11. Trump and Palestine: The Crowning of an American Approach

Abstract:
The American approach to the problem of Palestine long rested on several recognizable pillars: a basic sympathy with the Zionist program, a sincerely felt belief that Palestinian Arabs had largely been victimized by historical forces that the United States itself had found it necessary to serve, and an unstated—but real—feeling of guilt over the key role Washington played in the 1948 birth of the Jewish state. Donald Trump’s presidency upended the long-held US posture on the Palestine issue, making Washington far more amenable to Israel’s growing appetite for Arab Lands taken in 1967. In his first two years in office Trump instituted a series of administrative and economic measures apparently designed to force the PLO’s acceptance of a still-unannounced peace plan. This article suggests that Trump’s strategy will fail.

Abstract:
India’s relations with Communist China have evolved through various twists and turns. India’s lack of realist approach and naiveté about emerging global politics helped China in gaining an upper hand over India in achieving regional dominance particularly displayed through the bilateral disputes over the border determination. While the defeat of 1962 is a distant past, it has continued to wield great influence over India’s overall approach towards China. This article, thus, goes for a reappraisal of the border issues which have and still continue to influence Indo-China relations.

Abstract:
A narrative of India’s foreign policy would unambiguously outline its ascendance as a deserving major power in world politics. A theoretical, structure-agency reading of foreign policy however reveals a complex interplay of factors behind India’s rise; evolving material capabilities and power, and normative and ideational forces. From its inception as a sovereign state, India envisioned itself as a great power even though there were considerable obstacles to this. Despite India’s meteoric rise in the post 1998 period, it has not succeeded in translating its material preponderance into either strategic consensus or astute leadership of the sub-continent. The chief argument of this article is that India serves as a test case for the foreign policy of a state being compulsorily structured by the complex interaction of systemic forces on one hand, and agential actions on the other.

Abstract:
La política exterior estadounidense ha sido estudiada desde múltiples perspectivas, sin embargo, el de las ideologías que marcan los debates de su política exterior y condicionan el proceso de toma de decisiones ha sido abordado de manera muy reciente. El artículo analiza el rol de cuatro de estas corrientes ideológicas: los realistas, los neoconservadores, los liberales intervencionistas y los jacksonianos, centrándose en la política exterior estadounidense de la posguerra fría y, concretamente, en las Administraciones de Obama y Trump y sus respectivos debates y procesos decisorios.

Abstract:
Si los neoconservadores se significaron por su obstinada y radical oposición a la política exterior de Barack Obama, su crítica al desempeño presidencial de Donald Trump no puede decirse que sea de menor entidad. Los neoconservadores consideran que la irrupción política del magnate supone una amenaza para la democracia americana, implicando, asimismo, una deriva de importante calado en el seno del Partido Republicano. A partir de un análisis comparativo entre las ideas fundamentales del ‘trumpismo’ y del neoconservadurismo, este artículo se centrará en estudiar cómo, según la visión neoconservadora, la ‘America First’ foreign policy, al claudicar de las responsabilidades globales de los Estados Unidos, pone en peligro el orden mundial liberal y, en última instancia, la seguridad americana y la seguridad internacional. Finalmente, se prestará atención a la existencia de ciertas coincidencias entre Trump y los neoconservadores y se valorará la posibilidad de una relativa influencia neoconservadora en determinados ámbitos de la política exterior de los Estados Unidos.

Este artículo analiza el papel que el islam ha jugado en la política exterior de Marruecos sosteniendo que ha sido utilizado como un recurso ideológico al servicio de una política exterior cuyo proceso de tomas de decisión es monopolizado por la Monarquía. En las relaciones exteriores Marruecos ha utilizado el islam como un instrumento para ganar influencia internacional a través de tres vías principales: la explotación de la legitimidad religiosa de sus soberanos; la exportación de un modelo de islam caracterizado por su apertura interpretativa; y moderación y la utilización de los lazos mantenidos con el exterior por organizaciones trasnacionales arraigadas en el país como la cofradía Tiyaniyya

Abstract:
Uno de los pilares en los que se ha basado la política regional de Egipto desde que en 1979 firmase el tratado de paz con Israel, ha sido su voluntad de jugar un papel de mediador entre israelíes y palestinos. En este artículo se analiza cómo desde la época de Hosni Mubarak el régimen egipcio se ha servido, tanto a nivel regional, internacional e interno, de su papel de mediador en el conflicto palestino-israelí. Este rol ha sido usado no sólo para su reconocimiento hacia el exterior sino también como instrumento de legitimación ante su opinión pública. Ni siquiera bajo la presidencia del islamista Mohamed Morsi (2012-2013) se produjo un realineamiento radical a nivel regional. A partir de 2013, con la llegada al poder del militar Abdel Fattah Al Sisi, los vínculos con Israel se han estrechado a distintos niveles. Se analiza, también, si en el Egipto post-Mubarak, la oposición política y la sociedad civil han mantenido la tradicional movilización por la causa palestina como forma de aumentar su visibilidad pública, habiendo sido esta “tolerada” previamente para que actuase como válvula de escape.

18. Challenges for the Republic of China: Diplomatic Relations within Latin America after the Regime Rotation in 2016

Abstract:
Due to the policy of “diplomatic truce” during the presidency of Ma Ying-Jeou, and the good will of mainland China, from 2008 to 2016, generally speaking, the number of ROC’s diplomatic allies remained stable, except in November 2013, when Gambia cut its diplomatic relations with Taiwan. However, since President Tsai Ing-wen took office in May 20, 2016, some changes are expected in cross-Strait relations between Mainland China and Taiwan, given the reluctance of President Tsai to express her support to the 1992 Consensus, and the previous reactions of Mainland China. Nowadays, among the 20 ROC diplomatic allies, 11 are located in Latin America. This article tries to respond to the following questions: Is it possible to go back to the bilateral diplomatic competition for recognition by different ally countries, like that maintained during the governments of Lee Tenghui and Chen Sui-bian? Will Mainland China intend to seize more countries that maintain diplomatic relations with Taiwan in order to press Tsai for closer cross-Strait relations? Will the Taiwan´ diplomatic allies in Latin America turn to Mainland China, accepting its offers and incentives?

Abstract:
This article compares the approach followed by Mainland China and Taiwan in their economic relations with Mexico. Both sides of the Taiwan Strait have developed an interest in Mexico as an export platform to North America and the Western Hemisphere. The Mexican influence over Central America is also valued by both Beijing and Taipei. However, due to their disparities in economic and political development, the authorities and businessmen in the mainland and Taiwan have chosen different paths to conduct their interactions with Mexico. On the other hand, the deep economic integration between China and Taiwan, particularly the important investments made by Taiwanese firms in the mainland during the past three decades, have had a considerable impact on their trade with Mexico. The latter’s trade deficit with the PRC cannot be explained without the role played by enterprises from Taiwan, who continuously seek to remain competitive internationally.

Abstract:
The present article tries to examine India’s initiatives in the region in the context of the emerging regional geo-strategic landscape. With an aim to enhance political, economic and strategic ties, India’s policy towards the region has moved from ‘Look North’ to ‘Connect North’. Notably, the full membership of SCO offers India greater synergies to play a more active role in the region. India is, thus, all set to build more meaningful partnerships with the region in the context of new geo-political changes shaping Central Asia. More importantly, the region is seeking India to play a more active role. It is argued that the beginning of a new era of cooperation initiated by PM Modi can only be sustained if New Delhi continues to implement its various agreements and commitments. While building stronger bilateral ties with the region is important, working closely in the regional groupings will also help address regional economic and security challenges
