1. Information disorder and What Ukraine is Doing About It: Analysis of Ukraine’s Policies and Actions to Combat Russia-Generated information disorder

Abstract:
It is a conventional wisdom that information is power, but even more power lies in the manner in which it is (mis)used. Disinformation, misinformation, malinformation, all parts of so called ‘information disorder’, are phenomena that seem to be wreaking havoc worldwide nowadays. The emergence of the Internet and social media has brought fundamental changes to the way information is produced, communicated and distributed and thus has given new momentum to the phenomenon of ‘information disorder’. Its effects, in combination with online technologies, are proving to be devastating: it destabilizes public discourse, undermines general belief in democratic institutions and threatens national, international and civilian security. Based on a theoretical analysis approach, the paper will look into the nature of the ‘information disorder’, and how the Internet and social media contribute to its growing influence. It will also examine what are the effects of the phenomenon, and how it threatens national and international security. With Russia arguably being the most aggressive in spreading disinformation nowadays, and Ukraine being the country affected by Russia’s information offensive the most, the paper will try to analyze Ukraine’s policies and actions to combat Russia-generated ‘information disorder’. In the conclusion, the paper will make an effort to suggest recommendations on tackling negative informing.

Abstract:
The United Nations and its partner agencies have pledged to focus on the problem and eradication of early, child, and forced marriage. On November 12, 2018, the United Nations General Assembly passed a resolution on child, early, and forced marriage. As part of this resolution, the General Assembly highlighted the need for better data collection and disaggregation of that data for improved analysis and learning. This report is a comprehensive and user-friendly concept note for a database on child marriage in humanitarian settings, a first step in eradicating the problem. The report identifies the existing knowledge and data on child marriage in humanitarian settings, gaps in that evidence base, and provides recommendations for moving forward with the creation of a comprehensive database. The authors interviewed key stakeholders on child marriage across program, policy, and academia in combination with a comprehensive literature review. The report was commissioned and funded by Save the Children U.S.

Abstract:
Cities are where the future happens first. They are hubs of innovation, productivity and experimentation. But many cities also are sites of crime and violence. More than ever, municipal authorities, private firms and civic groups are experimenting with new ways to improve real and perceived safety in cities. In some cities, new technologies are improving the situational awareness of public authorities and citizens. In others, all encompassing surveillance and monitoring systems are challenging fundamental norms of privacy. In most developed cities, high-frequency time series information on insecurity is increasingly available. Literally thousands of gigabytes of raw data are available representing the dynamics and characteristics of crime. New high-power computer analysis is giving rise to a next generation of smart, agile and evidence-informed policing strategies. Predictive platforms in particular can enhance police operations, identifying priority targets for police intervention, and enabling more effective allocation of police resources.

Abstract:
In 2014, the United Nations published the first International Standard for environmental economic statistics, known as the System of Environmental-Economic Accounting (SEEA).. As more countries adopt and implement the SEEA, the availability of consistent environmental and economic information increases the need for analytical tools that can use this data to respond to policy relevant questions. In this paper, we present a workflow to develop an environmentally extended social accounting matrix, which can serve as the basic database for the development of environmentally-extended computable general equilibrium models. To illustrate, and given its comprehensive implementation of the SEEA, we apply this workflow to the Guatemalan case and the Integrated Economic-Environmental Modeling (IEEM) Platform.

The United Nations Department of Peace Keeping Operations (UNPKO) leads and supports the efforts of the United Nations Interim Force in Lebanon (UNIFIL) to maintain peace and provide humanitarian aid. With over 50 camps located in the country of Lebanon, the UNPKO is striving for energy efficiency to ensure day-to-day operations are using resources effectively. In 2017, the U.S. Department of Defense (DoD) conducted a study1 rooted in the UNPKO mission to maintain energy efficient camps by analyzing data from metering systems to develop technology insertion recommendations.

Abstract:
Data has been hailed by some as “the new oil,” an analogy that captures the excitement and high expectations surrounding the data-driven economy. The success of the world’s most valuable companies (Apple, Google, Facebook and Microsoft) is now underpinned by a sophisticated capacity to collect, organize, control and commercialize stores of data and intellectual property. Big data and its application in artificial intelligence, for example, promises to transform the way we live and work — and will generate considerable wealth in the process. But data’s transformative nature also raises important questions around how the benefits are shared, privacy, public security, openness and democracy, and the institutions that will govern the data revolution. The recent Cambridge Analytica scandal has exposed the vulnerability of democracies to data strategies deployed on platforms such as Facebook to influence the outcomes of the Brexit referendum and the 2016 US presidential race. Any national data strategy will have to address both the economic and non-economic dimensions of harnessing big data. Balances will have to be struck between numerous goals. The essays in this collection, first published online in spring 2018, by leading scholars and practitioners, are grouped into five blocks: the rationale of a data strategy; the role of a data strategy for Canadian industries; balancing privacy and commercial values; domestic policy for data governance; and international policy considerations. An epilogue concludes with some key questions to consider around data governance in the digital age.

Abstract:
The new Sustainable Development Goals (SDGs) include a target to “Significantly reduce all forms of violence and related deaths everywhere.” Given the vast decline in violence since the Middle Ages, particularly since the end of the Cold War, this ambitious target is achievable. But policymakers know the least about the countries receiving the most aid. To ensure that aid and policy are effective, current data gaps and deficiencies must be fully understood and improved. Equally important, the target must include indicators that capture all the main types of violence, not just homicide.
