21. Visegrad Group as institution for Central European cooperation: Ups and downs of small international organizations

Abstract:
Central Europe has always been an integral part of all processes on the European continent. Nowadays, more than 30 years after the fall of the Iron Curtain, Central Europe has broad opportunities for cooperation in all areas and is fully integrated into various regional and international organisations. Using qualitative methods—analysis and comparison with combination with the theory of social constructivism—help us understand the social phenomena of cooperation among states. Based on social constructivism theory, our article elaborates on the factors of cooperation between individual states, focusing on the cooperation of the Visegrad Four (V4) countries in Central Europe. We examine the factors leading to the establishment of V4 cooperation, its form, and specific features related to the European Regional Security Complex, as well as future challenges.

Abstract:
The European security environment has changed and the EU has become more independent in its security policy. New threats faced by the EU in 2014 (the migration crises) and other remaining threats (such as terrorism, organised crime, piracy) need solving by its greater involvement in the region. One problem that the EU tries to solve is the inconsistency of member states in security issues. In this article, we focus on the V4 group and their opinions towards EU security. This article examines strategies adopted by small/new EU member states to protect European borders and European territories and regions outside the EU that affect their security. For a long time, the V4 countries only participated sporadically in EU missions. The article shows what changes took place and what were the reasons for the decision to participate or not in the EU activities. The article raises the question of whether the showthe-flag strategy adopted by the V4 countries and their participation in EU missions is relevant for ensuring European security nowadays.

Abstract:
Europe has undergone various security changes in the past and needs to prepare itself for managing the present and future security challenges appearing on the horizon. Within Central Europe, we can see a significant change in its security orientation and a gradual development by continuous involvement in security initiatives such as the current EU-led PESCO. This article aims to show the present Visegrad Group (V4) interest in maintaining an autonomous European security, as well as to analyse the current possibilities and security capabilities of Central European countries. The V4 countries are an important part of NATO and the European Union, even though they are small to medium-sized countries with limited security capabilities. Participation in the creation of collective security under NATO has a stable, several-year position in the countries, but the European Union is on the rise in its security agenda, and that is assumed by the V4 countries with its participation in EU initiatives such as PESCO and the integrated involvement of the V4 in ongoing military projects.

Abstract:
After the fall of communism, Central Europe (CE) was a region with relatively high US interest and support. Washington supported the NATO membership of CE countries, provided financial as well as technical assistance to the region and several American high-positioned political representatives visited the region. However, during the last few years, it is evident that CE is a space where the Russian and Chinese presence and influence have been risen. The present article analyses several questions aiming to scrutinize the Russian and Chinese presence and activities in CE, particularly, when and how Russia and China penetrated into CE, what are the consequences of the rising Russian and Chinese influence and who are the supporters and opponents of Moscow and Beijing in CE. The article concludes that, the main competing actors in CE are Washington and Russia, while China profits from the US-Russia clash. While the US and Russian interests are dominat in security and political issues, China aims to penetrate CE economics.

Abstract:
This article departs from liberal institutionalism theory which argues that security sector reform is an important element to guarantee community security in post-conflict state. Nevertheless, this article discovers that Security Sector Reform run by the United Nations in Timor Lester from 2000-2012 failed to provide effective community security. While the people of Timor Leste have their own perceptions about the meaning of security, religious and cultural institutions, the church and "uma lisan" have provided mainly social protection and mechanisms for conflict resolution. Based on in-depth interviews with 15 key informants and survey to 100 respondents during the field research in Dili, this article suggests that the security role of the church and "uma lisan" has substantially substituted the ineffectiveness of the international and state-led security institutions during the United Nations mission in the country.

