Abstract:
The election manifestos, published by political parties before a general election, provide important information about what the countries’ domestic and foreign policies might be like. In Türkiye, it might be argued that the attitudes of political parties toward foreign policy are important to voters. Political parties in Türkiye state, in general, their approach to foreign policy in their general election manifestos. The aim of this study is related to the approaches of political parties’ foreign policy perspectives. The perspectives of political parties on foreign policy are examined through their 2023 general election manifestos. More specifically, the aim of this study is twofold. Firstly, to understand how much importance political parties give to the issue of foreign policy in their election manifestos and secondly, to examine what are the raised key issues in foreign policy within the election manifestos.

Abstract:
This article examines a pathway of the Japan-Australia “special strategic partnership” in recent years. Both countries have developed a special strategic partnership, referred to as a “quasi-alliance”. Hence, the purpose of this research is to contextualise the development of the Australia-Japan quasi-alliance from global, regional, and bilateral perspectives. Globally, the quasi-alliance has been influenced by power transition and hegemonic competition in global politics. Regionally, the quasi-alliance has been embedded into the trilateral and multilateral strategic frameworks in the Indo-Pacific. Bilaterally, the quasi-alliance has been shaped by the Joint Declaration on Security Cooperation (JDSC). Nonetheless, close security ties were temporarily adrift over Australia’s submarine deal and realigned by tangible milestones, such as the Reciprocal Access Agreement (RAA) and the new JDSC signed off in 2022. While investigating these footsteps of the quasialliance formation, this article considers whether both countries have moved beyond the quasi-alliance toward a full military alliance in the changing strategic environment in the Indo-Pacific region

Abstract:
This article analyses the changing dynamics in Turkish-Russian relations during the Syrian civil war. The Syrian civil war has had a significant impact on relations between Türkiye and Russia. Initially, at odds over Türkiye’s support for Syrian opposition forces and Russia’s support for the Assad regime, tensions peaked when the Turks shot down a Russian warplane. This paper argues that Türkiye’s security concerns, including threats from the Syrian regime and the PYD and Russia’s desire to remove obstacles to its national interests in Syria, have led to strategic cooperation between the two countries. Russia’s pragmatic approach to Türkiye’s security needs and its military dominance in Syria encouraged Türkiye to cooperate with the Russians. This cooperation, evident in projects such as the Astana process and arms deals, was also seen as an opportunity by Russia to weaken NATO and strengthen the Assad regime.

Abstract:
The main object of this investigation into Portuguese neutrality during the Second World War is to understand the reasons that led to the choice of neutrality and how the conceptual elements of the Foreign Policy Analyses and the historical events relating to the conflict conditioned the decision-making process. Portuguese foreign policy decision. Portuguese foreign policy under Salazar followed a set of guidelines that were based on norms and intangible elements, which allowed the regime to carry out its mission of ensuring its autonomy on the European continent and, simultaneously, guaranteeing the security of the colonies located in the rest of the world. The Portuguese option for neutrality is conditioned by a vast series of internal and external constraints, as well as an ideological coherence that is somewhat standardised in relation to previous events, where sometimes a lack of information and uncertainty regarding the other parties demolish ideal premises of the Rational Actor model. In the Portuguese case, as it was an idiosyncratic dictatorship in which the head of government centralised all the main decision-making powers within himself. However, he surrounded himself with capable elements and an information network, which excelled in bilaterality, to help with the decision-making task. Portugal had to position itself in the face of the conflict, and this highlights the alliances to which it was linked and which would influence decision-making. Salazar was aware that he could not marginalise Spain or ignore the importance of Great Britain.

Abstract:
The European Union depends on safe oceans for economic development, free trade, transport, energy security, tourism and a good marine environment. Maritime security stresses the importance of protecting the maritime domain from numerous threats, including disputes between states and various forms of transnational crime, but also the need to ensure a good order at sea, which is mandatory for the wellbeing and prosperity of the citizens. This paper aims to analyze the global maritime security production strategy followed by the European Union in Africa in the last decade and how it has influenced the protection of its member states’ interests in two of the most relevant maritime regions – the Horn of Africa and the Gulf of Guinea. We argue that the EU has, in recent years, become a relevant global coproducer of maritime security in Africa and has even sought to strengthen its role in this area.

