Abstract:
Against the backdrop of the visit to Washington by President Macron and the scheduled visit by Chancellor Merkel in an effort to persuade US President Trump not to leave the JCPOA, this article zeros in on the key issues that need to be addressed by the allies. Guided by what is not only necessary but feasible at this late stage, the topics addressed include missiles, inspections, lack of transparency, sanctions, and the sunset provisions. Everything turns on political will – if it exists, agreeing to the proposed steps should not entail a lengthy process, and implementation can realistically begin in relatively short order. Significant results will mean the international community emerges with reinforced solidarity and a strengthened JCPOA. If negotiations progress seriously on this basis, it would make sense for the Trump administration to allow additional time beyond May 12 to complete them.

Abstract:
Despite the two blows Iran sustained last week, Israel cannot afford to be complacent or overly satisfied. It will need to follow meticulously the updated policies adopted by each of the theater’s involved actors. Thus far, Israel has held separate policies regarding Iran’s nuclear program and the Iranian proxy war and malevolent influence. Now, it must develop an integrative long term policy and strive for coordinated efforts and meaningful cooperation with the United States, European countries, and the countries of the region. Operational and strategic coordination with Russia remains essential. Contending with the Iranian nuclear challenge will require the establishment of a joint “strategic early warning enterprise,” with the United States and other allies, aimed at preventing critical surprises.

Abstract:
Today, political relations between the West and Russia have entered a new mini-Ice Age, existing arms control arrangements are either dysfunctional or simply not used, and both sides are improving their military readiness. The obvious question that needs to be raised is whether, and if so how, these escalating tensions can be contained, or even reduced? This Policy Brief offers insight into the most pressing concerns, focusing on areas and issues where matters could escalate fastest. It asks what role can still be foreseen for arms control and concludes with a call for transatlantic unity and a stronger role for NATO to counter Russia’s military and geopolitical gambit. It suggests that the classic two-pronged “Harmel approach” (based on deterrence and détente) should be restored. This includes a mix of US-Russian high summitry and the revitalisation of the NATO-Russia Council as part of a broad and far-reaching (military) risk reduction process.

One of the most notable consequences of the end of the Cold War was the diminished role of nuclear weapons in international relations. The world’s primary nuclear weapon powers, the United States and the Russian Federation, made considerable reductions in their nuclear forces. The climax of the process was the New START Treaty signed in 2010. Now, the optimism that characterized the first decades of the post-Cold War era is rapidly evaporating. Geopolitical competition again dominates global and regional security dynamics. Nuclear powers are modernizing their forces and introducing novel systems that may affect strategic stability. At the same time, existing arms control regimes are crumbling. This report takes stock of recent developments in deterrence in general, and nuclear deterrence in particular. Its main ambition is to understand how deterrence has changed in light of certain post-Cold War trends. To this end, the report introduces the basic principles of deterrence. It also explores the nuclear-related policies and capabilities of the four nuclear weapon states most directly involved in European security affairs – Russia, the United States, France, and the United Kingdom. Importantly, the report also analyses the implications of the recent trends in strategic deterrence for Northern Europe. This report is part of a research project conducted by the FIIA entitled ‘New Challenges for Strategic Deterrence in the 21st Century’. The project is part of the implementation of the Government Plan for Analysis, Assessment and Research 2018.

55. The Challenge of Emerging Technologies to Non-proliferation Efforts: Controlling Additive Manufacturing and Intangible Transfers of Technology

