Abstract:
The crisis in Ukraine has turned the tables of the post-Cold War relationship between the United States and Russia. The ongoing transformation can result in a number of outcomes, which can be conceived in terms of scenarios of normalisation, escalation and 'cold peace' - the latter two scenarios being much more probable than the first. NATO ought to shore up its defences in Central and Eastern Europe while Washington and its allies engage in a comprehensive political strategy of 'new containment'. This means combining political and economic stabilisation of the transatlantic area with credible offers of benefits to partners in the East and pragmatic relations with Russia which are neither instrumentalised (as was the case with the 'reset') nor naïvely conceived as a 'partnership'.

Abstract:
Italian armed forces have undergone important transformations since the end of the Cold War. Exogenous changes in the strategic and operational environment have driven a reshaping of armed forces in all NATO countries, but the differences between the national responses that have emerged has not always been thoroughly analysed. Deep restructuring in military doctrine, field experience linked to intense force deployment and budgetary constraints interact in shaping the direction of transformation, sometimes in ways that deviate from classic hypotheses on what drives change in the military. The picture that emerges is a complex one, where relevant innovations co-exist with the persistence of problems that call into question the sustainability of the Italian defence model.

Abstract:
Fifteen years ago, the European Union (EU) launched a Common European Security and Defence Policy (CSDP). Since then, the CSDP has been the focus of a growing body of political and scholarly evaluations. While most commentators have acknowledged shortfalls in European military capabilities, many remain cautiously optimistic about the CSDP's future. This article uses economic alliance theory to explain why EU member states have failed, so far, to create a potent common defence policy and to evaluate the policy's future prospects. It demonstrates, through theoretical, case study-based and statistical analysis, that CSDP is more prone to collective action problems than relevant institutional alternatives, and concludes that the best option for Europeans is to refocus attention fully on cooperation within a NATO framework.

Abstract:
The EU and the US, mainly through NATO, have been successful in securing peace and prosperity in Europe during the Cold War and in promoting peace beyond Europe after 1990. With the emergence of new powers and the rise of multipolarity, however, it is no longer apparent that transatlantic relations are indispensable and ways must be found to make sure that the relationship remains relevant. The EU and the US currently relate poorly to each other and as a result do not obtain the best possible outcome from their combined resources. Two elements are key to improving transatlantic relations: an inclusive policy towards Turkey (in the strategic interests of both the EU and the US) and more permanent and workable structures suited to the realities of the 21st century.

Abstract:
The 2010 Strategic Concept reaches an equilibrium among different Allies' views by rejecting extreme options, combining 'regional' and 'global' elements in a new common ground, and setting up flexible guidelines for NATO's future evolution. It is the result of 20 years of transatlantic debate over NATO's role and geographic reach, and represents a significant step forward with respect to the previous Strategic Concept approved in 1999.

Transatlantic relations are in flux: NATO's struggle for self preservation; the diminished importance of Europe in American geopolitics; the semi-failure of European foreign policy integration; and the absence of a grand bargain among Europe's leading powers. These four trends are making the current transatlantic order unsustainable. But if the international system becomes multipolar, will the "West" be one of the poles? These developments can be assessed by applying the "transatlantic bargain" as a conceptual lens through which to select and assess information. The result is that the dynamics of multipolarity could spell the end for the "transatlantic West".

Abstract:
Contrary to popular belief, the number of conflicts and the number of casualties, refugees and displaced persons resulting from them has fallen dramatically since the end of the Cold War. Previously, with neither superpower wanting a dispute to be settled to its disadvantage, conflicts dragged on indefinitely or were permanently frozen. After 1989, dynamics changed and international interventions began to pursue more far-reaching objectives: to disarm combatants, promote civil society, restore the economy, etc. Nation-building thus replaced inter-positional peacekeeping as the dominant form of international intervention with such missions becoming larger, longer and more frequent. The UN's success rate, as measured in enhanced security, economic growth, return of refugees and installation of representative governments meets or exceeds that of NATO- and EU-led missions in almost every category. It is time, therefore, for Western governments, militaries and populations to get over their disappointment at the UN's early failures and begin once again to do their fair share in these efforts.

Common wisdom is that NATO's future hinges solely on the outcome of the International Security Assistance Force mission in Afghanistan. While the state of Afghanistan will impact the future of the Alliance for better or for worse, it will not be the sole or even primary factor to influence the future of NATO. In many ways, Afghanistan has become an excuse for the Alliance to ignore some of the in-built problems of the organisation. The allies' inability to define clearly the nature of the Alliance and its core missions, a lack of capability and poor funding, topped off by exceedingly weak and troubled relations with other international organisations, particularly the European Union, all pose significant challenges that the alliance must address to remain relevant, coherent, and equipped to engage effectually in future operations.

10. US Military Bases in Italy: In Keeping with International Law? Still Needed?

Abstract:
The end of the Cold War brought about a change in US basing policy in Italy. Some bases were dismantled, while others, like the one in Vicenza, were strengthened raising considerable local protest for environmental reasons. The article examines whether agreements establishing the US bases have a solid foundation in the Italian Constitution and whether the weapons detained there are in conformity with the disarmament treaties binding Italy. Since the bases are now employed for NATO "out-of-area" operations and have become a part of the US strategy of "war on terror", they inevitably influence Italy's foreign policy and its option to stay out of ongoing conflicts. The article also considers the continuing need for US bases from the point of view of Atlantic solidarity.
