Abstract:
En los últimos años, el concepto de “Antropoceno” y sus implicaciones teórico-prácticas han permeado la Teoría de las Relaciones Internacionales, y muy especialmente los estudios centrados en la seguridad internacional. Todavía escasas, la mayor parte de las reflexiones se circunscriben a trabajos de orientación teórica, aunque cada vez son más los que exploran su potencial para comprender casos, desafíos y conflictos concretos. Partiendo de la aceptación de que la actividad humana tiene un variado y profundo impacto sobre la ecología y la geología del planeta y, al mismo tiempo, del convencimiento de que la comprensión de la seguridad internacional contemporánea exige analizar la conflictividad con una nueva mirada que se haga eco de esta realidad, este artículo ofrece una aproximación eco-crítica a la dimensión medioambiental de los conflictos del Mar de China meridional. El análisis arroja dos conclusionesprincipales. La primera es que la naturaleza no sólo no está siendo objeto de protección en el Mar deChina meridional, sino que a menudo está siendo sacrificada en aras de acciones ligadas a la conflictividad (como la construcción de islotes artificiales o la militarización) y, lo que resulta más paradójico, de iniciativas orientadas al fomento de la cooperación y la resolución de los conflictos existentes (como los acuerdos para la explotación conjunta de las reservas pesqueras o de los recursos de petróleo y gas natural). La segundaes que, pese a la mayor sensibilidad que los Estados de los actores no estatales locales y regionales frente ala agenda de la transnacionalidad y a su énfasis retórico en los aspectos no convencionales de la seguridad, las diferentes estrategias de gestión y resolución de conflictos que han impulsado estos actores durante los últimos años también han relegado a la naturaleza y a las consideraciones ecológicas a una posición marginal.

Abstract:
The geological era of the Anthropocene is expected to trigger a paradigm shift across the natural and social sciences. Within International Relations(IR), the arrival of the planetary has generated various debates that range from questioning the very future of the discipline to proposals for how to fix IR. This article takes stock of different research perspectives from three disciplines, namely IR, Earth System Sciences and New Materialism/Posthumanism. With reference to these different perspectives, it examines the ways in which peace, conflict and security are related to the Anthropocene. This panoramic overview reveals also certain demarcations between the research approaches, disciplines and study fields, and aims to trigger future research on overcoming these boundaries of thought and push the research on Anthropocene thinking further.

Abstract:
Throughout the last two decades, numerous disciplines across the natural and social sciences have witnessed the increasing influence of an emerging set of contemporary theoretical trends that delve into the entanglements between the human and its material milieu (see Haraway, 2016; Latour, 2005).Beyond rigid attributed labels, including new materialisms,Actor-Network theory, speculative realisms and object-orientedontology, amongst others, the genealogy of these theoretical movements arguably traces back to the confluence of two mutually reinforcing processes. On the one hand, the current unprecedented techno-scientific progress in areas such as Earth System Sciences and Science and Technology Studies has led to compelling narratives on unsettling events, including the potential effects of global warming as well as the uncertain future implications of developments in fields as, for instance, Artificial Intelligence. As a result of these challenges and speculations, the hypothetical finitude of the human being on the planet, far from abstract apocalyptic discourses, has become a strikingly perceptible experience. In other words, the stories about the distinctive, superior and masterful character of the human on Earth increasingly seem to fade, and its future seems unquestionably inextricable from broader beyond-the-human phenomena(see Tsing, 2015).The present age in which the human has compromised its own existence, or at least its position of dominance, to anthropogenic processes that surpass the sphere of human control has been defined by many scholars as the Anthropocene (see Crutzen &Stoermer, 2000).On the other hand, the tenets of this growing theoretical rubric claim the exhaustion and incapacity of the post-positivist paradigm, arguably the dominant register within critical theory over the last forty years, as unable to provide analytical tools that enhance the comprehensive understanding of the repositioning of the human in the Anthropocene era(see Bryant, Srnicek &Harman, 2011).To be precise, the limits of textual, discursive and semiotic methodological techniques are exposed as insufficient to capture and examine how Anthropocenic processes of transformation are reconfiguring the role of the human on the planet, let alone the relations with its environment.

