Abstract:
The issue of the sea between Albania and Greece has been and continues to be an object of study for various authors. Research shows so far that many studies have tried to go slightly from the descriptive to the explanatory and analytical framework and have generally fallen into the ‘trap’ of subjective approaches creating the phenomenon of nationalism. That appears in different forms, damaging the spirit of friendship and cooperation between both countries. This paper analyzes relations between Albania and Greece and their evolution based on international acts until the decision of the Albanian Constitutional Court annulling the agreement between them on the issue of the sea as incompatible with the constitution in terms of absolute objectivity. The demands of the Greek state for extension with 12 miles under the magnifying glass of the interpretation of the norms of the international law of the sea, the principle of equality and equity are part of the insistence on gaining superiority in the sea area vis-à-vis Albania. All this leading to the dialogue for another treaty cooperation and friendship occupy a vital part of the facts, which constitute an ongoing open discussion about the future of the sea issue on the Hague International Court.

Abstract:
In this issue of Iqtisadi Paul Rivlin analyses the causes of shortages in electricity and water supplies in the Persian Gulf region. In Iraq and Iran, in particular, spontaneous protests have gained momentum this summer as a result of these critical problems. The Gulf is well known for its oil and gas resources, but the lack of water may be its outstanding feature. Between 2000 and 2020, the population of the Gulf states rose by almost 50 percent but the supply of fresh water from sources other than desalination fell. This edition of Iqtisadi examines recent developments in the Gulf with an emphasis on the water crisis. The oil producers in the Gulf are divided into two groups: the Gulf Cooperation Council (GCC) members – Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain, and Oman – and Iran plus Iraq. The GCC states are all monarchies while Iran and Iraq are republics. The differences between the two groups are not only constitutional and political, but also socio-economic.

Libya is one of the driest countries in the world. The Great Man-Made River Project, touted by Qaddhafi as a solution to take advantage of Libya’s plentiful natural resources, serves as a case study in social and institutional engineering. This article discusses the defining characteristics and legacies of hydro-politics under Qaddhafi, presents some of the new issues that have emerged since regime change in 2011, and offers some ways forward for water policy in Libya.

Abstract:
Common narratives on the Lake Chad Basin often focus on the nexus between conflict, development and climate change. In particular, the Lake’s situation attracts international coverage due to its shrinking size and the threat of multiple crises emanating from environmental degradation. This framework appears useful for donors and local governments, but the feedback loops among climate change, social marginalisation and conflict are not as straightforward. The problem is that the dominance of this analytical framework calls for policy response tools that are not always adequate. In the security field, the role of the Multinational Joint Task Force has been growing, but a stronger push in the sphere of governance is needed in order for it to gain legitimacy and improve its effectiveness on the ground. In the meantime, the Lake Chad Basin Commission has adopted some key policy tools to manage the natural resources in the area sustainably, but these initial steps must be followed by greater investment from Commission member states to advance implementation. An integrated regional approach remains the best way forward to tackle these complex dynamics. Paper prepared in the framework of the project “Water diplomacy and culture of sustainability. Abstract:
Data acquisition and computerised analysis can be used to plan for emergencies related to important pipe networks. The objective of this study is to illustrate how GIS and hydraulic calculations may be used to reduce the impact of unexpected events, such as contamination and physical destruction and train operators for such scenarios. A case study with calibrated hydraulic calculations is used to investigate the uncertainty of the obtained information. Hydraulic conditions and contaminant transport are simulated with open source software. It is shown how GIS analysis can be utilised to find optimal solutions for flow redirection problems and shutting off portions of the network. A control system integrated network hydraulic simulation solution is described in order to make training and preparation more efficient. The investigation revealed serious deficiencies regarding the necessary input for running simulations. Contaminant transport results indicated that localisation based on computed water quality models is possible, but contains uncertainties. Data processing and simulation are shown to be a promising tool in decision support and preparation based on the applications outlined. Despite advanced databases and computerised analysis tools, collected data and dynamic simulation are not utilised to their full potential in the process of planning for emergencies. Based on the hypothetical simulation presented, further research and data collection are required to reduce the uncertainty of contaminant transport. For future research, more effort has to be put into developing simulation environments.

