221. Smart Money on Chinese Advances in AI

Abstract:
Few countries have embraced the vision of an AI-powered future as fervently as China. Unlike the United States, the Chinese government is dedicating significant resources and attention to AI development and creating a supportive policy environment to facilitate innovation and experimentation and proactively manage risk. However, numerous misconceptions and competing narratives around China’s innovation economy have made it difficult for U.S. policymakers to understand the AI ecosystem in China and its links to AI innovation in the United States. This report seeks to improve this understanding by examining China’s progress toward achieving its four strategic goals. We find that while China’s progress towards AI leadership remains uneven, its commitment to building domestic innovation capacity could allow the country to become a world-leading AI power in the coming decades. China’s progress in AI can complement and accelerate U.S. AI development, and policymakers should avoid responding to China’s advances with counterproductive policies that undermine the U.S. innovative capacity to little or no gain. Instead, the United States should focus on developing a positive agenda for driving its own AI development.

222. Preparing for “NATO-mation”: the Atlantic Alliance toward the age of artificial intelligence

Abstract:
The unprecedented pace of technological change brought about by the fourth Industrial Revolution offers enormous opportunities but also entails some risks. This is evident when looking at discussions about artificial intelligence (AI), machine learning (ML) and big data (BD). Many analysts, scholars and policy- makers are in fact worried that, beside efficiency and new economic opportunities, these technologies may also promote international instability: for instance, by leading to a swift redistribution of wealth around the world; a rapid diffusion of military capabilities or by heightening the risks of military escalation and conflict. Such concerns are understandable. Throughout history, technological change has at times exerted similar effects. Additionally, human beings seem to have an innate fear that autonomous machines might, at some point, revolt and threaten humanity – as illustrated in popular culture, from Hebrew tradition’s Golem to Mary Shelley’s Frankenstein, from Karel Čapek’s Robot to Isaac Asimov’s I, Robot and the movie Terminator. This NDC Policy Brief contributes to the existing debate by assessing the logic behind some of these concerns and by looking at the historical record. While some worries are warranted, this brief provides a much more reassuring view. The implications are straightforward: NATO, its member states and partners should not be afraid of ongoing technological change, but embrace the opportunities offered by new technologies and address the related challenges. In other words, the Atlantic Alliance should start a new transformation process directed toward the age of intelligent machines: it should start with what I call “NATO-mation”. The goal is not only preserving and enhancing NATO’s military superiority and thus better contribute to global security in the decades ahead but also ensuring that its values, ethical stances as well as moral commitments will remain central in a rapidly- changing security environment.

223. The Brain and the Processor: Unpacking the Challenges of Human-Machine Interaction

This volume touches upon this and a set of related messages that ultimately put human beings at the very center of this transformation toward intelligent machines: one of the paradoxes of the second machine age – as Erik Brynjolfsson and Andrew McAfee call it – is in fact that the more tasks computers take over, the more important becomes the role of people.4 Technology replaces tasks, not human beings, and human beings at each round of automation specialize in the tasks with higher added value.5 In other words, technological changes tend to complement human activities, enabling people to specialise in those areas where they have a comparative advantage. However, the transition is not bereft of problems: new skills and new organizational structures are needed to exploit the potentials of new technologies. The emergence of artificial intelligence, machine learning and big data – that in this volume will be interchangeably used alongside terms such as intelligent machines – can potentially represent a major turning point in human history. For the moment, we are dealing – and we will likely continue to do so – with weak or limited AI, namely single- purpose systems, i.e. machines that may reach an outstanding performance in one realm but cannot even fulfill the most basic task in a related field.6 Strong, or general, artificial intelligence – also referred as singularity – will occur when machines will, like human beings, be able to conduct a plurality of multidimensional activities, from driving a car to empatizing with peers, from playing video games to conducting different work activities.7 The contributions in this volume attempt to map the underlying causes, direct implications and broader consequences of the transformation at hand. Their main collective value is that they adopt different, but complementary approaches that ultimately corroborate the underlying theme of the entire volume, namely that as machines become more capable and easily available, the more important become human beings. The world of defense and security often looks with both amazement and concern at other fields. It rarely, however, truly engages with them, also intellectually. Building on a conference jointly organised in December 2018 between the NATO Defense College Research Division and the Paris-based Institut de Recherche Stratégique de l’Ecole Militaire, this volume has tried to address this shortfall by bringing together defense scholars and security practioners, economists and psychologists, historians and lawyers as well as business consultants and roboticists with the goal of looking from different angles at the domain of AI and reason, together, on its possible meanings and consequences.