Abstract:
Additive manufacturing (AM) machines are multipurpose manufacturing instruments that rely on the transfer of build-information in a digital form. AM is a rapidly developing technology with a growing range of applications, especially in the aerospace and defence industry. It is also generating concerns about its potential to create ways of weakening or circumventing dual-use and arms export controls. This SIPRI Paper examines (a) the state of the art in AM; (b) its ability to produce military equipment and dual-use items; (c) the application of export controls to AM and their implementation at the national level; and (d) the challenges that implementation and compliance present for governments, companies and research institutes. The conclusions summarize potential options and considerations when expanding controls on AM. This is one of two research papers that address the closely related issues of controlling transfers of software and technology and applying exports controls to AM. Taken together, the papers examine some of the most challenging issues that governments, companies and research institutes in the European Union (EU) and the wider world are facing when they seek to effectively implement dual-use and arms export controls. The papers also address a range of topics that are under active discussion within the multilateral export control regimes and in connection with the recast of the EU Dual-use Regulation. The SIPRI Lecture is an annual event focusing on major themes in peace and security. The event provides a platform for prominent global thought leaders sharing the values underpinning SIPRI, its research and other activities. The inaugural SIPRI Lecture was held in May 2018 on the theme ‘Is the world on the road to peace or war?’ in the presence of His Majesty Carl XVI Gustaf and Her Majesty Queen Silvia of Sweden. The lecture honoured HE Dr Hans Blix and his lifelong career of distinguished public service dedicated to peace, disarmament, non-proliferation and conflict resolution and was followed by a distinguished panel discussion.

Abstract:
Though much of the scrutiny into foreign interference in US political debates focuses on long-term election operations, foreign actors have now turned to social media to conduct short-term tactical operations. These operations aim to affect American attitudes toward specific US foreign and military policy, and ultimately affect the policy itself. In recent years, state actors and loosely affiliated patriotic operators have inorganically inserted themselves into the political discussion surrounding US intervention in Syria following the use of chemical weapons. Through continually evolving techniques, these “synthetic actors” are likely the main driving force behind shaping the character of the counternarrative discussion surrounding the use of chemical weapons in Syria. “All the World is Staged: An Analysis of Social Media Influence Operations against US Counterproliferation Efforts in Syria,” CNS Occasional Paper #37, seeks to analyze the tradecraft, trends, themes, and possible effects of disinformation produced by suspected synthetic actors (i.e., bots, trolls, and cyborgs) on Twitter concerning chemical weapons use in Syria. Although it is highly likely these synthetic actors exist on other social media platforms as well, this analysis focuses exclusively on Twitter, since the open nature of the platform allows for study without special access. Furthermore, we aim to improve public and academic awareness of foreign, inorganic disinformation efforts against our domestic decision-making processes. We hope that this text contributes to the efforts to prevent the erosion of the integrity of the political conversations that matter most. It concludes with salient recommendations for both policy makers and social network companies, focusing on how they can prevent synthetic actors from abusing their platforms for influence operations.

58. The Right to Bear Arms in the Virginia Constitution and the Second Amendment

Abstract:
The right to keep and bear arms in Virginia is guaranteed by both the state and federal constitutions. Article I, section 13, of the Virginia Constitution provides in part: ‘‘That a well regulated militia, composed of the body of the people, trained to arms, is the proper, natural, and safe defense of a free state, therefore, the right of the people to keep and bear arms shall not be infringed . . . .’’ The first clause dates to 1776, while the second clause was not adopted until 1971. The Second Amendment to the United States Constitution was adopted in 1791 and provides: ‘‘A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear arms, shall not be infringed.’’

Use and manipulation of the pejorative term “assault weapon” is a classic case of “an Alice-in-Wonderland world where words have no meaning.” The Second Amendment provides that “the right of the people to keep and bear Arms, shall not be infringed.” Arms, such as rifles, pistols, and shotguns, do not lose their constitutional protection because the legislature describes them with a derogatory term. Indeed, “no pronouncement of a legislature can forestall attack upon the constitutionality of the prohibition which it enacts by applying opprobrious epithets to the prohibited act . . . .”

From the founding of the Republic until the late twentieth century, rifles and other long guns were not subject to public controversy. At the end of that period, the words “assault weapon” appeared as a derogatory term in efforts to ban semi-automatic rifles. Handguns had previously been the primary target of gun prohibitionists, but the Supreme Court held in District of Columbia v. Heller that handguns are commonly possessed by law-abiding persons for lawful persons and are thus protected by the Second Amendment right to keep and bear arms.
