Abstract:
It is investigated the approximation in defense and security in South America. The hypothesis tested considers that these countries just tend an approximation whereby the costs are less linked to a changing in their individual policies. In this way, they propose just a superficial consensus rather than incorporate joint policies. Therefore, the analysis focuses on the confidence measures in relation to the military expenditures adopted since the SADC foundation, as well as the military forces functions to verify if – in that instance – the measures served to empower the convergences in defense, and – in the case of these – if, in the face of the highlighted common defense problems, the attributions have converged.

Abstract:
This paper considers the normative framework that support regional cooperative practices in public security based on the activities carried out by UNASUR’s South American Council on Citizen Security, Justice and Coordination of Actions against Transnational Organized Crime. The article discusses differences and similarities between the conceptions of cooperation and public policies, analyzes the documents produced within the Council and presents limitations, obstacles and opportunities identified from the reading of these documents with regard to regional cooperation in public security.

Abstract:
Research that focuses on security systems in South America usually identifies the existence of two regional security subsystems: one in the Andean countries of the North, with more traditional characteristics such as militarized tensions at the borders and intense drug trafficking problems; and a second one located in the Southern Cone, with security and integration regimes, which could qualify as a security community. This is what we call a dualistic view of security. This paper challenges this thesis to show that contemporary developments and concerns about the purchase of sophisticated weaponry by some South American countries, especially Chile, Venezuela, and Brazil in the first two decades of this century are critical points for the idea of a permanent (democratic) peace zone located only in the Southern Cone. In fact, arms purchases transform the South American region into a single regional security complex with tensions and militarized representations in both the Andean system and the Southern Cone.

Abstract:
The purpose of this article is to analyze the current cyber security and defense policies in Brazil, Argentina and Colombia, that have the higher density of internauts, placing these policies in the context of two regional forums: the Organization of American States (OAS) and the Union of South American Nations (UNASUR), and the possible existence of an interdependence among them or if a new cyberspace geopolitics is being framed in the region, that influences the organization of regional power.

Abstract:
This paper examined conflicts and regional security in the Pacific. The paper has as its focus the roles of Australia and New Zealand (and the Pacific Islands Forum) in managing security in the Pacific using Papua New Guinea (Bougainville) and the Solomon Islands as case studies. It documented their peacekeeping experiences, and interrogated whether these operations were successes or not and why. Furthermore, the author explored whether the peacekeeping experiences in the Pacific and lessons learnt from these operations might be applicable to, and/or be helpful in developing a useful peacekeeping model for other regions. The argument of this paper is that, although Australia and New Zealand regional security management role is based on security concerns of the region but the national interests of these dominant states are also at play and a key factor that shape the nature and direction of interventions. As well, the dynamics of these operations have revolved around interaction between and among local, regional and global political factors. The author argued that peacekeeping in the Pacific (especially in Bougainville and the Solomon Islands) may not offer an appropriate peacekeeping model in such-conflict ridden settings as Africa where armed violence are more complex, protracted and involve full-scale military actions as opposed to low-intensity and localised conflicts in the Pacific, but some of the peacekeeping lessons from the region may be helpful to other peace operations, especially Peacekeeping the 'Pacific Way'.

Abstract:
Since the early times, security has always been a permanent feature, a fundamental condition and a concern of people living in society. However, in seeking this goal, people have established alliances, agreements, partnerships and multiple forms of cooperation to solve their specific security problems, which in certain historical contexts were decisive for the course of their own history and for the survival of societies. In this context, the African continent presents itself as the cradle of mankind, where the level of insecurity qualifies as critical, which in our opinion allowed studying the vectors of these events. In turn, we try to articulate and explain in the light of African International Relations, the strategic vectors that embody a differentiated approach to security in Africa, revealing the roots of the problems that plague the continent, scrutinizing the situation, identifying the constraints and threats before bringing a set of proposals for the solution of various problems that arise on the continent.

This paper seeks to show that the centrality of the Atlantic continues to be a reality, above all, by maintaining the geo-economic importance of the European Community, by the new dynamism of the transatlantic link but mainly by the interest shown by emerging and re-emergent powers in the South Atlantic. In this context, Cape Verde plays in the Atlantic an interesting integrating role.

Abstract:
This article is the result of an investigation into the model of Regional Security Complex (RSC model in South America, especially since the creation of the South American Defense Council (SDC), within UNASUR - Union of South American Nations. From a theoretical discussion on the Regional Security Complexes, it is argued that the recent South American experience affirmed an “extra type” model, since in its dynamics it is not identified a regional power that acts in a global level despite Brazilian’s greater economic expression in regional and international arena.

Abstract:
In the years between 1995 and 2008 South Africa was engaged in trade negotiations with the European Union (EU), which were seen as platform for addressing the trade imbalances in favour of the EU. In 2002, a Free Trade Agreement (FTA) was signed between South Africa and the EU. Despite its membership to the Southern Africa Development Community (SADC), South Africa engaged on the negotiations on its own which led to trade and political tensions with other countries within the community. By going alone South Africa was clearly indicating an appetite to vigorously pursue its interests at the expense of regional partners. It is argued that the exclusion, at an early stage of the negotiations, of other regional countries within SADC was counterproductive and had the potential to harm the regional trade relations. In addition, the change of approach at later stage that brought in the regional approach to the negotiations improved the regional trade relations within SADC.

Abstract:
This paper focuses on the pan-African vision of Kwame Nkrumah, the first president of independent Ghana, and how this vision has been appreciated over time. Nkrumah was the greatest advocate of the political unity of Africa. This was to enable the continent to ward off exploitation by the West and then build a continent self-reliant. This paper examines the divergence in the acceptance and rebuttal of his vision for Africa through a content analysis of written works.
