461. Zero: The Surprising and Unambiguous Policy Relevance of the Cuban Missile Crisis

Abstract:
Herman Kahn was one of the most eminent nuclear strategists of the early Cold War period. He advised Presidents Eisenhower and Kennedy while working at the RAND Corporation, and also wrote one of the most controversial bestsellers of the era, Thinking about the Unthinkable. Reading it is shocking even today, as one encounters the concepts Kahn made famous, such as megadeath (a nuclear war killing tens or hundreds of millions of people); escalation dominance (threatening to blow up the world if an adversary does not relent); the doomsday machine (US-Soviet nuclear arsenals that, if used, would blow up the world, no matter what leaders might desire); and use 'em or lose 'em (striking first in a nuclear war to destroy the enemy's forces). No wonder the title role in Stanley Kubrick's black satiric film Dr. Strangelove (1964) is reportedly based on the real Herman Kahn. But Kahn himself always said he was merely being realistic, facing directly the terrifying new reality created by the existence of the ultimate weapon.

Libya's borders remain largely ungoverned, and securing the periphery is among the country's greatest challenges. Weak border control allows markets in arms, people, and narcotics to thrive alongside everyday trafficking in fuel and goods, with profound consequences for the region as a whole. For Libya to create a truly effective border security strategy it must do what no Libyan government before it has done—disentangle the web of economic and local interests that fuel Libya's border insecurity.

Abstract:
This paper exploits the concept of antiproliferation to analyze the potential for mobilizing the private sector in countering the proliferation of weapons of mass destruction. Illicit trade from the international marketplace plays a direct role in sustaining the nuclear and missile programs of several countries, including Iran, in defiance of UN sanctions. These programs also profit indirectly from trade-enabling services, such as insurance, financing, and shipping. It is argued that almost all firms will work to avoid direct involvement with proliferation for a variety of reasons, but that firms often lack the systems, expertise, and information required to identify illicit proliferation-related trade.

Abstract:
Nuclear weapons have provided the foundation for international diplomacy and strategic stability for over six decades now. Their often misunderstood mission and strategic value rests in the ability to prevent, not win, major wars. This ability to deter is produced through understood capability and believable will, and ultimately rests on nuclear credibility. However, the central dilemma surrounding these weapons has always been that they provide America with both security and her only existential threat. For this reason many have tried, and thus far failed, to rid the world of nuclear weapons. The latest abolition movement, championed by former high-ranking government officials and prominent business leaders, gained momentum when President Obama declared his nuclear agenda during a 2009 speech in Prague. But his vision for a world free of nuclear weapons also came with a promise to ensure America's nuclear credibility well into the future. Often labeled a no-fail mission, producing deterrence is demanding, disciplined work with inherent risk. The addition of abolition rhetoric adds unnecessary risk in the form of mission relevance and the erosion of expertise and much needed resources for sustainment and modernization. Without significant change in the geopolitical landscape, nuclear weapons will remain a relevant portion of America's long-term national security strategy. Therefore, the burdens and responsibilities of maintaining an effective nuclear deterrent force are paramount to ensure credibility for America and her allies. Bottom line: nuclear weapons and nuclear deterrence are still relevant today and for the foreseeable future. Therefore, to maintian international strategic stability we must embrace the necessity of nuclear deterrence, develop strategic policy that supports deterrence as an essential element and adequately resource the enterprise.

466. What Friends Are Made Of: Bilateral Linkages and Domestic Drivers of Foreign Policy Alignment with China

Abstract:
With China's emergence as a global economic and political power, it is commonly assumed that its leadership's influence in international politics has increased considerably. However, systematic studies of China's impact on the foreign policy behavior of other states are rare and generally limited to questions regarding economic capabilities and the use of coercive power. This paper seeks to contribute to the literature on China's global political rise by taking a broader perspective. Drawing on voting data from the UN General Assembly for the last two decades, it explores the plausibility of different explanations for foreign policy similarity: economic, diplomatic and military linkages; domestic institutional similarities; and parallel problem‐solving processes. The logistic regression analyses find that high similarity levels correlate with shared regime characteristics and comparable patterns of sociopolitical globalization. The results further indicate that foreign aid and arms trading seem to help buy support in global politics.

467. The Politics of Contestation in Asia: How Japan and Pakistan Deal with their Rising Neighbors

Abstract:
Rising powers have attracted tremendous interest in international politics and theory. Yet the ways in which secondary powers strategically respond to regional changes in the distribution of power have been largely neglected. This article seeks to fill this gap by presenting a systematic comparative analysis of the different types of and causes of contestation strategies undertaken by secondary powers. Empirically, it focuses on two contentious regional dyads in East and South Asia, exploring how structural, behavioral, and historical factors shape the way in which Japan and Pakistan respond, respectively, to China's and India's regional power politics. The paper concludes that the explanatory power of these factors depends on the particular context: in the case of Japan, China's militarily assertive regional role has invoked the most significant strategic shifts, while in the case of Pakistani contestation, shifts in polarity have had the largest impact on the strategic approach.

Abstract:
As America ends its military commitment to Iraq and continues its drawdown in Afghanistan, a lively discussion has emerged on what future challenges the Nation faces. High on every list is the requirement to deal with a rising China. In his remarks to the Australian Parliament on November 17, 2011, President Barack Obama stated, “As we end today's wars, I have directed my national security team to make our presence and mission in the Asia Pacific a top priority.” As part of this re-balancing to Asia, the administration has stated that it seeks “to identify and expand areas of common interest, to work with China to build mutual trust, and to encourage China's active efforts in global problem-solving.” Clearly, the United States seeks prudent and coordinated political, economic, and military actions to further integrate China into the international system.

Abstract:
U.S. grand strategy, the calculated relationship between means and large ends, needs to be developed and implemented in an international legal context because of the nature of U.S. society and values, and the overriding requirement to prevent nuclear war. Since World War II, successive administrations have conceived of U.S. alliances, partnerships, arms control agreements, and international actions more generally as grand strategy. A central component of U.S. success has been creating, leading, and sustaining a minimum world order that all states have come to see as representing their core interests. International law cannot be and has never been far from U.S. policymaking because Americans have believed that it is essential to the maintenance of the minimum world order necessary for peace and the prevention of nuclear war insofar as it is possible to achieve these goals.

470. A Policy Mismatch: Canada and the United States in the Asia-Pacific Region

Abstract:
The United States and Canada have simultaneously re- invigorated their diplomatic and military postures toward the Asia-Pacific region. As two of the world's closest allies, it is worth exploring the possible synergies and tensions between their efforts to identify areas of possible policy coordination. Canada has considerable assets that could support US diplomacy in the region, including the legacy of its good offices and its close ties with the US military; however, these assets are outweighed by three liabilities. First, Canada's diplomacy to the Asia-Pacific is driven by its desire to diversify away from the US market. Although relatively innocuous in isolation, the politics of this shift, driven by growing concern in Canada about whether the United States remains a reliable market for energy exports, adds a layer of complexity. Second, Canada's closer economic ties with China could undermine its willingness to support the United States on tough regional security issues in the Asia-Pacific. Third, and related, Canadian silence about navigational freedoms, the primary security issue between the United States and China in East Asia, has not gone unnoticed. This paper argues that, on balance, Canada may not be an ideal Pacific partner for the United States.
