- On April 26, 2013, the UN Foundation (UNF), Quaker United Nations Office (QUNO), the International Peace Institute (IPI), and the Post-2015 Development Team at the Executive Office of the Secretary-General jointly convened a workshop to assess the impact of conflict, violence, and instability on development. The meeting brought together members from the UN Secretariat, agencies, funds, and programs as well as outside experts to consider strategies for addressing the post-2015 development agenda.

- Among the many elements that determine the success or failure of United Nations peacekeeping operations, the effectiveness of individual peacekeepers plays a prominent, though often underestimated, role. But “effectiveness” is an elusive concept. It is the product of a number of factors, ranging from the will of peacekeepers to the quality and suitability of their equipment; from timely deployment to strategic planning; from logistics to financial support. Ongoing efforts to improve the effectiveness of UN peacekeeping cover all these areas and more, including training, as a means to ensure that UN peacekeepers are adequately prepared to accomplish their tasks.

- In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

- Meeting after North Korea had raised tensions on the Korean Peninsula in the spring, participants in the Tenth Korea-U.S. West Coast Strategic Forum focused on the implications for the Korean Peninsula of leadership changes in North and South Korea and especially China. Participants also focused on regional dynamics, including increased confrontation between China and Japan and various, sometimes conflicting, efforts to increase regional economic integration in Northeast Asia.

406. Before the Cut: The Global Politics of the F-35 Joint Strike Fighter

- The F-35 Joint Strike Fighter is a high-calibre international collaboration project that figures in many debates on the emerging structure of international politics. How and why did the U.S. government and the U.S. defence industry enter into a set of international partnerships to develop this weapon system? Conversely, how and why did the partner nations become partners, and what influence, if any, have they had on the program so far? And how have participating governments dealt with the mounting controversies surrounding the new fighter jet? In principle, collaboration projects not only cement alliance ties, but also help offset development costs and increase exports, thus lowering unit costs overall. In reality, the F-35 has so far been a boondoggle. Highly asymmetric by design, the JSF project has proven particularly challenging to partners, especially now that the program's cost overruns, delays, and performance shortfalls have become a regular news item in the mainstream media. A review of ongoing F-35 debates across partner countries suggest that evaluations based on “high politics” considerations implicating the costs and benefits of the U.S. alliance trail well behind those concerning technical issues such as cost overruns, work shares, and transfers of technology. The F-35 is a political hot potato for all participating governments, but in the absence of a fatal cut to the program made in Washington D.C., outright defections are unlikely at this stage.

- The civil war in Syria is not the first of its kind to be extraordinarily complex, violent and difficult to settle. Lasting ten times longer than international wars (on average 7 years), civil wars are the longest, and tragically, the bloodiest of all forms of human conflict. Although 2% of countries in the world are undergoing some form of civil war at any given time, the phenomenon is less studied than international wars – in part because it is so much more complex to understand, prevent and bring to an end, as the Syrian example shows.

- Since the chemical weapons (CW) attacks on the Ghouta district just outside Damascus on 21 August, political developments have taken several unexpected twists leading Syria to become the 190th party to the Chemical Weapons Convention (CWC). Russia and the United States reached agreement on a framework for the dismantlement of Syria's chemical warfare capacity, in which the Organisation for the Prohibition of Chemical Weapons (OPCW) as well as the United Nations will play central roles. Western threats of military force – although they undeniably contributed to Syria's acceptance of the deal – have receded for the time being. And while the deferral of international justice regarding the Ghouta strikes will frustrate many parties, the emphasis on disarmament may actually open up the prospect of a negotiated end to the conflict.

- The emergence of unmanned vehicles has dramatically reshaped intelligence and warfare over the past two decades. This is particularly clear in the air domain where the so-called drones have come to prominence as major force multipliers: at relatively affordable costs, they can deliver powerful surveillance capabilities, thus enhancing military planners' and political decision-makers' situation awareness and intelligence, as well as reducing troops' presence on the ground for both combat and non-combat missions. Moreover, over the next few decades, combat drones will reshape – if not completely revolutionise – air warfare thanks to superior aerodynamic, ground-attack and swarming capabilities, whatever one may think about their ethical implications.

410. The Rebalance to Asia: U.S.-China Relations and Regional Security

- Upon taking office in January 2009, Obama administration officials proclaimed a U.S. “return to Asia.” This pronouncement was backed with more frequent travel to the region by senior officials (Secretary of State Hillary Clinton's first trip was to Asia) and increased U.S. participation in regional multilateral meetings, culminating in the decision to sign the Association of Southeast Asian Nations (ASEAN) Treaty of Amity and Cooperation and to participate in the East Asia Summit (EAS) at the head-of-state level. The strategic “rebalance to Asia” announced in November 2011 builds on these earlier actions to deepen and institutionalize U.S. commitment to the Asia-Pacific region.
