Abstract:
This publication provides an overview of the key issues discussed and policy recommenda- tions proposed during the series of conferences for the project “Monitoring Ukraine’s Security Governance Challenges”. The project was implemented jointly by DCAF and the Razumkov Centre with the financial support of the Ministry of Foreign Affairs of the Netherlands. This report compiles key issues and recommendations for all 9 conference and is intended to serve as a reference point for future needs assessments, as well as for further consultations with Ukrainian and international stakeholders. The key issues are categorised thematically, rather than by conference, since certain issues were discussed in several events. Each sub-section concludes with respective policy recommendations.

Abstract:
This publication offers the Key Issues and Policy Recommendations based on the results of the Forth International Conference “Security Sector Governance: the Role of the Media”. In established democracies, free and independent media play a crucial role in the democratic oversight of the security sector, allow for channels of communication to be established between government and society, and present a crucial foundation for guaranteeing and protecting human rights and freedoms. This security sector reform conference was unique in that journalists were invited as not just reporters but the main participants of the debates. The dialogue had a multi-dimensional, multi-levelled character that touched upon national and international questions of security as it pertains to information warfare, particularly in Ukraine.

Abstract:
This publication offers the Key Issues and Policy Recommendations based on the results of the Eighth International Conference “Human Rights and Security Sector Governance: Ukraine’s Reform Challenges”. Since 2014, Ukraine’s security sector has been undergoing reforms. The implementation of state reforms are supported and monitored by Ukrainian civil society and the international community. Whereas certain aspects of reforms have been considered successful, the need for enhanced human rights compliance in the security sector of Ukraine, in particular with respect to ensuring accountability for human rights violations, the protection of the rights of civilians in the Anti-terrorism Operation (ATO), as well as preventing and responding to gender-based violence has been repeatedly pointed out. Conference Eight, following to the previous conferences recommendations, provided a platform to discuss the above mentioned issues.

This publication offers the proceedings of the Conference 4 “Security Sector Governance: The Role of Media”. Following to the previous conferences findings and recommendations, the forth multi-stakeholder conference was to examine current Ukraine’s security sector governance challenges by highlighting the role of media and the international best practices. This conference aimed to examine the role played by the news media in governance and oversight of the security sector – the area of public policy concerned with the security of an individual, community and state.

This publication offers the proceedings of the Conference II “Security Sector Governance: The Role of Democratic Institutions & International Best Practices”. Following the Conference I findings, participants elaborated current challenges related to the role of democratic institutions in the Ukrainian Security Sector Governance and worked out solutions based on possible accommodation of best international practices in Ukrainian realities. This publication offers presentations of the key speakers and the summaries of the Working Group discussions. General assessments, conclusions and proposals are those of the participants and do not necessarily coincide with the positions of DCAF, the Razumkov Centre or the official position of the Ministry of Foreign Affairs of the Netherlands. 98. The Eastern Partnership States in the Czech Foreign Policy

Abstract:
In 2017, the Czech foreign policy towards the Eastern Partnership countries continued in the trends of the preceding years. Nevertheless, both the Czech parliamentary elections and the pre-election campaigns for the 2018 presidential elections seriously limited the interest of Czech politicians in the problems of foreign policy. As in previous years, the Czech Republic conducted its foreign policy towards the Eastern Partnership countries through three basic channels: the EU, bilateral relations and the civil society sector. On the EU level, the Eastern Partnership summit in Brussels was the main event of the year regarding the EaP, with the Prime Minister Bohuslav Sobotka taking part in it. In the bilateral relations, Moldova’s Prime Minister Pavel Filip visited Prague, while unlike in the previous years, the Prime Minister did not pay a visit to any of the EaP countries (this was the case with both the original Prime Minister Bohuslav Sobotka and his successor Andrej Babiš). Moreover, Miloš Zeman also did not carry out any official visit to the EaP countries during the year. As a result, the main burden of the EaP policies was, as in the previous years, laid on the Ministry of Foreign Affairs.

Abstract:
Dr. Maria J. Stephan is a senior policy fellow at the U.S. Institute of Peace and a nonresident senior fellow at the Atlantic Council, where she focuses on civil resistance, nonviolent movements and their relevance to conflict transformation and democratic development. At the Atlantic Council, she co-leads the Future of Authoritarianism project. Previously, Stephan was lead foreign affairs officer in the U.S. State Department’s Bureau of Conflict and Stabilization Operations (CSO), where she worked on both policy and operations for Afghanistan and Syria engagements. Earlier, Stephan directed policy and research at the International Center on Nonviolent Conflict (ICNC), a private foundation dedicated to developing and disseminating knowledge about nonviolent struggle. She simultaneously taught courses on human rights and civil resistance at Georgetown University’s School of Foreign Service and American University’s School of International Service.

Abstract:
Swanee Hunt is an activist, philanthropist, academic, author, and internationalist. She is the Eleanor Roosevelt Lecturer in Public Policy at Harvard Kennedy School. She was the Founding Director of the school’s Women and Public Policy Program and is currently core faculty at the Center for Public Leadership and senior advisor to the Working Group on Modern Day Slavery at the Carr Center for Human Rights. She has taught The Choreography of Social Movements at Harvard College and lectured at Harvard's business, law, divinity, and education graduate schools. Hunt also chairs the Washington-based non-profit Inclusive Security, conducting research, training, and advocacy to integrate women into peace processes. Her work in this area began when, as the US Ambassador to Austria from 1993 to 1997, she hosted negotiations and international symposia focused on stabilizing the neighboring Balkan states and advancing women’s leadership in Eastern Europe. Her fourth book, Rwandan Women Rising will be released in May 2017 (Duke U. Press).
