Abstract:
Russia’s “special military operation,” as the Kremlin calls its full-scale war against Ukraine, has been underway for the second month in a row. However, the Russian army has not been able to cope with the combat tasks as effectively as Kremlin leaders originally planned. The incredible resilience and courage of the Ukrainian nation has fascinated the world but it has become an additional challenge for the Putin regime. In addition to the fact that the Russian government had to radically change its officially declared military objectives, it also faced the need to tighten measures to maintain control over the situation inside the country. At this stage, the Kremlin has to take effective steps both inside and outside of the country in order to fulfill Putin’s imperialist ambitions.

12. Does Deplatforming Work? Unintended consequences of banning far-right content creators

Abstract:
Social media has become an outlet for extremists to fundraise and organize on, potentially leading to deadly consequences. While governments deliberate on how to regulate this challenge, some social media companies have removed creators of offensive content—deplatforming. I estimate the effects of deplatforming on revenue and viewership, using variation in the timing of removals across two video-streaming companies- YouTube, and its far-right competitor, Bitchute. I construct a novel dataset including Bitcoin wallets linking YouTube and Bitchute accounts for 79 far-right content creators, including propagandists for violent domestic extremist movements. Being deplatformed on YouTube results in a 30% increase in weekly Bitcoin revenue and a 50% increase in viewership on Bitchute. This increase in Bitchute activity accounts for about 65% of the estimated foregone revenue and 5.9% of viewership lost from YouTube, implying a negative net effect of deplatforming.

Abstract:
Self-censorship in journalism is a global phenomenon. Against the rapidly changing media landscape, experts have posed selfcensorship as a severe threat to the future of journalism. Bhutan is no exception. There are no empirical studies conducted in the country on self-censorship in Bhutanese media. Therefore, the paper attempts to examine the perceptions and practices of self-censorship and its characteristics in the media society, especially after the country transitioned to a constitutional democratic monarchy. It also tries to understand the situation for policy interventions to empower the media in fostering a healthy democratic society. For the study, the paper views self-censorship as the act of journalists limiting or ignoring a story or parts of a story for various reasons and not limited to external threats or the fear of negative repercussions. Sixty-one journalists, including freelancers, were interviewed online during the study. Based on their accounts, there is a common consensus that selfcensorship is an issue in Bhutan. But it is not a result of an oppressive media environment as journalists generally enjoy professional freedom in covering various topics. Instead, it is exercised more like a coping mechanism to professional demands and consequences such as protecting sources and avoiding prosecutions. Moreover, journalists also self-censor as an ethically guided judgement. At the same time, the results suggest that agencies concerned could reduce the instances of self-censorship in the Bhutanese media fraternity through specific interventions.

On Monday, November 12, 2018, the recently-appointed director of China’s Central Cyberspace Affairs Commission (CAC) Zhuang Rongwen (庄荣文) summoned senior executives from WeChat and Sina Weibo for a “discussion” (Central CAC, November 16, 2018). While there is no transcript of the meeting available to the public, one thing is certain: It did not go well. For months, Zhuang had been telegraphing his discontent with the state of censorship in China—and specifically, the role that social media giants had played in undermining it (New America, September 24, 2018). His official statement about the meeting, which was uploaded to the CAC’s website a few days later, accused China’s largest internet companies of “breeding chaos in the media” and “endangering social stability and the interests of the masses.” Under his watch, he vowed that the Central CAC would “strictly investigate and deal with the enterprises that lack responsibility and have serious problems” (Central CAC, November 20, 2018). Rarely do Party officials offer such scathing public admonitions.

15. Non-binary TikTokers in Latin America: Sharing Debates and Circumventing Censorship

Abstract:
This paper presents the findings of a research project carried out focusing on the #nonbinary community on TikTok in Latin America. The project was interested in exploring how gender violence and censorship impact their content in this space. A semantic analysis of their posts seeks to establish some topics that appear to be the main issues for individuals who identify as lesbian, gay, bisexual, transgender, queer or questioning and other sexualities on this platform. The findings suggest that they use the platform in different ways to avoid censorship and reinforce the search for freedom of expression online. Abstract:
Nearly thirty years after governments loosened control over broadcasters and publishers, Africa’s media face increasing threats. New laws are resulting in the imprisonment of journalists and closure of media houses, while internet shutdowns and “social-media taxes” are increasingly common strategies to limit the mobilizing and informational potentials of digital technologies. These challenges are occurring in the midst of eroding public support for free media, as the latest Afrobarometer data show increased backing for government restrictions across the continent. Africans’ confidence in their media seems to be declining, potentially due to concerns over bias, hate speech, and disinformation.

This essay chronicles Vladimir Putin’s successful efforts to transform Russia from the flawed democracy of the 1990s to the fully fledged authoritarian regime it is today, with falsified elections; censorship of the major media outlets; and repression of the opposition. Yet there are growing numbers of Russians—especially among the young generation—who are prepared to stand up against autocracy and corruption, as demonstrated by the nationwide protests that began in 2017. In the author’s view, the trends (and the demographics) are not in the Kremlin’s favor, and this emerging movement will eventually succeed in bringing the rule of law and democracy to Russia. It is important for Western leaders to maintain dialogue with Russian society and to avoid equating Russia with the current regime.
