451. Iran's Missile Program and Its Implications for U.S. Missile Defense

Abstract:
Although plans for expanding U.S. strategic missile defenses focus on the Iranian ICBM threat, that threat is not emerging as was previously predicted. Iran conducted no long-range ballistic missile tests in 2012 and has not flown even the larger space launch vehicle that it displayed two years ago, which could have helped advance ICBM technology. Moreover, Tehran has still not decided to build nuclear weapons and continues to focus on short- and medium-range rather than longer-range ballistic missiles. It is, therefore, time to adapt U.S. missile defense plans accordingly by suspending the fourth phase of the European Phased Adaptive Approach. Doing so would remove an obstacle to negotiating further reductions in the strategic forces of Russia - the only country that poses an unambiguous existential threat to the United States.

The United Nations Security Council (UNSC) holds an open debate on the Protection of Civilians in Armed Conflict (POC) twice yearly. Following the UNSC's reaffirmation of the World Summit agreement on the Responsibility to Protect (R2P) populations from genocide, ethnic cleansing, war crimes and crimes against humanity in Resolutions 1674 (2006) and 1894 (2009) on POC, discussion of R2P has been an important component of these debates. This is reflected in government statements, presentations by the Emergency Relief Coordinator, and in the Secretary-General's 2007 report on POC where he referred to the agreement on R2P as a "cardinal achievement."

Abstract:
The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. The colloquium was off the record according to Liechtenstein Colloquium rules, and was financially supported by LISD, The House of Liechtenstein, the Government of the Principality of Liechtenstein, and the SIBIL Stiftung in Vaduz. 457. The Nuclear Security Summit and South Korea’s Growing International Role

On March 26-27, 2012, South Korea successfully held the Seoul Nuclear Security Summit. This was the largest diplomatic gathering ever held in South Korea with fifty-three countries and four international non-governmental organizations participating. Alongside the summit, President Lee Myung-bak held twenty-seven bilateral talks which helped to elevate South Korea’s international role. The Seoul Summit has been judged to have produced a more concrete outcome that has strongly supported the achievements made at the Washington Summit in 2010. The result is the Seoul Communiqué, which states that nuclear disarmament, nuclear nonproliferation, and peaceful uses of nuclear energy are the shared goals of humanity while also reconfirming the commitment to seeking a safer world for all and sharing the objective of nuclear security. Moreover, the communiqué stresses the fundamental responsibility of all countries, consistent with their respective national and international obligations, to maintain effective security of all nuclear material, which includes nuclear weapons and nuclear facilities under their control, as well as to prevent non-state actors from acquiring such materials and from obtaining information or technology required to use them for malicious purposes. The communiqué further reaffirms that measures to strengthen nuclear security will not hamper the rights of states to develop and utilize nuclear energy for peaceful purposes. With North Korea’s nuclear threat still overshadowing the Korean Peninsula, the summit had some meaningful implications. South Korea will have undoubtedly enhanced its national image from passive recipient to an active rule-maker in international norms. In preparing for the summit, the South Korea’s Ministry of Foreign Affairs and Trade (MOFAT) focused on comprehensive and action-oriented measures under the belief that by only transforming political commitments from the Washington Summit into action would guarantee the success of the summit. As a result, the Seoul Summit has demonstrated that the promises from the 2010 Washington Summit have now advanced to fruitful outcomes. The seventy-two commitments from that summit have now been almost realized with only a few still to be finalized. In addition, the Seoul Summit has proven itself to be the transition point for global nuclear security moving from political declaration to concrete implementation. The summit itself has also widened its agenda including nuclear safety, the safe use of nuclear energy and radioactive materials, therefore able to address some of the key issues raised following the Fukushima accident. Despite the achievements, some limitations are evident when looking at the preparations for the summit and its aftermath. In the build-up to the summit in South Korea, there were problems in communication between state and people. While the summit is dedicated to preventing nuclear terrorism, some questioned why South Korea was hosting a summit that did not address issues closer to home such as the North Korean nuclear issue or the U.S.-Korea nuclear energy agreement controversy. Such criticism required strong justification of why South Korea was hosting the summit. Another area of difficulty was that nuclear security itself actually lacks a clear definition even among experts. To cope with such questions, MOFAT sought for advice and creative ideas by hosting advisory board meetings during the preparation for the summit.

Finland's decision to acquire advanced semi-stealthy Joint Air-to-Surface Standoff Missiles (JASSM) from the United States is much more than an arms deal – it has significant political and regional military implications. Finland is only the second country to be approved for JASSM. No NATO country has ever received such approval. This suggests something about the closeness of the relationship between the United States and Finland, as well as something about how the United States sees European and regional defence arrangements. In the web of multilateral, multinational and bilateral relationships that Finland is weaving to enhance its security, the US relationship is a key cable The JASSM acquisition significantly changes Finland's ability to disrupt enemy activities, both within Finland and beyond its borders. Despite being a conventional weapon, it will serve as a deterrent. Finnish decision-makers have a responsibility to understand both the implications of the new capabilities, and to ensure that the continued development of the Finnish Defence Forces is not inhibited due to misunderstandings of what a modern defence requires and consists of.

460. Zero: The Surprising and Unambiguous Policy Relevance of the Cuban Missile Crisis

Abstract:
Herman Kahn was one of the most eminent nuclear strategists of the early Cold War period. He advised Presidents Eisenhower and Kennedy while working at the RAND Corporation, and also wrote one of the most controversial bestsellers of the era, Thinking about the Unthinkable (1962). Reading it is shocking, even today, as one encounters concepts Kahn made famous, like megadeath (a nuclear war killing tens or hundreds of millions of people); escalation dominance (ultimately threatening to blow up the world if an adversary does not relent); the doomsday machine (US-Soviet nuclear arsenals that, if used in a war, would blow up the world, no matter what leaders might desire); and use 'em or lose 'em (striking first in a nuclear war might be advantageous, if the enemy's forces are totally destroyed before he can launch his weapons). No wonder the title role in Stanley Kubrick's black satiric film about the end of the world, Dr. Strangelove (1964), is reportedly based on the real Herman Kahn. But Kahn himself always said he was merely being realistic, facing directly the terrifying new reality created by the existence of the ultimate weapon.