Abstract:
In the past few decades, the Malaysian government has seen a serious securitization of migration related to the “threat” posed by illegal immigrants. This perception arose due to a flood of illegal immigrants in Malaysia have begun to show a negative impact, given the fact that many of the illegal immigrants are involved in crime and there is a strong perception of threat to Malaysia's national security. This policy is considered effective and it has been proven that the issue of foreign migrants has become a serious discourse in the Malaysian community and government. In this wake, this article explores how the Malaysian government behaves related to securitization in the context of the narrative of the law. This kind of study is still rarely done, although it is critical, since it is basically the real attitude of a country in fighting for its national interests. The article tries to explore of policies implemented by the Malaysian government, especially during Najib Razak administration, in securitizing the issue of illegal immigrants. And it tries to answer the fundamental questions posed by the theory of securitization regarding who the securitization actors are, why, for whom, and what the results are.

27. The two Koreas´ Relations with China: Vision and Challenge

Abstract:
The relationship between China and the two Koreas can be considered as a friendship that is not completely reliable. North Korea and China have been considered strong allies by the outside world, but questions arise nowadays about whether that relationship is based on a true friendship. The relationship between South Korea and China is a somewhat ambiguous one. There exists a complex situation and dilemmas in that trilateral relation. This article examines the current trilateral relations between China and the two Koreas in order to draw the position of each other. For this purpose, we explore three different approaches: China´s position toward North Korea and South Korea; the position of the two Koreas toward China and their defence; and the regime survival of North Korea and the political and economic interests of South Korea. The analysis of the relationship between China and the two Koreas is based on the context of a shared history, culture and the rapidly changing international economic and political situation together with the regional security hazards caused by the nuclear weapons essays and missile tests of North Korea.

Abstract:
Continuing tension and competition among Northeast Asian countries complicate the degree to which North and South Korea can actively garner support from regional powers. The involvement of regional powers has not been effective means to overcome the status quo. Bilateral negotiations between North Korea and the United States, while critical for tension reduction in the region, have not been able to produce an agreement. Instead, international institutions from outside the region may be able to help negotiate a peace agreement that brings acceptable levels of security to all parties involved. This article examines the past and future roles of international institutions located outside of the region -- notably the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). Exploring the relations of the EU and ASEAN with the two Koreas, the article assesses their potential as mediators in the process of creating a lasting peace between the Koreas.

Abstract:
Following the so-called Arab Spring, the strategic situation in the Middle East has been one of disorder. A series of critical, complex and interrelated security failures have resulted in chaos and bloodshed unprecedented even for a region with Middle East’s history and legacy. The demand for intervention has been high but the response has been very low. In such an unchartered and rapidly deteriorating regional security setting, this paper argues that the conspicuous absence of US hegemonic engagement has allowed for the return to overt regional balance of power strategies and proxy conflicts. Our hypothesis is that a regional balance of power and the resulting order (or disorder) heavily depends on the type of great power regional engagement. In such a context, the “hands off” or non-hegemonic approach that characterizes US strategy since the Arab Spring eruption has heavily contributed to a highly disorderly regional balance of power landscape. In the absence of US hegemonic involvement, revisionist threats emerge and local rivalries intensify.

Abstract:
Si los neoconservadores se significaron por su obstinada y radical oposición a la política exterior de Barack Obama, su crítica al desempeño presidencial de Donald Trump no puede decirse que sea de menor entidad. Los neoconservadores consideran que la irrupción política del magnate supone una amenaza para la democracia americana, implicando, asimismo, una deriva de importante calado en el seno del Partido Republicano. A partir de un análisis comparativo entre las ideas fundamentales del ‘trumpismo’ y del neoconservadurismo, este artículo se centrará en estudiar cómo, según la visión neoconservadora, la ‘America First’ foreign policy, al claudicar de las responsabilidades globales de los Estados Unidos, pone en peligro el orden mundial liberal y, en última instancia, la seguridad americana y la seguridad internacional. Finalmente, se prestará atención a la existencia de ciertas coincidencias entre Trump y los neoconservadores y se valorará la posibilidad de una relativa influencia neoconservadora en determinados ámbitos de la política exterior de los Estados Unidos.
