11. The Rise and Consolidation of Islamic State: External Intervention and Sectarian Conflict

Abstract:
This research paper examines the extent to which both the United States (US) intervention in 2003 and sectarian conflict in Iraq and the region contributed to the rise and consolidation of the Islamic State (IS). It is argued that the US intervention contributed to the rise of IS by creating a strategic cause for mobilization of insurgency while insufficient counterinsurgency resources and doctrine, and the lack of a post-war plan enabled the insurgency to consolidate. Although the US adapted its strategy and deployed additional resources as part of the “surge,” which succeeded in weakening of the insurgents significantly, the premature withdrawal of US troops allowed for a revival of the insurgency which eventually evolved into IS. The sectarian conflict in Iraq and the region further contributed to the rise and consolidation of IS by helping in prolif-eration of the group’s underlying ideology, increasing funding opportunities for the insurgents and driving the Sunni communities to support the Islamic State

Abstract:
Art theft, particularly the looting of works of art from antiquity, is an element of today’s terrorism. Stealing and looting art works, including theft by destruction, are ancient and continuing practices. To counter art theft, modern hybrid, multifaceted or multidimensional warfare requires innovation. Integrated with the human dimension in countering art theft, there is an enduring moral imperative to combat and contain the worst effects of looting and the theft of art through anti-terrorism work. The idea of a European Army may be better thought of and developed as a Euro Border Guard, a gendarmerie with anti-smuggling art and antiquities training, leaving NATO to continue its mission

13. The Terrorist Threats Against Russia and its Counterterrorism Response Measures

Abstract:
As of mid-2015, the primarily Islamist-based terrorist threats against Russia and its counterterrorism response measures continued to be in the spotlight. These Islamist terrorist threats, it must be pointed out, were unrelated to Russia’s other national security problems emanating from its intervention in Ukraine, which will not be discussed in this article. As with other Western countries, the latest phase of the terrorist threats against Russia has become even more complicated than before, with large-scale involvement by a reported 1,700 “homegrown violent extremists” (HVE),[1] primarily North Caucasus-based, many of whom have travelled to Syria and Iraq to join the Islamic State’s insurgents and to fight the Moscow-supported Bashar al-Assad government as well as the Shi’ite government in Baghdad (which is also backed by Tehran – Russia’s close ally), with their violent extremism also directed against the Russian state. As part of this phase, although unrelated to the involvement of the aforementioned Russian Islamists in Syria, Russian airpower was deployed in Syria in September 2015 to support the besieged al-Assad regime against the Islamic State. The earlier phase of the terrorist threats against Russia was highlighted by the April 15, 2013 Boston Marathon bombings, which were perpetrated by two brothers of ethnic Chechen origin (one of whom was reportedly monitored by Russia’s security services during his stay in Dagestan), as well several significant terrorist attacks in late 2013 during the lead-up to the Sochi Winter Olympics, which were held in February 2014 without a terrorist incident. Overall, the primary terrorist threats against the Russian Federation are presented by the Islamist insurgents in the North Caucasus, who are organized into several groups that are loosely allied with al-Qaeda’s global Jihad. Fortunately for Russia, in their most significant threat over the past several years, these Islamist militants were thwarted in their intent to exploit the worldwide media attention associated with the February 2014 Olympic sporting events, which were located close to the North Caucasus, several hundred miles from the Republic of Dagestan, where they were mounting an insurgency to establish an Islamic state in that region. In response, Russia greatly boosted its counterterrorism measures in the North Caucasus republics as well as in other parts of the country, thereby preventing these insurgents from succeeding in their terrorist plots. Nevertheless, the attraction of jihadi groups such as the Iraq- and Syria-based Islamic State in radicalizing hundreds of Russian Islamists into joining their insurgency expanded the geographical scope of the terrorist threats against Russia, particularly upon the return of some of them to Russia to carry out attacks in light of Moscow’s support of the Syrian and Iraqi regimes and their call to establish an Islamist caliphate in the North Caucasus.

Abstract:
The Department of State (State) has developed a six-step process for designating foreign terrorist organizations (FTO) that involves other State bureaus and agency partners in the various steps. State’s Bureau of Counterterrorism (CT) leads the designation process for State. CT monitors terrorist activity to identify potential targets for designation and also considers recommendations for potential targets from other State bureaus, federal agencies, and foreign partners. After selecting a target, State follows a six-step process to designate a group as an FTO, including steps to consult with partners and draft supporting documents. During this process, federal agencies and State bureaus, citing law enforcement, diplomatic, or intelligence concerns, can place a “hold” on a potential designation, which, until resolved, prevents the designation of the organization. The number of FTO designations has varied annually since 1997, when 20 FTOs were designated. As of December 31, 2014, 59 organizations were designated as FTOs, with 13 FTO designations occurring between 2012 and 2014.

15. Countering Air Terrorism

Abstract:
Air terrorism is an international phenomenon, and one that is not at all new to the global scene: the first example of a politically-motivated jetliner hijacking happened in July 1968, and the first bomb attack on board a plane occurred in May 1949. Until 1967, the number of terrorist attack s directed against civilian aviation was minimal. From 1967–77, however, the frequency of these terrorist attacks increased rapidly. The highest numbers of terrorist acts against civilian airliners was recorded in the years 1977–86. The current annual frequency of such events represents a decrease of about half from the high-water mark in the early 1980s, but the potential effects of contemporary air terrorism attacks are more dramatic and tragic. Terrorists' targets in such operations are passenger planes, airports, or airline offices. The events of 11 September 2001 have shown that terrorists can suddenly strike against key facilities—private buildings, government properties, military installations, etc.—in any place on earth. The destruction of symbolic objects can weaken the confidence of citizens in a nation's government, because the state is not able to secure the safety of their own people. And the attacks of 9/11 also proved that at least some terrorists will not hesitate to use jetliners as “human missiles” to accomplish their aims.

Abstract:
Despite seven years of experiments, U.S. public diplomacy against international terrorism has largely failed. What is most needed is a strong infusion of fresh ideas. The rhetorical branch of the offensive against terror has been utterly neglected. U.S. spokesmen should re-open the argument about terrorism's rank immorality; amplify the voices of Muslim critics of terrorism; publicly deconstruct the ideas of outspoken terrorists; and point to such weaknesses as their lack of credentials in theology. Secondly, there is much room for vigorous and thoughtful defense of evident political alternatives to terror, especially moderation and the rule of law.

Abstract:
Insurgency and counterinsurgency as types of warfare are currently subject to considerable attention due to the nature of the high-profile struggles underway in Afghanistan and Iraq. It is prudent to note that neither insurgency nor the strategy and tactics required to combat it represent new phenomena. A large body of experience and literature from the twentieth century and earlier exists that addresses both sides of the insurgent struggle. Some characteristics of insurgencies are largely immutable, since insurgency is ultimately a form of warfare that is adopted when a combatant has limited resources and limited choices for how to fight against a more powerful adversary. Today as in the past, these characteristics include employment of small-unit attacks, ambushes, assassinations, propaganda activity, and the development of covert infrastructure. Nevertheless, the primary insurgencies active in the twenty-first century are marked by important differences from earlier struggles, particularly in the areas of motivation and inspiration. Rather than being quintessentially political and interested in local or national grievances, many contemporary insurgencies are at their core linked to a particular interpretation of Islam. Thus, these insurgencies represent a war of religion, not of politics, economics, or ethnicity. Islamist insurgencies are likely to be uncompromising and averse to negotiation, absolutist and pan-national in their goals, and willing to justify the mass slaughter of non-combatants who do not share their religious vision.
