1. The US TikTok Ban, the RedNote Moment and China

Abstract:
On 23 April 2024, the US Senate passed a bill forcing the Chinese company ByteDance to choose between divesting from its prized social platform TikTok, one of the dominant apps among Americans aged 18-29,[1] or accepting its ban on US soil. Following ByteDance’s refusal to divest, the US Supreme Court upheld the ban on 17 January 2025. The ban on TikTok rested on national security grounds. TikTok is technically a limited liability corporation registered in Delaware and with headquarters in Singapore and Los Angeles. Yet, its parent company ByteDance, while incorporated in the Cayman Islands, is based in Beijing and subject to a domestic legal framework legally requiring it to “provide assistance” to the Chinese government, including, crucially, giving up the data of TikTok users.[2] Further highlighting the limited autonomy of the company vis-à-vis Chinese authorities, “cells” of the Chinese Communist Party have been embedded within the structures of the company since 2017.[3] In short, ByteDance cannot guarantee that the personal data of its users could be kept at arm’s length from Beijing. While the Senate’s bill enjoyed bipartisan support, then President-elect Donald J. Trump publicly stated that he would not enforce the ban. Throughout the 2024 electoral campaign, Trump had announced – in contrast with most of the Republican Party members of Congress – his opposition to the bill, acknowledging how the platform had been a relevant tool for re-election.[4] On 19 January, Trump announced that he would consider imposing a 90-day delay of the ban and search for a joint-venture between ByteDance and a US company.[5] Two days later, he suggested the possibility that either Elon Musk (CEO of Tesla, owner of X, and Administrator of the Department of Government Efficiency in the new administration), or Larry Ellison (chairman of Oracle) would buy the social media platform.[6]

Abstract:
ASEAN has a great interest in creating a regional identity as a consequence of the people-centered regionalism goal. Although this identity creation is vital, the awareness of ASEAN identity is still relatively weak in ASEAN countries, even among elites and long-standing member countries. As an organization, ASEAN has the power to shape identity and norms for its people. Therefore, this study aims to reveal ASEAN’s strategy in shaping its identity through Facebook. This research argues that social media, which has become an interactive, participatory, and democratic media, should be able to be utilized by ASEAN in building agreement on its identity among its users. Through a qualitative approach by utilizing data processing and analysis software of NVIVO 12 Plus, this study concluded that ASEAN was concerned more with creating shared values ​​than exploring the cultural heritage in its member countries. ASEAN also was serious about displaying prosperity, mutual respect, and unity in diversity values as its identity.

Abstract:
Online social networking services (Facebook, Twitter, YouTube, etc.) have altered the way we engage with individuals, groups, and communities by profoundly changing our everyday information and communication habits on a global scale. Today, social media has also grown into a massive data repository providing very detailed information on the opinions, beliefs, and communications of millions of individuals. Similarly, social media analysis has grown into an essential method for various fields, including political science and international relations. The purpose of this study is to undertake a nuanced social media analysis using Twitter data to contextualize and assess the context, scope, and impact of Turkish IR scholars’ interactions on Twitter. Within the scope of the paper, network analysis, topic modeling, descriptive statistics, and regression analysis approaches will be employed to draw meaningful interpretations about their Twitter interactions. Our basic premise is that among Turkish IR scholars, there is a collective network that connects them in terms of interactions, attitudes, and opinions, and that network may be found by analyzing their Twitter data. This working assumption is not supported by the findings.

5. Foreign Interference Online: Where Disinformation Infringes on Freedom of Thought

“Foreign interference targeting democratic societies works not by the classic Orwellian formula of ruthless powers limiting sources of information and knowledge,” Wesley Wark writes, but by “multiplying and amplifying chosen channels of information, and attempting to corrupt the availability of true information in favour of that which is both false and harmful.” At their most intense, disinformation campaigns amount to “cognitive warfare, a hostile attempt to alter thinking.” In a social media–saturated world, these operations find many and diverse channels for disinformation’s spread, which depends on the inculcation of “fearful unknowing” in the targeted, often vulnerable, audience. A campaign’s objectives might be both direct and indirect: an aim to influence electoral outcomes could overlap with a broader goal to undermine confidence in democratic processes. Public attention to the issue of foreign state interference, as recently experienced in Canada and currently the subject of a judicial inquiry, is the first indicator that freedom of thought principles might be in play. Wark suggests ways to counter these campaigns, beginning with government taking the lead in enhancing public understanding of all national security threats, including those posed by disinformation.

Abstract:
The Association of Southeast Asian Nations (ASEAN) as part of Southeast Asia has its digital economy and digital society objectives detailed in the ASEAN Digital Masterplan 2025 (ADM 2025) and has over the years built a regulatory framework. For example, in 2016, at the Asian Telecommunications and Information Technology Ministers Meeting, the Framework on Personal Data Protection was adopted to “strengthen the protection of personal data in ASEAN.” ASEAN has also changed how it deals with Internet governance, choosing to address it as a digital and digitization issue rather than just a matter involving info-communication technologies. To enable this, ASEAN expanded the scope of its ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) to become the ASEAN Digital Ministers Meeting (ADGMIN) in October 2019. In 2021, as the digital economy continued to expand in the region, the ADGMIN adopted the ASEAN Data Management Framework to establish common frameworks and appropriate data protection measures. Going forward it has also considered developing regional guidelines beyond the scope of Internet governance, such as those for artificial intelligence (AI) governance and ethics. This briefing examines how ASEAN member states, despite their diversity and different levels of digital transformation, are working towards implementing policy measures to regulate digital platforms on a national and regional basis for social and economic stability. However, while improving governance for cybersecurity cooperation and content regulation, these policies should also enable progress on innovation and freedom of expression.

