Abstract:
Damascus is the Syrian regime's center of gravity. The capital of Syria has long been viewed by the rebel forces as the key to winning the war in Syria, and its loss is unthinkable for Bashar al-Assad. Thus the struggle for Damascus is existential for the regime as well as the opposition. An operational understanding of the battle for Damascus is critical to understanding the imminent trajectory of the war. This report details the course of the conflict as it engulfed Damascus in 2013; laying out the regime's strategy and describing the political and military factors that shaped its decisions on the battlefield.

The war in Afghanistan entered a new phase in 2013. It now is increasingly a contest between the insurgents and the Afghan National Security Forces (ANSF). Many within and outside the government are more optimistic about stability in the wake of a relatively successful first round of presidential elections on 5 April 2014. However, any euphoria should be tempered by a realistic assessment of the security challenges that President Karzai's successor will face in the transitional period of 2014-2015. Kabul may find these challenges difficult to overcome without significant and sustained international security, political and economic support.

These contexts demand a strategy that reduces the strength of armed nonstate groups and restores stability so governance-building activities can take hold. Lessons from a program implemented by the Natural Resources Counterinsurgency Cell (NRCC) in Afghanistan can help inform a more holistic strategy.

Former Israeli prime minister Ariel Sharon, at death's door today at age eighty-five after eight years in a stroke-induced coma, incarnated many of the contradictory dimensions of his entire country: courageous, and so unavoidably controversial; steadfast in his core convictions, yet flexible, impulsive, and even unpredictable in carrying them out; supremely self-confident, yet always acutely concerned about his country's security.

Low Salafist turnout for this week's constitutional referendum could signal a broad base of support for growing jihadist violence against the post-Morsi government. The January 14-15 referendum on Egypt's draft constitution is being billed as a referendum on the military's July 3 ouster of Muslim Brotherhood president Muhammad Morsi. Yet the vote is unlikely to alter the country's short-term political trajectory: no matter the results, the military-backed government will continue repressing pro-Morsi forces, who will in turn continue resisting a process they view as illegitimate. The extent to which Salafists participate in the referendum may have longer-term implications, however. High Salafist turnout would suggest an embrace of the Nour Party's decision to participate in the post-Morsi process, whereas low turnout would reflect strong feelings of disenfranchisement that could lead more Salafists to embrace jihadism.