224. Mapping more of China's tech giants: AI and surveillance

Abstract:
ASPI’s International Cyber Policy Centre has updated the public database that maps the global expansion of key Chinese technology companies. This update adds a further 11 companies and organisations: iFlytek, Megvii, ByteDance (which owns TikTok), SenseTime, YITU, CloudWalk, DJI, Meiya Pico, Dahua, Uniview and BeiDou. Our public database now maps 23 companies and organisations and is visualised through our interactive website, Mapping China’s Technology Giants. The website seeks to give policymakers, academics, journalists, government officials and other interested readers a more holistic picture of the increasingly global reach of China’s tech giants. The response to phase 1 of this project—it quickly became one of ASPI’s most read products—suggests that the current lack of transparency about some of these companies’ operations and governance arrangements has created a gap this database is helping to fill. This update adds companies working mainly in the artificial intelligence (AI) and surveillance tech sectors. SenseTime, for example, is one of the world’s most valuable AI start-ups. iFlytek is a partially state-owned speech recognition company. Meiya Pico is a digital forensics and security company that created media headlines in 2019 because of its monitoring mobile app MFSocket.1 In addition, we’ve added DJI, which specialises in drone technologies, and BeiDou, which isn’t a company but the Chinese Government’s satellite navigation system. We also added ByteDance—an internet technology company perhaps best known internationally for its video app, TikTok, which is popular with teenagers around the world. TikTok is also attracting public and media scrutiny in the US over national security implications, the use of US citizens’ data and allegations of censorship, including shadow banning (the down-ranking of particular topics via the app’s algorithm so users don’t see certain topics in their feed). Company overviews now include a summary of their activities in Xinjiang.2 For some companies, including ByteDance and Huawei, we are including evidence of their work in Xinjiang that has not being reported publicly before. For most of these companies, the surveillance technologies and techniques being rolled out abroad—often funded by loans from the Export–Import Bank of China (China Eximbank)3—have long been used on Chinese citizens, and especially on the Uyghur and other minority populations in Xinjiang, where an estimated 1.5 million people are being arbitrarily held in detention centres.4 Some of these companies have actively and repeatedly obscured their work in Xinjiang, including in hearings with foreign parliamentary committees. This project now includes evidence and analysis of those activities in order to foster greater transparency about their engagement in human rights abuses or ethically questionable activities in the same way Western firms are held to account by Western media and civil society actors, as they should be. In this report, we include a number of case studies in which we delve deeper into parts of the dataset. This includes case studies on TikTok as a vector for censorship and surveillance, BeiDou’s satellite and space race and CloudWalk’s various AI, biometric data and facial recognition partnerships with the Zimbabwean Government. We also include a case study on Meiya Pico’s work with China’s Public Security Ministry on Belt and Road Initiative (BRI) aid projects in Southeast Asia and Central Asia. Those projects include the construction of digital forensics labs and cyber capacity training, including for police forces across Asia. We have also investigated the role that foreign investment plays in the global expansion of some of these companies, particularly in China’s surveillance and public security sector.

225. Engineering global consent: The Chinese Communist Party's data-driven power expansion

Abstract:
The Chinese party-state engages in data collection on a massive scale as a means of generating information to enhance state security—and, crucially, the political security of the Chinese Communist Party (CCP)—across multiple domains. The party-state intends to shape, manage and control its global operating environment so that public sentiment is favourable to its own interests. The party’s interests are prioritised over simply the Chinese state’s interests or simply the Chinese people’s interests. The effort requires continuous expansion of the party’s power overseas because, according to its own articulation of its threat perceptions, external risks to its power are just as likely—if not more likely—to emerge from outside the People’s Republic of China’s (PRC) borders as from within. This report explains how the party-state’s tech-enhanced authoritarianism is expanding globally. The effort doesn’t always involve distinctly coercive and overtly invasive technology, such as surveillance cameras. In fact, it often relies on technologies that provide useful services. Those services are designed to bring efficiency to everyday governance and convenience to everyday life. The problem is that it’s not only the customer deploying these technologies—notably those associated with ‘smart cities’, such as ‘internet of things’ (IoT) devices—that derives benefit from their use. Whoever has the opportunity to access the data a product generates and collects can derive value from the data. How the data is processed, and then used, depends on the intent of the actor processing it.

