse, media reports and the role of the civil society in the crisis.

115. Orienting ASEAN Towards Its People: Enabling Engagement with Local NGOs

Abstract:
Non-governmental organisations (NGOs), civil-society organisations and grassroots groups are a growing phenomenon across Southeast Asia. Many of these organisations fill in gaps and provide services that are not otherwise met by local authorities and governments; others purport to be the voice of the marginalised, disempowered or discriminated. There is a broad spectrum of these organisations present in Southeast Asia – from the home-grown entity that scavenges funds from myriad sources and volunteers; to large, international establishments with substantial regular funding, full-time staff and transnational networks and influence. ASEAN’s history in dealing with NGOs is chequered. Most affiliated organisations are government-owned or government-influenced organisations (GONGOs) who support ASEAN’s goals and legitimise its policies. This paper proposes that ASEAN should be more supportive of local ground-up organisations so that the regional body can act upon its goal of nurturing caring, equitable and inclusive communities with an empowered civil society, as well as fulfil its commitment to achieving the UN’s Sustainable Development Goals. An NGO Matrix that can be used as a tool to plot organisation types could help identify groups that should get the most support. As a demonstrative example, the tool has been applied to several environmental organisations currently active in South Malaysia.

General Abdel-Fattah El-Sisi, Egypt’s ruler since July 2013, brooks no dissent. Having “saved” Egypt from the Muslim Brothers, he has ruled by decree in the absence of a parliament, supported by a handpicked technocratic cabinet. His security apparatus muzzles the press, keeps dissident voices off-air, arrests secular as well as Islamist critics, and clamps down on civil society. He has built ten new prisons to accommodate the overflow, as political prisoners may now total 60,000.[1] As typical of military rulers, he announces grandiose projects – the new channel in the Suez Canal, the Dabaa nuclear power plant, million-unit agricultural and housing schemes, and a multi-billion dollar new capital city – without taking into consideration their cost, integrating them into long term plans, conducting comprehensive feasibility studies, or examining their social and environmental impact.

117. Voices for Reconciliation: Assessing Media Outreach and Survivor Engagement for Case 002 at the Khmer Rouge Trials

Using outreach-friendly television broadcasting of the Khmer Rouge (KR) trials in Cambodia in conjunction with community-based dialogue meetings, the Voices for Reconciliation: Promoting Nationwide Dialogue on the Khmer Rouge Past through the Mass Media and Community-Level Survivor Networks project aimed to 1) increase community awareness and understanding of the Extraordinary Chambers in the Courts of Cambodia (ECCC) trials, 2) empower conflict-affected groups to create spaces for dialogue at the community level, and 3) build the necessary capacities among those groups and civil society intermediaries to create environments favorable for longer-term reconciliatory processes beyond the ECCC. The project engaged with the Cambodian Human Rights and Development Association's Civil Party Representative Scheme, which supports a network of Civil Parties (CPs) and Civil Party Representatives (CPRs) who are party to the ECCC proceedings. To achieve the objectives, the project had a three-prong strategy: 1) the production and broadcasting of television programs and media outreach to the general population, 2) the organization of community-based dialogue meetings using outreach films to inform Cambodians in rural areas about the ECCC and its developments, and 3) capacity building to civil society groups and 46 CPRs who were directly involved with the project. This report was produced as part of an evaluation of the project in Cambodia, and involved an assessment of the project outcomes in relation to the participation of the CPs and CPRs in the project and lessons learned from the project implementation. The results are based on interviews with a non-random sample of 101 CPs and 38 out of 46 CPRs who participated in the project. To complement the survey, four focus group discussions including a total of 18 women and 14 men, were conducted in four different provinces. The interviews and the focus group discussions took place during the first two weeks of July 2015 at the end of the project. The results represent the points of view of study participants at the time of the survey and focus groups discussions only. This project was supported by USAID and implemented by the East-West Center and WSD Handa Center for Human Rights & International Justice, Stanford University.

Abstract:
The mythic American legends we grow up with as children in the United States may not be accurate renderings of history, but they are formative in building our values and beliefs. They include George Washington, a soldier and politician, who occasionally made a mistake but never told a lie; the freed slave John Henry, who worked so hard he beat a steam drill while laying rail; and the fearless Calamity Jane, who lived as she chose in the Wild West. But for me, the most influential was Johnny Appleseed, a poor farmer who traveled the land making friends and planting apple seeds, but rarely if ever returning to see the well-tended trees that grew in his wake. The life of a diplomat is a similar journey of planting ideas, programs, and projects while trusting that others will nurture them to grow strong and produce.

Abstract:
This policy paper examines the prospective role of civil society organisations (CSOs) within the mechanisms and structures of the International Conference on the Great Lakes Region (ICGLR), which was created to address conflict challenges faced by states within the Great Lakes region. The ICGLR was established in 2003 to provide an inclusive platform for countries within the region to work effectively with international actors and CSOs for regional conflict prevention, management and resolution. Although the role of CSOs within the ICGLR initiatives is considered imperative to securing sustainable peace, there remain concerns that the involvement of CSOs is constrained. Through desk research and field surveys, this policy paper explores creative approaches for CSOs to make a valuable impact on the ICGLR initiative. The paper recommends improved and proactive synergy between the ICGLR and CSOs for effective peace and security in the region.

Abstract:
A changing world in which global and regional powers rethink their actions and preferences in the international arena is a world where domestic politics increasingly creates a more complex framework for foreign behavior. Many newly emerging powers have just recently adopted a democratic regime, while others are still governed by hard autocracies. Within this context, their civil societies have different channels to express their preferences towards the new world order under formation and their expectations concerning how their states plan to be part of it. This paper will discuss how emerging regional powers behave in this changing world, the possibilities and limits imposed by civil society pressure, or even inaction. The authors wish to address how these systemic changes impact on the channels through which civil society movements voice their platforms for their country international role, considering the degree of democratic institutional consolidation as an intervening variable. As case studies, this theoretical debate will be applied to contemporary Brazil and India.
