Abstract:
The essay analyses the role of NATO in the post-Cold War period by conduct- ing a comparison of the cases of NATO’s operations in Kosovo and Libya. The article re- veals the enhanced weight of the Alliance member states and the European countries’ ac- tive role in protecting their regional interests and also show how the state interests of the USA and Russia played a significant role in the two cases. This analysis of the behavioral patterns of the former Cold War adversaries could provide a useful interpretation and per- haps an explanation of the current events in Ukraine. The pursuit of power continues to dominate the international relations arena as the confrontation between the USA and Rus- sia is far from over.

What defines NATO when it is compared to the United Nations and the European Union? Is NATO an "institution of doing" (task-oriented), or an "institution of being" (identity-based)? While trying to define the role and reasons for NATO's existence in comparison to the United Nations (UN) and European Union (EU) and trying to answer whether NATO is an identity-based or task-oriented institution, it is worthwhile to reach out to the sources and find out when and why these three international institutions were established in the first place and what is the primary driver of their decision making.

Abstract:
The situations in Syria in February 2012 and in Libya in 2011 have provided the two most recent case studies in assessing a wide variety of international topics including NATO's future role in global security, the Responsibility to Protect (R2P) as a normative guide, the role of the League of Arab States (LAS) in the post-Arab Spring world, and the role of emerging powers on the United Nations Security Council (UNSC). Given the rapid proliferation of academic and professional examinations of the 2011 Libya and 2012 Syria cases, there appears a need for a compilation of the varying policies, resolutions, actions, and statements made by all relevant actors in both scenarios. The table below attempts to provide such a compilation in a concise and clearly structured format.

Abstract:
Environmental changes will have an impact on global and regional security communities.This article will examine the security challenges posed by the melting of the polar ice cap in the High North. Many NATO and EU members have manifest interests in this region, and parts of the Arctic belong to the NATO treaty area. Offi cial documents, political statements, and actions already taken show that the most of the Nordic countries address the effects of climate change on their region's security in specifi c policies and national security concepts. Moscow has sparked concerns in the West with displays of its will and capabilities-for example, fl ying strategic bomber patrols over the Arctic, or the hoisting the Russian fl ag on the sea bed below the North Pole. Despite a high degree of media awareness and intensive public discussions about spheres of infl uence and a possible return to classical geopolitics, both NATO and the EU try to avoid sending signals that would indicate that they regard regional security questions in the Arctic as a matter of deep concern or urgency. The motivation behind this article is to investigate this disconnect, to explain it, and todraw conclusions that argue for or against changes in the present posture. If their affected members states do not securitize the threats and vulnerabilities related to themelting polar ice cap in the High North within the organizations, NATO and the EUwill lack the incentive and legitimacy to adapt their security policies and strategies inorder to address the evolving situation.

Abstract:
The subject of learning lessons is fraught with difficulties, not least because lessons, like beauty, are often in the eye of the beholder. It has been the author's experience that many lessons that are formally identified as such are not learned. The reasons for this are varied: those identifying the lessons may be biased; the resources to enable learning may be lacking; and the lessons simply may not "stick." Nonetheless, those lessons that do become embedded in the human and organizational psyche are those that have created new doctrines, reshaped institutions, become an integral part of new training standards, and demonstrably shown an improvement in the conduct of business.

Abstract:
Corruption is a curse of modern societies, and the defense sector is just as susceptible to corruption as any other. As this essay will argue, a number of defense-specific factors, such as secrecy, urgency, and populist causes, facilitate corruption. Unchecked corruption impacts the operational effectiveness of the armed forces, the military's standing in society, the level of respect that international partners have for a given nation's military, the security of the citizens and, in its extreme manifestation, may threaten the democratic governance mechanisms and even the foundations of modern states. NATO has launched a "building integrity" initiative to address the problem of corruption in defense and in military operations that envisions systematic efforts to build integrity, increase transparency, and improve accountability of defense establishments. NATO currently pursues several practical activities that will be discussed in this essay, along with more detail on the compendium of best practices in building integrity and reducing corruption in defense.

Abstract:
Defense acquisition policy is one of the most important aspects of defense policy, and requires an efficient and effective strategy for implementation. As a universal method, modeling provides an opportunity for many different approaches to defense acquisition strategies to be developed and analyzed in order to select the best or most appropriate method, depending on a nation's current economic conditions. Variables that can be included in modeling the process of defense acquisition strategy include specific defense acquisition instrumental policies and their parameters; typical strategies currently in use in different defense acquisition domains; and strategic management tools, such as the strategic card (SC) and the balanced scorecard (BSC). In the end, the options for defense acquisition strategy that are developed through modeling are assessed based on the extent to which they appear likely to develop the set of desired military capabilities and implement the defense missions and tasks that have been set forth in the nation's defense policy, and remain in line with the level of ambition, budget resource restrictions, and level of associated risk.

Abstract:
This article presents the security policy implications of neutrality for Switzerland in the terms of international promotion of peace and crisis management. It focuses particularly on the country's engagement within NATO's Partnership for Peace (PfP) framework, considering the achievements and the challenges of Switzerland's singular choices in foreign and security policy. We will see that permanent neutrality and domestic factors in Switzerland have a huge impact on the nation's involvement in the Euro-Atlantic partnership and in the construction of European security.2 It will also reflect the differences between civilian and military contributions to international crisis management. Finally, the essay will consider the prospects for Swiss international engagement, and propose some conditions for a relevant Swiss foreign and security policy.

Abstract:
The turn of the twenty-first century is a period of very important and decisive changes in international politics, particularly in the security arena, both in relation to the global system and to individual countries and societies. This dynamic process of change is above all connected with the dissolution of the Warsaw Pact and the expansion of security and economic development, especially in Europe. Many countries' achievement of independence on democratic principles, combined with the significant enlargement of NATO and the European Union, has increased the sense of integration and safety as perceived by many nations in the region. The division of the world into two opposing blocs disappeared, and the notion of the Cold War is now primarily considered only in historical perspective. However, these changes do not necessarily mean that we live in the world without threats. Although the probability of the outbreak of an armed conflict on the global scale is very low, new security threats have emerged. The unsettling quality of these threats lies in their asymmetric character, which means that it is very often difficult to identify a particular enemy, rendering them hard to combat. However, it should be stressed that, although these threats may originate in remote areas of the globe, they may also have a local impact through the increasingly omnipresent character of the worldwide communication networks that lie at the root of globalization.

Abstract:
Euro-Atlantic integration is the best framework for ensuring the long-term stability and security of the countries in the Western Balkans, and is the precondition for their economic development. Euro-Atlantic frameworks provide mechanisms for establishing confidence between countries in the regions, as well as strengthening cooperation and understanding, in the area of security and in many other fields. This is the reason why Montenegro fully supports the Euro-Atlantic aspirations of its neighbors, with a focus on regional cooperation and participation in all regional initiatives that are based on a good-neighbor policy. Montenegro's strategic priorities on the international level are building positive relations with its neighbors, increasing the level of regional security, and contributing to peacekeeping and stability in the world through participation in international missions and operations led by the UN, the EU, and NATO. At the same time, practical and efficient realization and implementation of a range of Partnership for Peace mechanisms have enabled Montenegro to gain access in a very short period of time to the Intensified Dialogue with NATO, and to begin the initial stages of the Membership Action Plan. Montenegro is ready to respond as rapidly as possible to all challenges that might arise in its path toward NATO membership, and looks forward to working in consultation and assistance with NATO, its neighbors, and other member states of NATO and the PfP.
