Abstract:
In recent years the world has become gripped with concerns about climate change and its impact on Arctic ice as well as the perception that increasing global energy consumption might surpass the capacity of energy markets. These seemingly unrelated issues come to a nexus in the Arctic region since melting ice coverage has led some analysts to believe that previously inaccessible oil and gas deposits may now be accessible permanently or periodically. Successful development of these reserves would help to alleviate the pressure on the global oil and gas markets and potentially enhance energy security as a result.

Abstract:
Drive down Wellington Street, past the Parliament Buildings and, almost directly across from the Supreme Court are a pair of buildings buttressing both sides of Lyon Street. Built in the aftermath of World War II, the East and West Memorial Buildings once housed the Department of Veterans Affairs. Their architect had a sense of both history and the neighborhood. It is reflected in their chateau style, copper roofs and stone facing – not the usual cinder-block approach of later government buildings. Spanning the street and connecting the two buildings is an Arch.

Abstract:
By definition, an armoury is a building used primarily for storing arms and military equipment, especially one which serves as headquarters for military personnel. Thus, an armoury is a military structure or facility where weapons and equipments for the use of the armed forces are stored. It is also a complex constructed for repairing, receiving, storing and issuing of weapons and ammunition. Ammunition is a generic military term meaning an assembly of a projectile and its propellant. If a disaster is broadly defined as an unexpected, low-probability, high-impact event that threatens the viability of an organisation or community and characterized by ambiguity of cause, effect and means of resolution, then an armoury disaster can be defined as an unexpected, high-impact rapidly disruptive event caused by the detonation of high caliber, sensitive, stored military weapons, which are neither risk-free nor immune from unintended consequences. Furthermore, an armoury disaster can also mean sudden widespread or localized military weapon/arsenal or ammunition-related occurrences or accidents.

In April 2010, the Centre for Military and Strategic Studies (CMSS) convened a conference, Canadian Reserves on Operations: Lessons Learned, in cooperation with the Chief, Reserves, Canadian Forces and the Canadian Defence Foreign Affairs Institute (CDFAI). The CMSS would like to thank its sponsors, the Canadian Forces, the Security and Defence Forum of the Department of National Defence and the University of Calgary for their generous support of this project. This conference examined the current roles of the Canadian Forces (CF) Reserves in all aspects of Canadian defence, with special reference to the current tempo of operations. Military and academic experts from across North America discussed the challenges faced by CF reservists, within both their military and civilian careers and lives, especially the issues of sustainment and retention within the framework of domestic and international or expeditionary operations. Discussions between panelists and participants, especially several young reservists in the audience, were open and frank.

Abstract:
On the global stage, Canada holds a special status in many ways. This comes from a peculiar combination of Canada's geography, population and history on the one hand and its position vis - à - vis the rest of the world and especially the rest of the West on the other. It is the second largest country in the world and yet has a relatively low population of about 34 million based on the 2009 UN estimation. This latter characteristic can be seen as one of Canada's main strategic challenges in the path of becoming a major player in global affairs. A country with significant reservoirs of natural resources, Canada has been trying to add to its pool of human resources by admitting over six million migrants based on United Nations (UN) 2006 estimations. Although there have been vigorous debates in the country about immigration and the notion of multiculturalism, Canada has been relatively more successful compared to most (if not all) European countries in enriching its social tapestry through embracing more tolerant policies towards immigration. This has rendered Canada better - positioned to address inherent challenges in opening the doors to people of various cultures and ethnic backgrounds. Despite the lack of a major or urgent security threat, Canada is an integral part of NATO, one of the most enduring security organizations in recent history. Still, it has not come under fire, by and large, for being an arrogant power. It is an important part of global economy as according to the World Trade Organization: in 2007 Canada was the tenth largest exporter and the tenth largest importer of merchandise in the world. The same report estimates that excluding the intra - EU trade; yet, in the same year, Canada was the fifth largest exporter and the fifth largest importer of merchandise in the world. Despite this high profile in global trade, Canada's external image does not severely suffer from a record of colonialism (in contrast to Europe or Japan), neither has it been accused of neo - colonialism (in contrast to the United States or China.

Before I begin, I should qualify my remarks by stating that my work has predominately focused on the treatment and rehabilitation of released or about to be released members who have serious, complex or chronic mental health problems arising from their service. Opening and operating one of the Operational Stress Injury Clinics under contract to Veterans Affairs Canada has been very rewarding experience and the professional highlight of my career. My interaction with, and understanding of, the Canadian Forces, its medical system, Reserve units and Military Family Support Centres and Integrated Personnel Support Centres has been via that that frame of reference. It's important to remember that my comments arise from that experience and are given through that lens. I am very aware that I am speaking as someone who is somewhat an outsider to the Canadian Forces, and am less informed than you about many things that are happening within the CF. Nevertheless I hope that my comments and observations will be complementary to the other voices you have heard, and of some value.

I will look at a topic that was touched on somewhat obliquely yesterday, namely what the implications are of the current and anticipated pace of Reserve service for deployments and training for both Reservists and their civilian employers. I will concentrate on the more theoretical and strategic aspects, including giving you some details on Job Protection Legislation for Reservists; the challenges being faced both because of the legislation and for other reasons; and what the Canadian Forces Liaison Council (CFLC) is doing to meet these challenges in the short and longer terms. My CFLC colleague, Diane Colley-Urquhart, will speak more specifically on the experiences of the City of Calgary.

Abstract:
Distinguished guests, fellow reservists, and to my colleagues on the panel, thank you for taking the time to take in this panel on our varied experiences on recent on operations. I think my own experience is now becoming a bit dated as I returned home from TF 1-08 in early November 2008 and the army is now launching TF 1-10 out the door. However, that being said, I will not be deterred from covering a few points.
