1. A Glimpse of Freedom: Allied Occupation and Political Resistance in East Germany

Abstract:
This paper studies costly political resistance in a non-democracy. When Nazi Germany surrendered in May 1945, 40% of the designated Soviet occupation zone was initially captured by the western Allied Expeditionary Force. This occupation was short-lived: Soviet forces took over after less than two months and installed an authoritarian regime in what became the German Democratic Republic (GDR). We exploit the idiosyncratic line of contact separating Allied and Soviet troops within the GDR to show that areas briefly under Allied occupation had higher incidence of protests during the only major episode of political unrest in the GDR before its demise in 1989 - the East German Uprising of 1953. These areas also exhibited lower regime support during the last free elections in 1946. We argue that even a “glimpse of freedom" can foster civilian opposition to dictatorship.

Abstract:
It is only in the past decade that Ukrainian history has begun to be researched in the context of international or global history. The American historian Serhii Plokhy, Mykhailo S. Hrushevs'kyi Professor of Ukrainian History at Harvard University and director of the Harvard Ukrainian Research Institute, is a prominent exponent of this approach. His books The Gates of Europe: A History of UkraineandChernobyl: History of a Tragedy analyze the major problems of the Ukrainian past from a transnational perspective. His latest book, Forgotten Bastards of the Eastern Front: An Untold Story of World War II, deals with the establishment of United States Air Force bases in the Poltava region of Soviet Ukraine in 1944—the only place where Soviet and American troops lived and fought side by side during the war, putting the anti-Nazi alliance to the test. Plokhy's research interests include the early modern history of Ukraine, twentieth-century international history, and intellectual history. I spoke with Serhii Plokhy about the integration of Ukrainian history into global history, the colonial status of Ukraine, and environmental history.

Abstract:
The Approaching 75th anniversary of the end of World War II gave a new lease of life to the so-called “memory wars.” On September 19, 2019, the European Parliament passed a resolution “On the importance of European remembrance for the future of Europe”1 that, among other things, shifted the burden of equal responsibility for World War II onto Germany and the USSR. The same document accuses Moscow of decades of occupation of Eastern Europe which slowed down their socio-economic and democratic development and suggests another Nuremberg tribunal to conduct legal inquiries into the crimes of “Stalinism,” etc. On the whole, this document is the fullest presentation of what the Western political elites think about the Soviet Union and its role in World War II. On December 20, 2019, speaking at an informal summit of the CIS countries, President of Russia Vladimir Putin presented convincing evi- dence of falsification by our Western colleagues of the facts related to the beginning of World War II including documents that unequivocally con- firmed the responsibility of West European countries that had encouraged Hitler to spread his expansion eastward and Poland’s unsavory role in the division of Czechoslovakia. This stirred up an extremely negative response by many European politicians and political scientists who raised their voices against what they called revisionist history. At the same time, it should be said that this resolution did not drop out of the sky – it was a result of many years of efforts of the European establishment to transform the European historical space.
