Abstract:
This Oxfam briefing paper examines the intersection of gender inequality and climate change in Iraq, focusing on the agricultural sector. Women in Iraq face systemic barriers that confine them to the "private sphere," limiting their participation in decision-making processes critical to climate adaptation and mitigation. Through qualitative research, including focus group discussions and key informant interviews, the paper highlights how social norms, economic dependency, and lack of access to resources exacerbate women’s vulnerability to climate impacts. It provides actionable recommendations to foster inclusive climate action, such as raising awareness, leveraging respected female leaders, and improving technical support for farmers. The report underscores the urgent need to dismantle male-dominated structures to build a resilient and equitable future for Iraq.

Abstract:
This article interrogates to what extent rural spaces are affected by criminal recruitment and the perpetuation of violent conflict and crime. It further examines the drivers of the ruralisation of violence and how it affects the nature of violent conflict in Nigeria. It identifies the impact of the ruralisation of violence and criminalisation on conflict resolution and peacebuilding efforts, as well as exploring existing security measures, law enforcement measures, and community engagement programmes to promote sustainable peace, especially in rural Nigeria. Adeleke et al.1 note that historically, rural areas, by their very nature, are known for social cohesion and rural dwellers are closely knitted such that there are shared emotions, strong family bonds, religious ties, and mutual trust, indirectly fostering effective crime control in rural areas. Ezejughu2 states that urban areas have been centres known for intense organised crime, with high levels of urban poverty, congestion, unemployment, and moral decadence contributing to violent crimes like murder, armed robbery, kidnapping, terrorism, and high rural-urban migration. This, in turn, has an impact on crime and conflict. Today, our understanding of rural communities has significantly evolved in Nigeria. They have become unsafe and contested spaces marked by limited State presence, inadequate infrastructure, and scarce resources. According to Ojo et al.,3 these conditions create fertile ground for violent conflicts and the recruitment of conflict participants. The absence of effective governance and security forces further exacerbates the situation, allowing extremist groups or criminal organisations to exploit the vacuum of state authority, thereby contributing to the cycle of instability in rural Nigeria. In 2020, Gustin and Slavic4 highlighted that rural regions, once primarily engaged in agriculture, have diversified their functions. Presently, rural areas are multifunctional and, unfortunately, have also become hotspots for criminal activities and violent conflicts in Nigeria. A typical example is the northern region of Nigeria, where there is an increased occurrence of terrorism, banditry, insurgency, and kidnapping.

4. Agricultural Production as a Coping Strategy during the Covid-19 Pandemic? Evidence from Rural Viet Nam

Abstract:
We examine the Covid-19 pandemic-induced negative effects on household welfare in rural Viet Nam. Analysing recent Viet Nam Household Living Standard Surveys spanning 2016–2021, we find robust evidence that lockdown measures resulted in a 3.9% reduction in per capita income and a 2.6 percentage-point increase in the headcount poverty rate of rural households. It also had severe effects on rural households’ wages and self-employed non-farm income, but rural households appeared to have relied on farm income to cope with the lockdowns. Each additional month under lockdown reduced wage income and non-farm income by 2.8% and 6.3% respectively but increased crop income by 9.5%, livestock income by 7.1%, and other farm income by 12.2%.

6. Spatial consumption inequality in Mozambique

Abstract:
In this paper, I show that the trend in spatial inequality in Mozambique almost entirely explains the outstanding surge in inequality in the country over the past decade, as well as its decline immediately after the pandemic, in contrast to its secondary role in the earliest years. For this analysis, I use an innovative regression-based decomposition framework based on the Recentred Influence Function to estimate each area’s contribution to inequality and a Blinder– Oaxaca approach to disentangle the nature of their contribution to spatial and non-spatial inequality trends. This rise in inequality was mainly due to a generalized drop in consumption experienced by households in the afflicted rural areas in the north and centre of the country, affected by natural disasters and growing conflict. This was aggravated by disproportionally larger economic growth in two urban areas: the Maputo area, which encompassed the capital, during the expansive phase, and the urban area of coal-rich Tete province during the recession that followed. In more recent years, the crisis disproportionally affected the capital and other urban areas, producing a strong mitigating effect on inequality that might be only temporary. The findings of this research have the potential to significantly inform policy decisions to address inequality in Mozambique, thereby contributing to the country’s economic development substantially.

Abstract:
“Energy poverty” is a multidimensional concept that reflects the need to achieve a variety of wellbeing outcomes, which has been scarcely studied and used in public policy agendas. Considering that the literature on energy poverty is still incipient in Bolivia, this paper’s objective is to generate evidence about energy poverty evolution in the country, approximating measures of incidence (risk) and severity for the period 2005-2019. The methodological approach follows the one proposed by Alkire & Foster (2011), with five equally weighted dimensions (energy expenditure, lighting, cooking fuel and indoor pollution, food equipment, and education and communication) and using different cut-off options, at the urban and rural levels. Also, Multidimensional Energy Poverty results are compared with a Principal Component Analysis (PCA) based weight structure as a robustness exercise. Results show that the risk of being energy poor in Bolivia has decreased, but not structurally. Also, intensity has decreased in both urban and rural areas, but rural energy poor households continue to show at least 50% of deprivation in all dimensions evaluated.
