41. China’s Foreign Policy and Strategic Stability towards South Asia: An Analysis

Abstract:
This study analyzes the China‟s foreign policy towards South Asia with the phenomena of strategic stability. South Asia has emerged as progressively vibrant interest to China‟s foreign policy. Chinese administration has showed consent to continue its harmonized policies towards regional states like India and Pakistan. Following the realistic approach, it is quite possible that China may not prove helpful in resolving the chronic regional territorial disputes however; it will be cooperative in bringing peace and stability in this region along with economic boom. The outcome of discussion reflects that the imperatives of regional security added new dimensions such as China‟s peaceful rise under Xi Jinping and China‟s role of strategic balance between India and Pakistan. Due to diverse Chinese interests in this region, it is expected that Beijing will pay more attention towards South Asian affairs in future and will play a role of more responsible stakeholder.

42. European Middle Powers in the Indo-Pacific amid GreatPower Strategic Competition

Abstract:
European middle powers are not typically part of U.S. discussions of the Indo-Pacific. However, in an era of growing strategic competition, they are collectively and individually expressing stronger equities in the stability of the region. In May 2021, for example, the United Kingdom’s aircraft carrier HMS Queen Elizabeth set sail for the first time on a tour that will take it to various locations, including to the Indo-Pacific region. The Dutch frigate HNLMS Evertsen, as well as a U.S. destroyer and aircraft, are also part of the carrier strike group. Thus, now is a good moment to step back and reflect on the role of European middle powers in the Indo-Pacific amid the backdrop of great-power, strategic competition. The Netherlands, Germany, and France have recently published strategy documents focused on the Indo-Pacific. The Netherlands’ document released in November 2020 discussed concerns about upholding the United Nations Convention on the Law of the Sea in the South China Sea and the need for the European Union to take a more vocal stance on stability in this region. Germany published a similar document in September 2020 in which it emphasized its deep economic interests in the Indo-Pacific “rules-based international order.” Earlier, France led thinking about evolving regional dynamics in 2018. Through the publication of France’s Defense Strategy in the Indo-Pacific and France and Security in the Indo-Pacific documents in 2019, France expressed its concerns about the impact of China’s activities in the East and South China Sea on regional stability. These issues have also been raised through NATO, which has been grappling with the belief that “China does not share our values” and the implications for alliance security and the international rules-based order.

Abstract:
Credible nuclear deterrence presupposes the availability and integration of certain essential components that collectively constitute a nuclear arsenal. Delivery systems, deployable across a variety of platforms and of requisite range and reliability, are one such critical element. Accordingly, in the last decade the three nuclear-armed states in Southern Asia − China, India and Pakistan − have been engaged in developing missiles that they consider necessary to support their respective deterrent needs. This paper identifies recent trends in missile development in the region, focusing on the above-mentioned states. It captures capability trends, considers the differing capability emphasis among the three countries depending on their approach to nuclear deterrence and assesses the impact of missile developments on strategic stability.

Abstract:
The challenges of climate change for the military and the security aspects of space are the latest critical issues explored as part of a joint programme between the IISS and the Hanns Seidel Foundation. On 23 and 24 June 2021 the Hanns Seidel Foundation and the IISS held the fourth meeting of the High-Level Study Group on the Future Defence of Europe. While earlier sessions of the study group had focused on threat perceptions, military capabilities, the implications of intensifying great-power competition, and the impact of the COVID-19 pandemic on European defence, the growing impact of climate change on defence and security was the focus of the first day’s discussion. The second day considered developments in space exploitation, and the challenges and opportunities this raises for defence and security. The following paper draws on these discussions and includes the key themes and topics that were raised.

Lebanon is suffering the worst economic crisis in its history, caused by an economic model that produced a rentier economy feeding off a corruption-ridden state and preventing any economic growth and social justice. Abstract:
Launched a quarter of a century ago, the Barcelona Process began a process of reflection and unification regarding Spanish and European Union (EU) policies towards the Mediterranean. However, this has not always translated into coherent, prudent, and timely policies given the changing structural conditions that occurred in the region, such as the 2010/2011 anti-authoritarian revolts. A more anticipatory approach needs to be applied to policy-making, re-examining both the vision and policies. This document undertakes an in-depth foresight analysis of the Southern Neighbourhood, with a view to the medium- and long-term horizons of 2030 and 2050 respectively. Consequently, it aims to contribute towards developing long-term, proactive strategies both nationally and within Europe, which commit to developing coherent and responsible policies that could help the region’s societies develop inclusively, sustainably, and democratically. As such, this exercise aspires to identify the paths, realities, and phenomena that can lead to somewhat sustainable and friendly scenarios for the affected populations in the future. The work identifies of these scenarios. This involves reporting six megatrends in the nine dynamics. Based on available data and knowledge gleaned from interviews, they can define the evolution and range of possible directions in which the Southern Neighbourhood countries are heading. This document profiles and compares two of them: one positive, characterised by the appeasement of social conflicts, the adoption of good governance practices, and greater regional stability; and a second scenario that will bear witness to a worsening of political, social, and economic issues and conflicts, within a context marked by the stiffening of authoritarian trends and a deepening of social inequalities. The difference between each scenario resides in the will of Southern Neighbourhood countries to adopt measures aimed at better governance and the adoption of more multilateral action frameworks that favour cooperation. Both scenarios offer a set of opportunities, applicable mainly to the Southern Neighbourhood countries, with Spain and the EU eventually joining them on the process. These opportunities point to areas of particular importance in order to achieve a sustainable future for the region’s societies.

Abstract:
A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.