Abstract:
AKP's rise to power in Turkey brought economic development and the reexamination of the country's self-perception. Erdoğan's foreign policy aimed to develop relations with Middle Eastern countries so that Turkey could become the region's leader. This article focuses on Turkey's relations with Egypt within the Regional Security Complexes Theory framework. It argues that the rise of Turkey's influence and power led to new alignments between the region's countries. Following the coup led by General el-Sisi, Egypt became hostile to Ankara and sought allies to help it counterbalance Turkey. Thus, it began cooperating with Greece and Cyprus, states that do not belong to the Middle Eastern RSC. This new alignment then slowed down the process of normalisation of ties between Cairo and Ankara, which became possible only after both countries experienced economic problems, and the regional climate changed after the blockade of Qatar ended.

Abstract:
During the last two decades, key reforms in social, economic, and political structures have elevated Turkey into a rising regional power. In the Middle East, the increasing influence of Turkey for a better part of the last two decades has been reinforced by its humanitarian oriented foreign policy. Whereas this transformation is extensively attributed to the reform agenda by the Justice and Development Party (AKP), the last decade has proved to be challenging for Turkey’s foreign policy stance. Regional dynamics, such as the Syrian civil war, Qatar crisis, and the Kurdish question, have influenced Turkey to gradually shift from its previous subtle to a more assertive foreign policy. Additionally, the frequent domestic political challenges and economic pressure on the AKP government have only pushed Turkey further towards a more assertive Middle East foreign policy. This article examines how regional and domestic political developments are influencing Turkish foreign policy approach. The analysis will attempt to provide a comprehensive perspective on why Turkish geopolitical engagement and an increasingly assertive foreign policy that is characterised by unilateralism particularly in the pursuit of national and regional security is leading to its isolation.

Abstract:
This paper argues that two incidents in the terrorism of Boko Haram primarily attracted the attention of the international community. First, the mass abduction of the Chibok schoolgirls by the group and secondly, the pledge of allegiance by Islamist sect to the Islamic State group in the Middle East. It is against this background that this study examines the interventions of the United States, France and Russia in the counterterrorism operation in Nigeria. It contends that while their responses have only had a slight impact on the war against terrorism in the country, they have had ramifications for Nigerian foreign relations. The paper shows that the wavering attitude of the United States to the war based on human rights issues, strained US- Nigerian diplomatic relations, while France’s participation further helped to improve Franco-Nigerian relations.The involvement ofRussia, which primarily revolved around economic imperative, reignited the largely lukewarm Russo-Nigerian relations.

Abstract:
Students of International Relations (IR) and Foreign Policy Analysis (FPA) have been confused as to what factors influence foreign policy. FPA focuses mostly on human decision-makers. However, generally speaking, IR theories, realism in particular, instead have focused mostly on the nation-state as the level of analysis to explain foreign policy or foreign policy behaviour. Both fields have found shortcomings within each other. The author of this article, however, applied a number of decision-making approaches from FPA to inform his study of George W. Bush, Barrack Obama and Donald Trump Administrations’ decision-making towards Afghanistan and the broader region and found the discipline of FPA to be extremely helpful. Based on the personal experience of the author, this article attempts to provide a comprehensive introduction to FPA with the aim that students of IR and FPA learn answers to the following questions: What is FPA? How is FPA different from IR? How can decision- making approaches from FPA be employed to inform a foreign policy choice? What (and how) methods can be used to access primary and secondary sources? What are the weaknesses of FPA and is it applicable as an analytical framework outside of the United States (US) or the West (in a country like Afghanistan)? The main objective is to make it easier for students to learn how to apply approaches from FPA as analytical frameworks to analyse a foreign policy decision.

Abstract:
Being the most populous country and the second biggest economy in the world, the People’s Republic of China is under every aspect one of the most important players in today’s international system. As every great power, China acts rationally in its foreign relations, and, doing so, it follows what has been labelled as a “Grand Strategy”. The aim of this paper is to analyse Chinese Grand Strategy in a practical perspective; in particular, it will be discussed how the Shanghai Cooperation Organisation (SCO) fits in Beijing foreign policy and in its Grand Strategy. The paper moves from a working definition of Grand Strategy, to suddenly analyse how and if the different aims and goals of the SCO are aligned with China’s interests and long-term objectives.
