11. Expanding Vistas: International Academic Mobility in Brazil

Abstract:
This study provides insight into global mobility in Brazil’s higher education sector. With support from the Australian Government’s Department of Education and Training, the IIE Center for Academic Mobility Research examines select indicators of internationalization in Brazilian higher education, including the provision of courses taught in English, virtual learning, and initiatives to support inbound and outbound student flows. The findings can help to expand Brazilian higher education institutions’ capacity to gather and report mobility data.

12. The Evolution of Korean Studies in the Philippines

Abstract:
This paper examines the evolution of Korean Studies in the Republic of the Philippines. Despite a security relationship with the United Nations Command that dates to the earliest days of the Korean War, neither the government nor academic institutions considered establishing Korean Studies programs for nearly half a century. South Korean companies invested heavily in the Philippines and other Southeast Asian nations in the 1990s, leading to the arrival of entrepreneurs, tourists, and retirees. This created a demand for Korean language education to support the increased business activities and employment opportunities that accompanied Korean investment. Although the pattern of South Korean trade and investment activity in the Philippines was similar to its Southeast Asian neighbors, the establishment of Korean Studies in the Philippines occurred later than similar programs in Indonesia, Malaysia, Thailand and Vietnam. Nonetheless, the Korean Studies programs in the Philippines paralleled the development of programs in other Southeast Asian nations with language training classes leading to broader studies of Korean history, economy, politics and culture.

n the division of labor that Craig Calhoun and I agreed upon, he's going to deal with the insidious threats, the subtler ones, the ones that are perhaps characteristic of American or North Atlantic academic life, and I'm going to deal with the straight on, in your face, “boom boom” threats that have arisen where I am in Hungary. I'm going to tell you a little narrative about what's happened to Central European University (CEU), and then I'd like to talk about a characterization of these kinds of societies. The relationship between a place like Hungary and a place like here is complex. There is a collusive relationship, a disturbingly collusive relationship between liberal democratic societies, which enjoy full academic freedom, and societies which do not. And it's that collusive relationship that I think we need to think about. That will be my headline. Most of you will know that CEU is a graduate institution offering masters and PhDs, accredited in New York state and by Middle States. We offer degrees that are accredited also by the Hungarian administration. So we're a kind of European-American institution. We're one of almost thirty institutions of higher learning around the world that have no domestic US campus. But note, this is the geostrategic implication: these institutions are now implanted all over the world in authoritarian societies where their capacity to operate freely is very much in question. So my story about Hungary is not just a story about Hungary. It's potentially a story about Egypt, about Russia, about Abu Dhabi—about all the places where American norms of academic freedom are suddenly under challenge because of the emergence of these kinds of regimes.

Abstract:
At a time when Europe faces numerous crises, there is a real need for rigorous evidence to underpin effective policymaking. However, a gap between academia and policy creates clear obstacles in the use of evidence in policymaking. Many of these enduring obstacles are manifest in the inherent differences between separate communities: academics have difficulty communicating research in an applicable manner, and policymakers, in turn, tend to focus on operational motivations. The gap widens considerably when foreign, security and defence policy within the complex institutional structures of the European Union is considered. In addition to these well known barriers to evidence-based policy, there are two more obstacles in the defence and security space: sovereignty and dispersed decision-making. A dialogue of best practices must be opened up to broker knowledge in the EU context.

A decade ago in 2007 we published a forum in International Relations of the Asia-Pacific (IRAP) on ‘Why there is no non-Western IR theory?’. Now we revisit this project ten years on, and assess the current state of play. What we do in this article is first, to survey and assess the relevant literature that has come out since then; second, to set out four ways in which our own understanding of this issue has evolved since 2007; third to reflect on some ways in which Asian IR might contribute to the emergence of what we call ‘Global IR’; and fourth to look specifically at hierarchy as an issue on which East Asian IR scholars might have a comparative advantage. Our aim is to renew, and perhaps refocus, the challenge to Asian IR scholars, and our hope is that this will contribute to the building of Global IR.

While conflict is a normal, healthy part of all communities, teaching people how to deal with conflict without resorting to violence by helping them to use new approaches to overcome barriers can be effective in bringing about progressive change.1 Educating for peace is crucial due to the normalization of violence and its influence on well-being. As a human right, students must learn about a healthy life, for everyone can be sustained without violence as a response to conflict. In peace education lessons about the sources of and responses to conflict, students analyze current problems and how they can be avoided, as well as responsibly managed. They need a vision of a peaceful future as a foundation for peacemaking and skills for constructing it.

Abstract:
The place of women in the French academic world is often analyzed through the aspects of their place in research or the evolution of women's careers in universities and centers for research. In this article, we propose to consider aspects which have been overlooked by researchers, in particular their place in governing bodies of French universities: Administrative Council, the Council for Research (Conseil Scientifique), the Council of Studies and University Life (Conseil de la formation et de la vie universitaire) and the National University Councils (Conseil national des Universités). These councils have an important role in academic careers. For example, they deliberate about promotions, they decide on sabbatical leave for research, they establish schedules for courses, and they elect researchers to various posts or positions of responsibilities. What our research shows is a very contrasted result: - the place of academic women remains deeply unbalanced in these councils at the places of governance in spite of the parity principles that were introduced by the law in 2013; - women want to be invested in the places of the decision-makers when they have the opportunity to do that. They do not shy from them as it has been suggested in previous research; - but when large numbers of them have the opportunity to secure these places, as in the National University Councils, they are relegated to administrative tasks rather than decisional and political ones.

This article reviews recent critiques of the wester-centrism of mainstream International Relations. It argues that the overriding challenge is to try to move beyond critique and to develop a global study of international relations that insists on the importance of the systemic, of the global, but that also takes the critiques seriously and builds on them productively.

This article presents a preliminary analysis of the teaching of International Relations Theory (IRT) and the use of theory in Brazilian academic research. We evaluate the teaching of IRT by analyzing courses' curricula and syllabi. Our analysis of the use of IRT in Brazilian research is based on Doctoral dissertations, CNPq-funded technical reports and papers published in Brazilian journals.