97. Ecological threats to security and state resilience in Afghanistan

This work explores ecological and climate-related threats to Afghanistan and discusses support approaches from a European Crisis Management (ECM) perspective. It goes beyond the much-debated troop withdrawal, COVID-19 crisis and peace negotiations and opens an underestimated topic: ‘Climate Change Assistance’. The article aims to advance knowledge on the effects of climate change on human security in Afghanistan and advocates a conflict-sensitive approach. To this end, a climate-related assessment of the human security situation was undertaken and several threat scenarios, options and solutions for enhancing state resilience were developed. The bases for this research were several field trips undertaken by the author since 2004, workshops and an extensive literature review. As a result, it can be stated that the negative impacts of climate change and pollution on Afghanistan’s security and development architecture are massive and make ECM efforts very complex. However, several capacity-building initiatives for military, diplomatic, humanitarian and local stakeholders were identified. On the regional level, this includes the support for early warning systems and hydro-diplomacy with Pakistan, Iran and India. On the local level, the support for community water management and environmental protection matters, while building upon traditional Afghan mechanisms for handling water crises or disasters. Another outcome is the need for more in-depth research in this field as some findings are also useful for other fragile states. The paper argues that there is an urgent need for ECM to respond to the devastating effects of climate change in Afghanistan and identifies several smart opportunities to tackle some root causes of the conflict.

98. Does Project-Level Foreign Aid Increase Access to Improved Water Sources? Evidence from Household Panel Data in Uganda

Abstract:
This paper combines geocoded subnational data on the location of water, sanitation and hygiene (WASH) aid projects in Uganda with nationally representative household-level panel survey data to evaluate the impact of WASH aid on access to water and on the burden of water collection. Specifically, it examines whether proximity to aid-funded WASH projects improves household access to improved water sources and reduces the time burden of water collection. Our results suggest that while aid-funded WASH projects increase household access to improved sources of water, households may also see the time burden of water collection increase, as they may need to travel longer distances and also experience longer wait times due to congestion at water service points. This is an indication that the supply of improved water sources is still insufficient relative to demand as measured by the population density.

Abstract:
Interdependencies among the goals and targets make the 2030 Agenda indivisible and their integrated implementation requires coherent policies. Coordination across different sectors and levels is deemed as crucial for avoiding trade-offs and achieving synergies among multiple, interlinked policy goals, which depend on natural resources. However, there is insufficient evidence regarding the conditions under which coordination for integrated achievement of different water- and land-based Sustainable Development Goals (SDGs) functions effectively. The paper investigates the land and water governance in the Ethiopian lower Awash River basin and identifies key interdependencies among related SDGs. It assesses in how far the interactions and coordination among various decision-making centres are effective in managing the interdependencies among different goals. Systems for using and managing water and land exhibit features of polycentric governance as this process involves decision-making centres across different sectors and at various levels. Key action situations for land and water governance in operational, collective and constitutional choice levels are interlinked/networked. Each action situation constitutes actions that deliver one of the functions of polycentric governance, such as production, provision, monitoring etc. as an outcome, which affects the choices of actors in an adjacent action situation. The study shows that the existing institutions and governance mechanisms for water and land in Ethiopia are not effective in managing the interdependencies. Non-recognition of traditional communal rights of pastoralists over land and water and ineffective policy instruments for ensuring environmental and social safeguards are leading to major trade-offs among goals of local food security and economic growth. The autocratic regime of Ethiopia has coordination mechanisms in place, which fulfil the role of dissemination of policies and raising awareness. However, they are not designed to build consensus and political will for designing and implementing national plans, by including the interests and aspirations of the local communities and local governments. The study recommends efforts to achieve SDGs in the Ethiopian Awash River basin to focus on strengthening the capacities of relevant actors, especially the district and river basin authorities in delivering the key governance functions such as water infrastructure maintenance, efficient use of water, and effective implementation of Environmental Impact Assessment (EIA). Further, urgent efforts for scaling up of recognition, certification and protection of communal land rights of pastoralists and clear definition of rules for awarding compensation upon expropriation, are required.