Abstract:
YouTube is the last bastion of free expression and information in Russia, with over 93 million users. A ban on the platform would hurt democratic principles and freedom of speech in the country – and it is not a question of if but when. To prevent the further isolation of Russian society, democratic policymakers must act swiftly by urging Google to cooperate and to bolster YouTube’s infrastructure, as well as by reviewing sanctions.

Abstract:
Amidst the TikTok videos that inundated the Eritrean digital landscape during the summer of 2023, a tapestry of dissent unfolds. A wounded protestor, his head swathed in bandages, is ushered into an ambulance: a powerful testament to the toll of resistance. A striking photograph captures a black man in a blue shirt adorned with the raised fist logo of Birgade Nhamedu (a new, diaspora Eritrean, youth-led movement). He is handcuffed and escorted by three stern riot police officers, his silent defiance echoing louder than words. Videos depict intense street clashes between two factions in Israel, one clad in blue shirts and the other in red, hurling projectiles amidst tear gas clouds, their battlegrounds emblazoned with the fervor of discord. The lens then shifts to scenes of vulnerability, with two young women kneeling before the police, one clad in the emblematic blue shirt, the other brandishing the Israeli flag and a gallon of milk, a poignant plea for justice. Across borders, from Ontario to Seattle, a sea of blue-shirted protestors unites in dance, protest, and celebration. However, the more forceful videos paint a vivid picture of upheaval; festival venues overrun, tents ablaze, and the clash between the dissenting blues and the establishment’s red emblematic of a struggle that transcends geographical boundaries. These TikTok vignettes, widely shared and discussed with viral fervor, capture the essence of a burgeoning movement of global dissidents led by young Eritrean refugees. Their resistance is motivated by their opposition to an authoritarian government that has been in power since 1991. This movement represents a visceral reaction to the years of forced military conscription from which the prostestors sought refuge. The struggle unfolds as a response to a range of egregious acts, including enslavement, imprisonment, enforced disappear- ance, torture, persecution, rape, and murder. These inhumane acts have been systematically carried out since the Eritrean government authorities assumed control of the territory in 1991. The United Nations has since condemned these actions as crimes against humanity.1

9. TikTok Tactics: 2024 US Candidates Dance Around Security Risks

Abstract:
Despite TikTok’s ongoing national security risks, 2024 candidates in US House, Senate, gubernatorial, and secretary of state races continue to use the platform to reach voters. Since its emergence onto the social media scene in 2016, viral video app TikTok has exploded in popularity, dominating the screentime of a reported one billion monthly active users worldwide today. This year, the app’s user base has made it an all-but-unavoidable tool for US presidential and vice-presidential candidates, who have used TikTok to make their bids to voters. Yet researchers and lawmakers’ initial national security concerns surrounding the potential for malign influence due to TikTok’s ownership ties to the People’s Republic of China (PRC) have only become louder as additional voices in Washington and beyond have joined the chorus. To address these concerns, in 2024 Congress passed and President Biden signed House Resolution (HR) 7521 to force TikTok to divest from its PRC-based parent company ByteDance or face a ban in the United States. This was mere months before the president’s campaign joined the platform itself. As election day fast approaches, a wide swath of federal and state candidates are seeking to leverage TikTok’s popularity with GenZ users. In October 2022, the Alliance for Securing Democracy (ASD) at the German Marshall Fund of the United States (GMF) produced a report documenting how US midterm candidates employed TikTok to reach voters and boost campaign visibility. This year, ahead of the 2024 US general elections in November, ASD and the GMF Technology Program researched the question of whether TikTok use among US Senate, House, gubernatorial, and secretary of state candidates has increased, and how candidates have continued to harness TikTok in campaigns. After two years, Democrats still outweigh Republicans on TikTok use, TikTok’s sluggishness in verifying candidate accounts has worsened, and political TikTok styles are beginning to mature.

Abstract:
May 2024 marks over seven months of Israel’s bombardment and siege of the Gaza Strip, home to over two million Palestinians. UN experts and rights organizations have described Israel’s military actions in Gaza as a genocide, and the death toll now stands at over 36,000 Palestinians dead, with over 80,000 injured. Israel’s establishment in 1948 led to the forced expulsion of over 750,000 Palestinians from their homes and villages, an episode that Palestinians refer to as the Nakba (catastrophe), as well as numerous incidents of Israeli settlers engaging in massacres of Palestinians. Since its establishment, there have been a number of wars between Israel and Palestinians and the surrounding Arab countries, and following the 1967 Arab-Israeli war, Israel began its occupation of the West Bank (including East Jerusalem), and the Gaza Strip. This control of Palestinian territories involves “policies of land confiscation, illegal settlement, and dispossession,” rampant discrimination, and settler violence, all of which deprive Palestinians of their basic rights. Israel’s 50+ years of occupation of the Gaza Strip and the West Bank have resulted in what Amnesty International describes as “systematic human rights violations against Palestinians living there.” In a 2021 report, Human Rights Watch concluded that Israel’s occupation of Palestinian territory amounts “to the crimes against humanity of apartheid and persecution.” When it comes to the Gaza Strip, in 2007, Israel imposed a blockade on the territory after the Hamas group came to power. Following the October 2023 Hamas attack, Israel “imposed a total blockade on the Gaza Strip on October 9, cutting its supplies of electricity, food, water, and fuel.” Since Hamas came to power, Israel has launched several military assaults on Gaza in an effort to eradicate Hamas.