6. Can adjustment costs in research derail the transition to green growth ?

Abstract:
Adjustment costs are a central bottleneck of the real-world economic transition essential for achieving the sizeable reduction of greenhouse gas (GHG) emissions set out by policy makers. Could these costs derail the transition process to green growth, and if so, how should policy makers take this into account? I study this issue using the model of directed technical change in Acemoglu, Aghion, Bursztyn, and Hemous (2012), AABH, augmented by a friction on the choice of scientists developing better technologies. My results show that such frictions, even minor, materially affect the outcome. In particular, the risk of reaching an environmental disaster is higher than in the baseline AABH model. Fortunately, policy can address the problem. Specifically, a higher carbon tax ensures a disaster-free transition. In this case, the re-allocation of research activity to the clean sector happens over a longer but more realistic time horizon, namely around 15 instead of 5 years. An important policy implication is that optimal policies do not act over a substantially longer time horizon but must be more aggressive today in order to be effective. In turn, this implies that what may appear as a policy failure in the short-run | a slow transition albeit aggressive policy | actually re ects the efficient policy response to existing frictions in the economy. Furthermore, the risk of getting environmental policy wrong is highly asymmetric and `robust policy' implies erring on the side of stringency. Details

Living through historically unprecedented times has strengthened the Toynbee Prize Foundation's commitment to thinking globally about history and to representing that perspective in the public sphere. In this multimedia series on the covid-19 pandemic, we will be bringing global history to bear in thinking through the raging coronavirus and the range of social, intellectual, economic, political, and scientific crises triggered and aggravated by it. Toynbee Prize Awardee Dipesh Chakrabarty is the Lawrence A. Kimpton Distinguished Service Professor of History, South Asian Languages and Civilizations, and the College at University of Chicago. He is a founding member of the editorial collective of Subaltern Studies, a consulting editor of Critical Inquiry, a founding editor of Postcolonial Studies, and has served on the editorial boards of the American Historical Review and Public Culture, among others. His distinctions, publications, and awards are too numerous to mention; the landmark work for which he is perhaps best known, Provincializing Europe: Postcolonial Thought and Historical Difference (Princeton, 2000; second edition, 2008), has been translated into Italian, French, Polish, Spanish Turkish, and Korean and is being brought out in Chinese. Included among his vast range of research interests are the implications of climate change science for historical and political thought and, most relevant for our discussion today, the Anthropocene.

Abstract:
Electricity is a key area in climate mitigation. The sector needs to significantly expand while transitioning to renewable production, all in an extremely short timeframe. This paper focuses on ownership and control in the electricity sector in an era of climate change. Borrowing substantially from classical American Institutionalism, heterodox theories and histories of the firm, and legal institutionalism, this paper discusses the historically constituted nature of the categories of property, capital, and the firm and how these literatures provide helpful frameworks for analyzing the recent history and possible futures of electricity sectors. A short discussion of the recent history of the German electricity sector, particularly the large utility RWE, will briefly illustrate the approach. Climate change mitigation will require revised notions of ownership and an updated theory of the firm, property, and corporate governance for the Anthropocene.

Abstract:
This opening essay has two purposes: first, to offer a small introduction to the papers by Lien, Swanson and myself that follow; and, second, to introduce Aarhus University Research on the Anthropocene (AURA) as a program for studying human-disturbed landscapes. I am in debt to Lien and Swanson for showing me catachresis as a feature of Anthropocene research. Catachresis helps me as I grope for language to describe AURA as an impossible program: a program dedicated to confusing disciplinary boundaries and to describing the challenges of life within the ruins created by modernization’s vast “improvements.” Following their guidance, I allow salmon to lead the way, saving AURA and landlocked landscapes for the sections that come after. Consider Swanson’s description of the strange Hokkaido device called an “Indian water wheel.” Hokkaido fisheries expert Ito Kazutaka visited Oregon’s Columbia River in 1886 and observed water wheels used to capture salmon; when he returned home, he combined the American technologies he noted with a Honshu-style (i.e., central Japanese rather than Hokkaido-based) fishing weir to create what he called the Indian water wheel. And what was “Indian” about this hybrid? Ito meant Native American, unselfconsciously commemorating the indigenous people whose access to salmon was interrupted by frontier-conquest technologies such as the water wheel. Certainly, “Indian” is catachresis. It usefully makes us pause. Japanese salmon are enacted in historically shifting hybrids of U.S. and Japanese frontier technologies recalled through the indigenous displacement they have in common. (In this regard, it seems useful to note that the water wheel was eventually outlawed in Oregon because it also killed off too many salmon.) Inappropriate language appropriately startles us. Connection, comparison, and displacement are wound together in forging modes of being both human and salmon; this is the condition of our times.
