Abstract:
For the millions of refugees fleeing conflict and persecution every year, access to information about their rights and control over their personal data are crucial for their ability to assess risk and navigate the asylum process. While asylum seekers are required to provide significant amounts of personal information on their journey to safety, they are rarely fully informed of their data rights by UN agencies or local border control and law enforcement staff tasked with obtaining and processing their personal information. Despite recent improvements in data protection mechanisms in the European Union, refugees’ informed consent for the collection and use of their personal data is rarely sought. Using examples drawn from interviews with refugees who have arrived in Europe since 2013, and an analysis of the impacts of the 2016 EU-Turkey deal on migration, this paper analyzes how the vast amount of data collected from refugees is gathered, stored and shared today, and considers the additional risks this collection process poses to an already vulnerable population navigating a perilous information-decision gap.

Abstract:
The eighth position paper of the Daniel Vernet Group addresses immigration, integration and cohesion in Europe where migration is often perceived as a threat to cohesion within societies and also among states. In the paper, the Daniel Vernet Group argues that migration and cohesion are not contradictory. However, Germany and France need to develop common approaches in order to encourage the finding of European answers to these challenges.

83. Another Story from the "Refugee Crisis". Resettlement in Small Towns and Rural Areas in France

Abstract:
Since 2015, refugee resettlement programmes have grown significantly in Europe becoming a key component of European asylum strategy. In 2017, Emmanuel Macron committed to resettle in France 10,000 refugees until the end of 2019. Refugees from Syria and Africa are increasingly welcome in small towns and rural areas. There are plenty of challenges to address when it comes to receiving refugees in smaller communities. Small towns are often less accustomed to refugees, and above all, they do not have the same human and financial resources as large cities to provide services adapted to this population’s needs. The lack of opportunities, in particular job opportunities, affects the attractiveness of these areas for newcomers. On the top of that, the continuous rise of the far right in France since the 1980s is often perceived as a political hurdle in sized cities and rural areas. However, this study shows another picture altogether. Following interviews and field visits with some 40 practitioners, the study offers an alternative picture to the stereotypes usually associated with areas. Indeed, small towns and rural areas prove to be places of hospitality. Refugees in small towns are not perceived as anonymous newcomers. Instead, they quickly become new members of the local community and receive strong support from many local residents. Likewise, in order to address specific needs of the refugees, local actors are drivers of innovation who often manage to design new solutions in an informal fashion. Of course, this positive image of the reception and integration of resettled refugees in small towns and rural areas should not obstruct the difficulties encountered such as lack of public transportation, access to healthcare, learning French. However, the strong mobilisation of local residents mitigates the handicaps of these areas. They have proved to be a powerful driver for integration. For example, access to labour market is facilitated by interpersonal networks in areas where there is a shortage of manpower. This study highlights that many obstacles to refugee integration are not specific to refugees. Lack of transportation, of doctors and of public services affect local populations all the same. But local actors proved to be innovative to address these issues for refugees and provide lessons to learn for big cities and for the future of migration policies in France. 84. Vulnerable Asylum Seekers and Irregular Migrants in Albania: Trends, Challenges, and Policy Solutions

Abstract:
During the last few years (2015-2018), Albania has witnessed an increased influx of irregular migrants entering the country, mostly via the southern border with Greece. The influx of irregular migrants intercepted in Albania during 2018 was around 5,730 foreign nationals, almost five times higher than in 2017. The share of women and children went up as well in 2018. Many migrants resort to smugglers and criminal networks to avoid detention while crossing borders illegally, often due to a scarcity of other viable and safe avenues for migration. Though Albania is considered a transit path in the “Western Balkan route”, the massive irregular flows of migrants raise the risk of vulnerable groups falling prey to human trafficking and sexual exploitation. The policy brief explores the current immigration trends in Albania and outlines some of the main challenges that the country faces, with a particular focus on vulnerable groups of asylum seekers and irregular migrants, such as unaccompanied and separated children, women, and minors who might potentially be victims of trafficking, exploitation, and abuse.

