91. A U.S. Strategy to Engage and Contain Putin's Russia

Abstract:
President-elect Joseph R. Biden has an opportunity to forge a bipartisan, sustained grand U.S. strategy for Russia. With decades of experience in foreign affairs, especially transatlantic relations, he knows Russia, he knows Vladimir Putin and, equally important, he knows the region. When I worked at the National Security Council during the Barack Obama administration, I traveled with then-Vice President Biden to Georgia, Ukraine, Moldova and Russia. Unlike his immediate predecessor, President Biden rightfully will not try to befriend Putin. He and his expert team of foreign policy advisors understand that the central objective in U.S. policy towards Russia today is to contain Putin’s belligerent behavior abroad. At the same time, the incoming Biden administration offers the U.S. a chance to develop a more predictable pattern of bilateral relations with the Russian government and Russian people, supported by Republicans and Democrats alike. After relations with China, competing with Russia is the second-greatest foreign policy challenge of our time, complicated by the fact that China and Russia today are closer to each other now than they were during the Cold War. To successfully achieve American objectives will require the implementation of a comprehensive, sophisticated and nuanced strategy for containing Putin’s belligerent actions abroad and simultaneously cooperating with Moscow on a small set of issues of mutual benefit.

Turkey-Greece bilateral relations exemplify a stereotypical security dilemma. Since the discovery of hydrocarbon resources in the eastern Mediterranean, the bilateral tensions between Turkey and Greece have been exacerbated through enhanced regional geostrategic competition. Against the background of renewed tensions in the eastern Mediterranean and the newly emerging regional alliances, it is in the interest of all parties to de-escalate the tensions in order to preserve regional peace and stability as well as the coherence of the North Atlantic Treaty Organization (NATO).

U.S.-European cooperation in the Middle East may not rank high in American voters’ minds, but the issue will demand close policy attention in the months ahead. If Joe Biden defeats Donald Trump, European leaders should not allow their undoubted relief to lapse into complacency. And if Trump prevails, they should continue seeking opportunities to deepen the partnership in areas such as counterproliferation and defining the operational contours of Great Power competition. Either way, the dynamic requires a full reset. As one continental diplomat lamented, “Under Bush, Europeans agreed less with the U.S. but were more consulted. Under Obama, they agreed more but were less consulted. Under Trump, they disagree and are barely consulted.” In this new Policy Note, Charles Thepaut deftly assesses the transatlantic dilemma explaining why the post-election period will call for a strategic reckoning between European capitals and Washington. The killing of top Iranian General Qasem Soleimani by a US drone strike on 3 January 2020, followed by the Iranian retaliation on US military bases in Iraq, left many Europeans wondering how – if at all – the European Union can foster de-escalation in the Middle East. The EU is presently stuck between a deepening strategic rift with its US ally and its inability to advance its independent interests and policies vis-à-vis Iran. It is now clear that Europe cannot protect its relations with Washington while also salvaging the Joint Comprehensive Plan of Action (JCPOA), or Iranian nuclear deal. Borrowing from an old Persian proverb, Europe cannot have both God and the sugar dates.

The crisis caused by the COVID-19 pandemic will have consequences on every aspect of the European societies, including the defence sector. The extent to which it will impact the military budgets is heavily discussed, with optimists trusting in slightly decreased investments and pessimists anticipating severe downturns. The fulfilment of NATO capability goals will be at stake, while allies will bring further diversified security needs to the Alliance’s agenda. The EU will have to cope with both pandemic and economic recession for the sake of its own security and stability, without sacrificing the European Defence Fund which could rather be part of a EU-wide plan for industrial and economic re-launch. This report summarizes the main findings of the IAI webinar hold on 8 April 2020 and participated by 22 experts and practitioners from Italy and other European countries.

Emerging technologies, including Artificial Intelligence (AI), quantum computing, big data, 5G and biotechnology are paving the way towards defence modernisation in a growing number of states, particularly in the US, Russia and China. While AI technologies and their impact have been on the radar of European governments, there has been little scrutiny in Europe of how the evolving US approach to AI affects European defence and the broader transatlantic partnership. At the heart of the US defence modernisation programme is the Artificial Intelligence Strategy unveiled by the Department of Defense (DOD) in 2019. What implications does this have for Europe and for transatlantic cooperation? In examining this question this Brief finds that cooperation with the US on the digital modernisation of defence remains a strategic necessity for Europe, but a mix of new and pre-existing dynamics in the relationship risks the emergence of a transatlantic digital divide. The Brief is structured in three parts. The first part explores the key tenets of the DOD AI Strategy. The second part examines challenges to the adoption of AI technologies in the US, many of which are shared by European partners. The third part of the Brief explores the implications of the DOD AI Strategy for European security.

Abstract:
The election of Joe Biden marks a new era in the transatlantic relationship – in upholding the liberal international order, America wants a Europe that is a sovereign partner, not a helpless dependent. Washington will look to the EU to support the US lead in the Indo-Pacific vis-à-vis China, while also wanting Europe to take more responsibility for security and stability in eastern Europe, the Middle East, and Africa. In exchange, the EU and member states should propose a new transatlantic bargain that encompasses cross-cutting global issues such as health policy, trade, security, climate change, and the defence of democracy. The Trump years galvanised Europeans’ efforts to strengthen their own sovereignty; they now need to agree concrete offers they can make to the new administration. This will require nothing less than a fundamental change in mindset for Europeans, who will have to suppress any hankerings for the old order and decide how they will help build it anew.

100. Renewing transatlantic strategy on Iran

The election of former Vice President Joe Biden in the United States presents the prospect of major changes in US foreign policy, especially toward Iran. These changes cannot begin to be implemented until after Inauguration Day in January of the new year, while an urgent need exists for other players to bridge the gap. None are better suited to this task than the US’s closest allies in Europe which have already played a significant role in the negotiations that led to the 2015 Joint Comprehensive Plan of Action (JCPOA). Britain, France and Germany – the E-3 – and the European Union have also worked tirelessly to keep the JCPOA alive in the face of the unilateral US withdrawal from the agreement in 2018, the imposition of draconian sanctions by the Trump administration and escalating tensions in the Middle East. A new report by Ellie Geranmayeh, Barbara Slavin, and Sahil Shah presents a series of recommendations for the E-3 and the EU to preserve the JCPOA, promote regional peace and development and boost people-to-people contacts with Iran in concert with the new US administration. Taken together, these steps would amount to a renewed transatlantic diplomatic agenda through which the United States and European allies can stabilize the nuclear file and then build on the resulting diplomatic momentum to address other concerns with Iran.