226. Now I Know my ABCs: U.S.-China Policy on AI, Big Data, and Cloud Computing

Artificial Intelligence (AI), Big Data, and Cloud Computing (ABC) have generated unprecedented opportunities and challenges for economic competitiveness, national security, and law and order, as well as the future of work. ABC policies and practices have become contentious issues in U.S.-China bilateral relations. Pundits see a U.S.-China AI race and are already debating which country will win. Kaifu Lee, the CEO of Sinovation Ventures, believes that China will exceed the United States in AI in about five years. Others argue that China will never catch up. This essay focuses on two issues: the comparative ABC strengths of the United States and China in data and research and development (R&D); and the emerging ABC policies and practices in the two nations. Empirical analysis suggests that the United States and China lead in different areas. Compared to China’s top-down, whole-of-government, national- strategy approach, the U.S. ABC policy has been less articulated but is evolving.

227. China’s Digital Silk Road: Strategic Technological Competition and Exporting Political Illiberalism

Abstract:
The Digital Silk Road is the component of China’s Belt and Road Initiative that aims to establish China as the global technological superpower. While the Belt and Road Initiative is generally understood to be a foreign policy initiative, it is important to view the Digital Silk Road as both a foreign and domestically focused aspect of the initiative. The first step to analyzing this component of the Belt and Road Initiative is to create a conceptual roadmap to understand the components of the Digital Silk Road. This paper argues that it comprises four interrelated, technologically focused initiatives. First, China is investing abroad in digital infrastructure, including next generation cellular networks, fiberoptic cables and data centers. Second, it contains a domestic focus on developing advanced technologies that will be essential to global economic and military power. These advanced technologies include satellite navigation systems, artificial intelligence and quantum computing. Third, because China recognizes the importance of economic interdependence to international influence, the Digital Silk Road promotes e-commerce through digital free trade zones. Last, digital diplomacy and governance, including through multilateral institutions, are key to China creating its ideal international digital environment.

Significant technological advances are being made across a range of fields, including information communications technology (ICT); artificial intelligence (AI), particularly in terms of machine learning and robotics; nanotechnology; space technology; biotechnology; and quantum computing to name but a few. These breakthroughs are expected to be highly disruptive and bring about major transformative shifts in how societies function. The technological advances in question are driven by a digital revolution that commenced more than four decades ago. These innovations are centered on the gathering, processing, and analyzing of enormous reams of data emerging from the information sciences with implications for countless areas of research and development. These advances promise significant social and economic benefits, increased efficiency, and enhanced productivity across a host of sectors.

Abstract:
Artificial intelligence (AI) technology is rapidly proliferating around the world. Startling developments keep emerging, from the onset of deepfake videos that blur the line between truth and falsehood, to advanced algorithms that can beat the best players in the world in multiplayer poker. Businesses harness AI capabilities to improve analytic processing; city officials tap AI to monitor traffic congestion and oversee smart energy metering. Yet a growing number of states are deploying advanced AI surveillance tools to monitor, track, and surveil citizens to accomplish a range of policy objectives—some lawful, others that violate human rights, and many of which fall into a murky middle ground. In order to appropriately address the effects of this technology, it is important to first understand where these tools are being deployed and how they are being used. Unfortunately, such information is scarce. To provide greater clarity, this paper presents an AI Global Surveillance (AIGS) Index—representing one of the first research efforts of its kind. The index compiles empirical data on AI surveillance use for 176 countries around the world. It does not distinguish between legitimate and unlawful uses of AI surveillance. Rather, the purpose of the research is to show how new surveillance capabilities are transforming the ability of governments to monitor and track individuals or systems. It specifically asks: Which countries are adopting AI surveillance technology? What specific types of AI surveillance are governments deploying? Which countries and companies are supplying this technology?

Over the past few years, it has become apparent that a small number of technology companies have assembled detailed datasets on the characteristics, preferences, and behavior of billions of individuals. This concentration of data is at the root of a worrying power imbalance between dominant internet firms and the rest of society, reflecting negatively on collective security, consumer rights, and competition. Introducing data sharing mandates, or requirements for market leaders to share user data with other firms and academia, would have a positive effect on competition. As data are a key input for artificial intelligence (AI), more widely available information would help spread the benefits of AI through the economy. On the other hand, data sharing could worsen existing risks to consumer privacy and collective security. Policymakers intending to implement a data sharing mandate should carefully evaluate this tradeoff.
