Abstract:
The use of emerging technology in humanitarian settings carries significant risks. The complexity of these risks entails a need to understand and imagine risks beyond those commonly associated with a particular technology, field, or implementing organization. Recommendations: Apply an extensive interpretation of what risks may look like, where, when, for whom, and how they might occur. The indiscernible nature of risks related to technology use means identifying or imagining these moves beyond existing organizational experiences. Recognize that technology-related risks can emerge across the data chain and are not only relevant for engineering or operational staff.

Abstract:
This DIIS Working Paper elaborates how local consent to a huge industrial mining complex, including a port and a 150 km railway built in the 1980’s on indigenous arid lands, were created. Showing how both ‘hard’ and ‘soft’ security technologies were effective in preparing the complex, constructing the necessary infrastructure and securing the operation, the paper at the same time illustrates how corporate security practices have changed over time in the northern part of Colombia. The paper is based on extended ethnographic fieldwork in La Guajira, Colombia, carried out through 2018 and 2019 as well as historical written documents.

Abstract:
The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

This policy paper presents a review of the analysis of the African Commission on Human and Peoples' Rights on the legal validity of amnesty provisions under the African Charter. It examines how the obiter dictum of the Commission in Thomas Kwoyelo v. Uganda advances its jurisprudence on amnesty and the parameters the Commission has set for evaluating amnesty provisions.

Abstract:
Militarisation refers to a process where societies (states, institutions, and citizens) prioritise, organise, prepare for and respond to threats or crises with military action or violence. This policy brief highlights how many countries across the world, including South Africa, adopted a militarised response to the COVID-19 pandemic. In South Africa, this militarised response has been noted by the deployment of the SANDF to assist with the enforcement of COVID-19 regulations as well as through the noticeable increase in the use of excessive force in response to protests.

Abstract:
It is normal and even realistic that the apparent political propensity of religious groups and organizations, led by the MB, would place the issue of "adaptation" on its agenda. Some groups are preoccupied with presenting themselves to the society by speech and presence in order to win its acceptance, particularly during the election seasons. Other groups are hostile and seek to subdue people and to change their ideas and ideals by force, refusing to advance on the map of society through peaceful settlements, where elections come as a key step. They view democracy as a "blasphemous process", which they should not consider or delve into.

Abstract:
Covid-19 caused a significant health and economic crisis, a condition identified as conducive to stigmatization and hateful behavior against minority groups. It is however unclear whether the threat of infection triggers violence in addition to stigmatization, and whether a violent reaction can happen at the onset of an unexpected economic shock before social hierarchies can be disrupted. Using a novel database of hate crimes across Italy, we show that (i) hate crimes against Asians increased substantially at the pandemic onset, and that (ii) the increase was concentrated in cities with higher expected unemployment, but not higher mortality. We then examine individual, local and national mobilization as mechanisms. We find that (iii) local far-right institutions motivate hate crimes, while we find no support for the role of individual prejudice and national discourse. Our study identifies new conditions triggering hateful behavior, advancing our understanding of factors hindering migrant integration.

140. Still Not There: Global Violent Deaths Scenarios, 2019–30

Abstract:
The year 2018 was characterized by a decrease in lethal violence in several of the world’s hotspots, primarily due to a significant de-escalation of the armed conflicts in Iraq, Myanmar, South Sudan, and Syria. The homicide rate also decreased marginally due to population growth outpacing the nominal increase in killings between 2017 and 2018. These two trends jointly resulted in a modest positive change in the rate of violent deaths globally in 2018 which, at 7.8 violent deaths per 100,000 population, is at its lowest since 2012. Still Not There: Global Violent Deaths Scenarios, 2019–30, a Briefing Paper by the Survey’s Security Assessment in North Africa (SANA) project provides an updated trend analysis of global violent deaths and develops global-level scenarios for the years leading to 2030. Based on 2018 figures from the Small Arms Survey’s Global Violent Deaths (GVD) database, the paper also includes a specific analysis of developments in Northern Africa and the five nations of the G5 Sahel region. It finds that under a business-as-usual scenario, Northern Africa’s violent death rate would remain relatively stable by 2030. By contrast, under the same scenario, the fatality rate in the G5 Sahel region would increase significantly.
