Abstract:
The 2022 men’s football World Cup ended with Argentina’s victory over France, in what has already been dubbed by some fans as ‘the best final in world cup history’. While observers have praised the quality of football on display, the political dimension of the event has been a constant theme throughout the tournament. Arabism and solidarity with Palestine[1] have certainly been one of the key political aspects of the World Cup. But are the different expressions of Arab solidarity we have witnessed spontaneous and popular – in other words, do they reflect a strong popular feeling among Arab supporters, players and, in some cases, even leaders? Or are they limited manifestations of Arab identity and solidarity allowed within a controlled environment, or even worst, orchestrated events?

Abstract:
This article shows that the problem of “West-centrism” in the study of International Relations (IR) is synonymous with the problem of the dominance of positivism, a particular version of science that originated in the modern West. How can we open up this double parochialism in IR? The article calls for reflexive solidarity as a way out. This indicates that on-going Global IR projects need to revamp their geography-orientated approaches and instead seek solidarity with other marginalised scholars irrespective of their geographical locations or geocultural backgrounds to build wide avenues in which not only positivist (i.e., causal-explanatory) inferences but also normative theorising and ethnographically attuned approaches are all accepted as different but equally scientific ways of knowing in IR. As a useful way of going about this reflexive solidarity, this article suggests autobiography.

23. COVID-19 in the MENA: Two Years On

Abstract:
Early in the pandemic, POMEPS convened an online workshop with a diverse group of scholars working across the MENA region to discuss the initial impacts and to think through possible trajectories. That workshop resulted in POMEPS Studies 39, which included twenty-one essays ranging across the MENA region. Several major themes ran across those essays. We collectively expected regimes to securitize the pandemic, using the excuse of lockdowns to crack down on a protest wave that had reached multiple countries in 2019 and to further entrench authoritarian rule. We expected variation in state capacity to be a critical variable in terms of the ability of states to effectively respond to the pandemic. And several essays anticipated soft power international competition, as great powers used vaccine diplomacy to sway public attitudes their way. Two years on, how did those predictions hold up? In April 2022, POMEPS convened a follow-up workshop with some of the same scholars and a number of new contributors to assess how well those early projections panned out, and to assess the actual impacts of COVID on the region after two years. We are delighted to now publish the results of that workshop and ongoing conversations among a diverse group of scholars of the region.

Roughly 250,000 Israelis are of Iranian descent, and many feel a strong connection to their Iranian identity. Iranian Jews in Israel organized rallies in solidarity with Iranian women following the death of Masha Amini at the hands of the Islamic Republic’s morality police. Israeli support for the Iranian protest movement stands in tension with the Israeli government’s approach to the Palestinians.

Abstract:
North Korea serves as a mutually beneficial partner for many African governments. Although these ties are often viewed solely through the lens of economic and security interests, this report shows Pyongyang's deep historical connections and ideological linkages with several of the continent’s nations. North Korea–Africa relations are also bolstered by China, which has been complicit in North Korea’s arms and ivory trade, activities providing funds that likely support the Kim regime’s nuclear ambitions and allow it to withstand international sanctions.

Abstract:
This article traces the rise of anthropological scholarship on Palestine and/ or Palestinians from 2011 through the present, providing readers with a comprehensive bibliography of anthropological publications related to Palestine over that period. Drawing upon the author’s experience as a scholar of Palestine and a publicly engaged anthropologist, it accounts for the factors fueling the proliferation of this domain of knowledge production and the implications this has for representations of individual and collective Palestinian human conditions. The article argues that contemporary anthropological research and writing provide Palestinians with intellectual tools for discursive enfranchisement. Such anthropological engagement also makes possible global solidarity wherein Palestinians are recognized as epistemic equals, rendering legible the heterogeneity and complexities of Palestinian lived experiences.

Abstract:
Solidarity is one of the oldest but still ambiguous principles of the European Union (EU). In the year 2020, COVID-19 took its place among many other previous litmus tests over solidarity. Initial reluctance of European instutions and lack of effective joint counter-disaster mechanisms, to cope with the unprecedented social and economic devastation caused by the pandemic, triggered once more a wave of harsh criticism of solidarity principle. Although the pandemic did not reach to its end, and it is still too early to measure its overall results in the EU, the article asserts that, a positive tendency for European members’ adherence to solidarity principle is on rise.

Abstract:
Middle-power democracies—countries which regardless of their geopolitical weight have made democracy support a sustained component of their foreign policy—will be crucial to reimagining democracy support strategies and policies to better meet the moment. Some of these states have crafted new initiatives and wielded diplomatic tools to deepen their impact in recent years. However, these states have on the whole punched below their collective weight. This paper suggests that middle-power democracies can maximize their impact on global democracy in the following ways: Enhancing solidarity: when a country acts courageously in defense of democracy, it needs to know that others will stand alongside it. Sharpening their focus: middle-power democracies should target policy areas aligned with democratic values on issues both at the top of the geopolitical agenda and at the top-of-mind for citizens around the world—for example, economic recovery, injustice and discrimination, corruption, digital repression, and climate change. Improving diplomatic cooperation: pursuing flexible and focused multilateral partnerships allows for collaboration on key policy interests and amplifies middle-power actions.

Abstract:
Taking the small number of ethnographic studies of Palestinian communities in North America as its problematic, this article situates that predicament in the larger context of decades of academic silencing of Arab American and SWANA (Southwest Asia and North Africa) studies, efforts that represent but one component of a larger political project to quash pro-Palestinian activism. Abetted by the absence of a racial category, scholars continue to face substantial hurdles at the institutional level, inhibiting the robust growth of the field and boding poorly for an expansion in community studies. Yet recent scholarship on Palestinians in North America— exemplified by the articles included in this special issue that center the complexities of identities; activism; and Black, Indigenous, and people of color (BIPOC) solidarities—evidences real changes on the ground for Palestinian activism. Those changes, and continued advocacy for institutional change, are necessary to invigorate community studies, a critically important method of scholar-activist praxis because of their power to enhance a community’s access to resources, well-being, organizing capacities, and local-level power and solidarity building.