85. Towards Sustainability and Empowerment: Reforming America’s Syrian Refugee Policy

Abstract:
The number of refugees and displaced people worldwide has reached unprecedented levels. Of the world’s 68.5 million refugees and displaced people, by far the largest number are Syrian. The nearly 13 million Syrian refugees and internally-displaced persons account for sixty percent of Syria’s pre-war population. While media coverage has focused on Syrian refugees seeking asylum in third countries, such as Europe and the United States, eighty percent of the seven million externally displaced Syrians have sought refuge in the countries neighboring Syria: Jordan, Iraq, Turkey, Egypt and Lebanon resulting in an enormous strain on government services and the local economies. As an influential player in Middle East politics, the United States has a national interest in sustaining the capacity of international systems to respond to protracted refugee crises. Toward Empowerment and Sustainability: Reforming America’s Syrian Refugee Policies examines Jordan as a case study for informing U.S. Syrian refugee policy. Jordan’s experience exemplifies the myriad challenges facing neighboring countries that warrant a rethinking of America’s approach to the Syrian refugee crisis. Four recommendations for government policy makers would contribute toward more sustainable and effective U.S. refugee policies: Increase U.S. aid to fund programs that empower refugees to be economically independent in their host countries rather than indefinitely dependent on international aid. Refugees unable to survive off of limited international and domestic subsidies are forced to take their sons out of school to work, borrow money from friends and family, and marry off their daughters at a young age. Use development aid to strengthen both state institutions and the private sector. A promising model is the Jordan Compact, an agreement between the Jordanian government and several European and international non-state actors launched in 2016. Fund humanitarian projects with need-based eligibility criteria not limited solely to Syrian refugees. Increase the number of Syrian refugees admitted into the United States. Less than 100 Syrian refugees were admitted in fiscal year 2018 as compared to 12,000 in 2017.

Abstract:
There is a positive relationship between between the "Protection System for Refugees and Asylum Seekers" (SPRAR) and income growth. Hosting an additional refugee or asylum seekers as part of the SPRAR systems is associated with an additional 0.09% growth in per capita taxable income. Above and beyond the direct transfers associated with the presence of a SPRAR centre, its operation may be beneficial for the local economy of Italian municipalities.

88. Does Offshoring Asylum and Migration Actually Work?

Abstract:
As the stalemate continues over a common set of rules on asylum within the European Union, “externalizing,” “offshoring,” “outsourcing” and, most recently, “regionalizing” asylum and migration management in non–European Union countries remain on the agenda. So does offshoring actually work? This brief takes a comparative look at offshoring asylum and migration management in Australia, Spain, Tunisia, and the United States, and lessons learned for the European Union. This brief argues that government attempts to curb irregular migration may make it harder and more dangerous for those involved, but ultimately have little impact if the drivers and the demand for irregular migrants (in certain sectors of European countries’ economies, for instance) remain unaltered. Offshoring won't be the silver bullet which will solve the European Union’s migration conundrum. Instead, the notion of outsourcing asylum and migration to non-European countries, while politically expedient, will only continue to divert resources and time away from a sustainable, workable model of migration management; to undermine efforts to build genuine partnerships with non–European Union states; and to compromise European values in the process.

Despite the significant reduction of irregular migration to the European Union, the number of migrants arriving to Spain is increasing. In the national debate on this issue, the Socialist government of Pedro Sanchez faces growing criticism from both the right and the left. Maintaining the current course in migration policy will require intensifying cooperation with Spain’s European partners. The Spanish authorities will reinforce the pressure on them to increase EU financial support for southern European countries and to find a European solution to asylum.

90. The Global Refugee Crisis: Towards a Just Response

More than two-thirds (68 %) of the 24 million refugees worldwide come from just five countries: Syria (6.3 mil- lion), Afghanistan (2.6 million), South Sudan (2.4 million), Myanmar (1.2 million) and Somalia (almost 1 million) (UNHCR 2018b, p. 3). At least in three of these, there has been overt Western intervention and in four cases there is a failed developmental state. In keeping out asylum seek- ers and refugees from their territories, Western nations also forget the migration of millions of people in the 19th century from Europe to the rest of the world. Furthermore, the limits of contemporary movement of forced migrants to the West cannot be discussed without talking about slave trade, the movement of indentured labour, and the occupation of territories declared terra nullius. Contem- porary economic and political policies of Western nations and the institutions they control also need to be factored in. These historical episodes lend perspective to current numbers with refugees constituting less than 0.3 % of the world’s population (Amnesty International 2016, p. 6). Moreover, according to United Nations High Commis- sioner for Refugees (UNHCR), 85 % of the world’s refu- gees under its mandate are hosted in the Global South (UNHCR 2018b, p. 2). Against this backdrop, the author seeks to contest the justifications offered by Western com- mentators for the non-entrée or restrictive asylum regime established in the Global North. Instead, he proposes a multipronged strategy consisting of short, medium, and long-term measures to address the global refugee crisis.
