21. New Canal Threatens the Peace Between the Taliban and Central Asia

Abstract:
Since their return to power in Afghanistan in August 2021, the Taliban have managed to reach an understanding with most of the Central Asian governments to preserve a relative calm along the areas of the Afghan-Central Asian frontier. Disputes over water use have suddenly become an issue that could derail ties between Afghanistan and Central Asian states. Specifically, the construction of the Qosh Tepa canal in northern Afghanistan could lead to the loss of water for tens of thousands of people in downstream communities in Uzbekistan and Turkmenistan. In addition, three people were killed in recent clashes between Iranian border guards and Taliban fighters along the Afghan-Iranian border over rights to water from the Helmand River.

Abstract:
Water and climate change will be at the center of Iraq-Turkish relations for years to come. There is a mismatch of priorities on the Turkish and Iraqi sides, with security constituting the most urgent element for Turkey and water/environment for Iraq. Iraq lacks effective pressure cards against Turkey, while Ankara can successfully weaponize water against Iraq, particularly in the short and medium run. A holistic approach that integrates the questions of trade, energy, security, and water can best help assuage Iraq’s water needs in dealing with Turkey.

Abstract:
The rapid social and economic development in the world is leading to increased levels of water stress that point to potential water crises. As the most vital and strategic of natural resources, water can serve as an instrument of domination or of cooperation. Given the presence of key geopolitical concerns in the Near East, regional hydro-diplomatic cooperation is necessary to ensure fair sharing of the resource and to avoid additional tensions and conflict. Nine of the seventeen EMME countries are below the absolute water scarcity threshold of 500 m3/year per capita, including all six countries in the Gulf region, Jordan and Palestine. Those countries that share major transboundary basins in the EMME region such as the Nile, Jordan and Tigris-Euphrates basins are subject to multiple challenges which include unilateral water resources management, water scarcity, and environmental degradation leading to food insecurity. Hydrodiplomacy is a tool for applying integrated water resource management at a national and transboundary level in accordance with a cooperative model seeking peace among riparian countries. Multiple UN agencies contribute to bringing riparian countries together with a view to fostering dialogue and the sharing of information on water management and transboundary cooperation.

Abstract:
La desecación del mar de Aral es un problema que ha atraído la atención de multitud de investigadores, pero en muy pocas ocasiones se ha tenido en cuenta la opinión de quienes viven allí. Este artículo presenta los resultados de un trabajo de campo realizado en el Distrito de Aral (región de Kyzylorda, Kazajstán) entre el 31 de agosto y el 10 de septiembre de 2020 sobre la calidad del agua. Esas opiniones son contrastadas con los discursos de los políticos, cómo ven ellos la situación y qué soluciones ofrecen, entre ellas, la creación de organizaciones internacionales. A lo largo del artículo se exponen los distintos enfoques teóricos desde los que se pueden considerar las circunstancias que rodean este problema de la falta de seguridad hídrica en el distrito estudiado.

25. Innovation and Economic Value: A Prospective Benefit-Cost Analysis of the Fab Bhutan Challenge

Abstract:
National governments and international donors fund challenge competitions to foster innovation, but there is little evidence on the economic return to such investments. This paper conducts an ex-ante benefit-cost analysis to project the economic return on the 2023 Fab Bhutan Challenge, which was part of FAB23 Bhutan (the 19th annual international Fab Lab Conference). For the Challenge benefits side of the analysis, studies covering five topics were drawn from: crop yield improvements from climate adaptation (for Challenge 1 in Sarpang), cost and time savings from improved water supply (for Challenge 2 in Pangbisa), livelihood savings from human-wildlife conflict prevention (Challenge 3 in Limbukha Chiwog), revenue generation from cultural exports (Challenge 4 in Thimphu), and economic returns from special needs education (Challenge 5 in Rinchending). For the Challenge costs side, budget data were collected and interviews with challenge participants were conducted. Conservative estimates that account for the probability of some challenge solutions ultimately being nonviable place the economic return to Bhutan between $5 and $12 per dollar invested. The paper concludes by discussing opportunities for scaling solutions from the structured innovation challenge based on the global evidence, and implications of the study for Bhutan’s economic aspirations.

26. Water Warriors: How China’s River Chiefs Aim to Tackle Water Pollution

In many ways, China’s history is one of water management. As Chinese historiographers often remark, the unique hydrological conditions within China led to the creation of three historical miracles: China, Chinese civilisation, and the Chinese people. In both ancient and modern times, Chinese rulers have acknowledged the importance of water for its role in maintaining social stability as well securing their legitimacy. Beijing’s leaders are acutely aware of the importance of water in maintaining social stability and ensuring the regime’s survival. The government has focused on engineering its way to water security, an approach traceable in part to Mao Zedong’s idea that man must conquer nature. This is reflected in the Chinese state’s construction of large-scale hydroengineering projects, encompassing numerous dams and inter-basin water-transfer projects. More recently, water governance was explicitly tied to Chinese President Xi Jinping’s “ecological civilization” (生态文明) concept (China Brief, June 23) and his published book titled “The In-depth Learning and Implementation of Xi Jinping’s Important Discourse on Water Governance” (People’s Daily, July 19). In May, China announced new plans to improve water quality. According to the “Guideline on Water Ecology and Environmental Protection in Major River Basins”, by 2025 China’s water governance aims to accomplish two main objectives: first, eliminate surface water below Grade V quality, and second, raise the proportion of “fairly good quality” surface water to 85 percent—an increase of 1.6 percentage points from 2020 (Ministry of Ecology and the Environment, May 5; State Council, May 5). China has a six-tier water quality system, with water below Grade V classified as the worst quality. At Grade III or above, surface water is considered to be of “fairly good quality”. As a core convention of the central government, guidelines on the water management of major river basins are typically issued once every five years. In contrast to older guidelines, the most recent guidelines explicitly specificizes the improvement of surface water quality as an obligatory target and includes projected targets for the conservation of water resources and ecosystems. By 2025, for instance, China has set ambitious plans to recover waters levels in 53 dried-up water bodies and restore native fish species to a stable population in 107 major water bodies. China also aims to create an additional 213 square kilometers of wetlands by 2025.

Pollution is not a new marvel, yet it is still one of the world's most prominent human issues, with its driving reasons for sickness and demise. Human activities through urbanization, industrialization, and mining are major factors of worldwide Pollution. Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. In addition, it focuses on the most significant causes of groundwater pollution and the stages of its usage and distillation, highlighting hygiene sources as the most significant sources of water pollution.

World Water Day, observed annually on March 22, draws awareness to issues of scarcity, sustainability, and safety of global freshwater resources. The security and reliability of water resources are constantly challenged by concerns over adequate availability, sufficient access to clean water, and the consequences of diminished and unsafe water supplies (e.g. to health and food security). The scarcity of water resources in the Middle East and North Africa (MENA) is primarily a result of the region’s predominant warm desert climate, coupled with limited surface water and groundwater supplies. This natural aridity amplifies the challenge of meeting local drinking water needs, food production, and industrial consumptive use. Yet there are still opportunities to address the scale of the region’s growing water security concerns: such as improving transboundary water relations to alleviate conflicts, reducing reliance on depleting groundwater supplies, ensuring access to safe and clean water to all populations, and expanding adaptation efforts against water-related impacts of climate change.
